Adjournment BOARD OF SELECTMEN MINUTES OF MEETING March 29, 1982 PRESENT: Chairman McNair, Selectmen Mahana, Levine, May. Selectman Colella not present tonight. Town Manager, W. Chadwick Maurer, Jr. 7:30 P.M. Meeting called to order. Discussion this evening was on the personnel policy. Town Manager went through the general policy and then spoke on the definitions. There was a short discussion on permanent part time employees. It was noted that 20 hours is the minimum hours to be eligible for BC /BS. * MOTION: To raise the hours for permanent part time employees to 25. Mahana /May VOTED: 3 -0. Grandfather clause will have to be added in also. Library personnel should do the same. There was some question on seasonal part time per- sonnel and if they were covered by workmen's compensation. * MOTION: To change Substitute Full Time Employees as follows: Such employee shall be entitled to holiday pay and workmen's compensation, however, the substiture full time employee shall not be entitled to enroll or participate in the Town pension plan. Play /Mahana VOTED: 4 -0. * MOTION: Under #5, Contract Services, Dog Officer and Sealer of Weights to be added. Mahana /play VOTED: 4 -0. * MOTION: To approve #6 as written.. Town Manager to check on maternity leave for non -union employees. Mahana/May VOTED: 4 -0. * MOTION: To approve #7 as written. Levine /Mahana VOTED: 4 -0. Initial Employment * MOTION: To approve #1 as written. Levine /Mahana VOTED: 4 -0. #2, physical and psychological exams need more study. Physician should be changed. Town Manager will check on this. * MOTION: To take police chief /fire chief out of normal work week schedule. May /Mahana VOTED: 3 -0. Working Rules & Regulations #1 and #2 did not have any changes. #3 was changed to "at least a week" #4 has to be re- written, and #5 was changed to "employees should not be drinking on town property after shift ". * MOTION: To approve Section C with the above changes. May /Mahana VOTED: 3 -0. BOARD OF SELECTMEN MINUTES OF MEETING March 29, 1982 ' Page 2 Employee Benefits #1 did not have any changes. #2 was changed to 25 hours, #3 was changed to 25 hours plus amendment on referendum has to be added in. #4 had no changes. #5 & #6 were put on hold. #7 was changed to per death, #8 was changed to prior to closing, #9 had no changes and #10 was changed to department heads are expected to go back to work. There was a question on #11 about weekends. #12 had an addition "unless otherwise negotiated" and permanent part time employees have to have five years of comparable hours to receive longevity. #13 has an addition to be put in the beginning of the policy. "These policies adopted shall not apply to anyone after the effective date of this part of the policy." #14 was put on hold. * MOTION: To adopt this section with items noted and those on hold. May /Mahana VOTED: 4 -0. Discussion went to position classifications and salaried employees. Board members discussed the step levels and the salaries on the chart. FinCom member Roger Dotson suggested having a minimum, mid -point and maximum for step levels. * MOTION: To reduce levels F,G,H, and I to reflect $1,000 decrease on steps and to use $750 increments. Mahana /Levine VOTED: 3 -1 May opposed. One last item of disoussion was the position classification of DPW Director. * MOTION: To add to DPW Director job description requirement of registered P.E. (civil). May /Idahana VOTED: 4 -0. * Also on Town Manager's job description "and staff" should be deleted. Mahana /May VOTED: 4 -0. * There being no further business, meeting was adjourned at 11:12 P.M. Mahana /Play VOTED: 4 -0.
