7:45 P.M. CDM Progress Report
Present from CDM were Charles Loveridge, Jim Small, Jim Glendye, Bill
Mackey and EPA person Paul Marchessault. Mr. Glendye noted that there
was not much progress on construction in February and that they are
waiting for additional reimbursement to come back from the State. There
was a short discussion regarding Passavant Corp. request for payment.
MOTION: That we do not make payments to Passavant. Levine /McNair
VOTED: 5 -0.
It was mentioned that shop drawings are being looked at now for equipment.
Bill Mackey and Jim Small then brought the Board up to date on Contract
2. They will be advertising for bids next week with the bid opening date
of 4/27/82. Interceptor will be under construction late June or early
July. Mr. Small then brought the board up to date on the design of the
landfill and composting project. In the sludge disposal report presented
to the Board in September of 1980 the site of the existing WWTP was chosen.
This contract will be broken up into two phases, as they will be constructing
the landfill while the present WWTP is being used. The landfill will be
lined to collect rain water, this water will be pumped to the Fruit Street
interceptor and will go to Norton. Landfill will be 24' deep. Sludge will
be transferred by dump truck and spread by bulldozer. Excess soil will be
used as cover material. All rainfall will be collected by the liner.
Estimated life of landfill is 20 years. Composting will take place from
May through October, the other six months work is at the treatment plant.
The other contract involved is for vehicles to be used at the site. Cost
estimates were discussed for operation. These contracts discussed are
part of the $30 million project. Other towns may have to have their own
landfill sites if they tie into the system. Chairman May asked about
contracting operation of plant out instead of town operating it. CDM
would like to proceed with final design as soon as possible.
MOTION: To grant CDM permission to go into final design. Mahana/

the warrant. One area of concern was the last sentence in Article 18.
Another question was on Article 29, one member from municipal building
committee changed to one member at large. Town Manager explained that
it would not make the municipal building committee a special board if
it was taken out. Ms. Andrews questioned why the Selectmen did not hold
a public hearing before these were put in the form of articles. Chair-
man May explained the situation and noted that they will get an opinion
from Town Counsel. He also noted that they are having a public hearing
on the 17th of March for discussion.
