it. He also noted that the amount of local aid should come out before
the town meeting.

Vote on CATV License
Chairman May asked Town Counsel to comment on CATV advisory board dosier.
Town Counsel thanked the CATV Advisory Board for their work on the job.
He noted that they had done a thorough analysis and it was his opinion
that the Advisory Board complied with all requirements of Chapter 166A.
They did nothing more than submit to the Board of Selectmen strong and
weak points of the companies. The hearings satisfied all provisions.
Selectman Mahana noted that his decision was based on user impact, ser-
vices offered, installation, track record, years of experience, amount
of deposit required. Selectman Levine noted that her reasons for her
decision included prices of levels of service and what was included in
these levels, converter., charges, etc. She liked aspects of all three
companies, but felt Mass. Cablevision provided the greatest amount of
service for the least price.
MOTION: To award provisional license to Mass. Cablevision.
Mahana /Levine VOTED: 3 -1 Colella opposed. May did not
vote.
Selectman Colella disagreed with Selectmen Levine and Mahana. He felt
that although Mass. Cablevision had more years of experience, they might
not give Mansfield the best service. Inland Bay was his choice.
Town Manager Evaluation
Chairman May informed Town Manager that he was not prepared for the
evaluation. He would like to get his information together and they will
have it next week. Town Manager Maurer voiced his complaints as he was
under the impression that it was to be conducted this evening.
Town Counsel Mulcahy spoke to the Board regarding W.H. Riley vs. the
Town of Mansfield, gravel pit case. The original agreement was that the
owner of the land would be allowed to remove gravel, but would not be
allowed to go below a certain level. Town did not privide engineering
to check on it. Witch Pond well is nearby, and they would like to in-
sure that there is no harmful effect on the well. To do this, Town

comply to it.
Comments on Budget
Selectman Mahana commented on the police department cruiser replacements.
He cannot support replacements at this time. He would also like to hold
on the computer. He also commented on salaries in the budget. He recom-
mended putting a freeze on salaries above $21,000 and use the money for
other areas, i.e., senior aid, etc. Town Manager mentioned that the 7%
increase is already included in the budget figures.
* MOTION: To freeze all salaries above $21,000 for the year until
further notice. Mahana /Colella Motion withdrawn.
Selectman Levine noted that she could not support this idea. She felt
that the Board should go over the personnel policy first before making
any cuts. Town Manager could not see how this freeze could be justified.
