Levine /McNair VOTED: 5 -0. 8:00 P.M. Camp, Dresser & McKee. Charles Loveridge, Fernando Requena and Bill Mackey were present from Camp Dresser to discuss the grant increase details that were brought up at last week's meeting. The Board had some questions on the additional design work. Mr. Mackey tried to explain that the design changes were outside the scope of contract. EPA approved the amendment for contract #2. The original contract in 1978 for design fees was $1,025,000 lump sum. EPA suggested $950,000 cost plus fixed fee contract. In a letter from Bill Callahan for the application for the design contract, they agreed to change payment from lump sum to fixed cost. CDM had Charlie Loveridge deliver the letter from EPA so that the Board could approve contract 2 and put it out to bid. Selectman Mahana requested that all letters be addressed to the Board. He then asked for an explanation on the additional!work due to high groundwater. Mr. Mackey explained that they had taken 8 borings at the site and that before the scope of work, they did not know where they would put the building. The geo- technical engineers then did additional borings and found the groundwater to be 6 -8' higher. He noted that the soil is very thick, like clay at the site. This was when the additional design work had to be done and it was not included in the scope of work. They also had to do design work to add retention basins. Discussion followed on the high groundwater and why CDM did not include this work in the original scope of work for the design contract. Mr. Mackey also mentioned that the geo- technical engineers indicated after their borings that an underdrain system would be needed. There was some discussion on charging back costs to the other towns when they connect to the interceptor. Selectman Levine asked about the direct costs and what was included in the overhead costs. Mr. Mackey went through these items with the Board. The contingency for cost overrun was also discussed and it was noted that this is provided in the contract for up to 5%. After much discussion, it was decided to approve the grant increase and approve contract 2. * MOTION: To accept grant amendment #3 and to approve Contract #2. Levine / Mahana VOTED: 5 -0. CDM mentioned that they will be having monthly progress reports on the plant and noted that Board members can go down to the site whenever they like. The dis- cussion centered around the water division budget and status of water department projects. Town Manager mentioned that when they went over the budget last week, he had made an error in his calculations on the budget. 1/6 of the billing was based on the new rate and 5/6 of the billings was at the old rate. There was some discussion on the pro- jected revenue for FY 1983 and power costs to operate. Capital improve- ments for the water department were discussed. They can now go ahead with these without raising the rates. Selectman Mahana advised Whitman & Howard to send all correspondence addressed to the Board. They talked about the water rate study and the projections included in the study. The fire protection charge could also be put in the budget. The fire protection charge came up again.. Selectman Mahana would like anew breakdown: what is outstanding and in what direction should they be going. He would also like to know about future sites for a possible reservoir, surface storage. In conclusion, the water rate tables will have to be updated by Whitman & Howard for the budget.
