MINUTES OF MEETING
February 10, 1982
PRESENT: Chairman May, Selectmen Colella, Mahana, Levine, McNair,
Town Manager, W. Chadwick Maurer, Jr.
7:30 P.M. Meeting called to order.
Camp Dresser & McKee Progress Report - Present were Jim Glendye, Charles
Loveridge and Paul Marchessault to discuss the monthly progress report,
grant increase on design and assignment of costs to Foxboro and Norton
on the tie -in. Mr. Glendye noted that the progress report was for the
period from 12/31/81 to 1/31/82. Most of the work by the contractor was
excavation and removing of boulders. Meetings were held on January 5 and
12 with the Norton Water Department to review water work in Norton, mainly
for a water main in the street. No permit has been issued yet on the
water work. It was requested that CDM get information on the operating
cost of the Charles River Facility for comparison. It was mentioned that
an odor control system will be in the Norton plant. Mr. Glendye has
pictures of the site and these will be taken monthly along with the
progress reports. Mr. Loveridge talked with the Board about the grant
increase for additional design work of $63,000. There was some discussion
on the sets of borings that were done to determine the groundwater level.
They also discussed the delays in work because of the Town of Norton.
Selectmen were concerned about duplicating work. They would like to see
more detail and get an explanation on the items and how it related to
the contract. The cost to connect to the interceptor will be prorated
by design flow between the three towns. Town Manager talked about the
costs and how they were divided between the three towns. It was agreed
that a more detailed explanation was needed for the Selectmen to justify
the design work increase. Camp Dresser & McKee will be coming back in
to discuss this.

with the Water Supervisor's budget. The Board met with Robert Morrison
to discuss the Water Division's FY 1982 budget. Town Manager advised

for the past fiscal year. The budget projection showed a total of
$525,000. In order to meet the ongoing program of the water division
with the exception of financing of the second water project of $1.1 million
the budget would have to be $637,000. Town Manager mentioned that the
water rates would increase from the base rate of $7.56 per 1,000 gallons
to $9.60. The Town Manager also explained that a water rate increase
had been projected for FY 1984 to cover the financing of $1.1 million
