Barbara Libby, Wendy Kay, Joan Cutillo, Margot Jellinek, Roger Dotson,
Charles Mulcahy. Chairman McNair opened hearing and went through articles
in order of appearance. There were no comments on Articles 16, 17, 19, 20,
22, 23, 24, 26, 28, and 30, There was a short discussion on Article 18 and
it was decided to delete the following: "In addition, he shall have the
power to approve the hiring, disciplining, and, dismissal of all subordinate
municipal employees;" as this might be in conflict with other articles.
Board will get a written opinion from Town Counsel on this. Next article
discussed was Article 21. Ms. Andrews mentioned that the CRC wanted to
change Section 5 -14 to remove the requirement that the Municipal Building
Committee research the need for buildings. It was mentioned that the Board
could always appoint a committee to do this. Regarding Article 25, Chairman
McNair questioned the appointment and dismissal of Recreation Director's
employees. Mrs. McNair asked if this .would be giving him tenure and Town
Counsel replied that it was not. This item is not changed from the original
charter. On Article 27, it was noted to add the Building Inspector to the
Town Manager's appointments. Discussion on Article 29 was about the change
in date for Town Manager's budget. It was decided to delete the following:
"To change the date for submission from December 21 to January 21 ". Ms.
Andrews and Mrs. Cutillo recommended that one member from the Municipal
Building Committee should also be in the CIP Committee. Town Manager still
recommends one member at large. Selectman Levine suggested including one
member from MBC and two members at large. Town Manager noted length of
term was not given. Town Counsel mentioned that the Board does not have to
set a term as they can do this when they appoint someone. Mrs. Cutillo
noted that CRC would like to put MBC back in mainstream of planning for the
