Present: George Dentine; Chairman, Jess Aptowitz; Vice Chairman, Doug Aimino; Clerk, Frank
DelVecchio, Olivier Kozlowski and William Ross; Town Manager
Chairman Dentino called the meeting to order. Chairman Dentin reminded that this meeting is
being broadcast live by Mansfield Cable Access and taped for future broadcast.
Present at this portion of the meeting are Police Chief Ron Sellon and Fire Chief Neal Boldrighini.
Chief Boldrighini read from a joint statement, which has been incorporated into the record.
Mr. Aptowitz stated he has known Red for a long time and will remember him as a person who
treated the Town as his baby. He visited with Red's family after hearing the news and gave them
him deepest sympathies.
Chairman Dentino grew up with Red in Walpole and noted he was born to seine people. He fondly
remembered Red as a great man for whom the Town of Mansfield should be appreciative of. He
asked for a moment of silence — God rest his soul.
Nichole Jones, Red's granddaughter, was present and thanked the Town for being her
grandfather's second family. She spoke eloquently of the shared memories and many laughs her
family has for her grandfather. She announced that services would be Sunday, September 7tt'
3:OOnm — 6:OOnm at the Sherman Jackson Funeral Home with a memorial immediately following.
Robert Krentzman and his family have lived in Mansfield for 13 years. Mr. Krentzman noted he is
a business man who excels in organization and felt it to be time to give back to the community. He
noted he has been actively involved in different areas such as athletics within Town as well as his
wife with the schools and parent advisories.
Chairman Dentino noted this is a joint appointment with the School Committee and present are
Michael Trowbridge, Chair, Kiera O'Neil, Vice Chair, Lyn Cavicchi, Linda Fernando and Wayne
Smith.
School Committee Chairman Trowbridge stated he has seen positive results from groups that Mr.
Krentzman has been involved in. He thanked Mr. Krentzman for coming forward to volunteer for
this committee.
Mr. Krentzman stated he had spoken briefly with Jim Bazinet, Chairman of the Audit Committee,
who gave him an overview of the committee. Mr. Krentzman stated lie is a chief executive officer
by heart and has been part of the audit process many times and felt that serving the community is
what is important. Mr. DelVecchio has known Mr. Krentzman for years and felt him to be one of
those rare persons of words and well - spoken. Mr. DelVecchio noted that Mr. Krentzman is not
Board Of Selectmen's Meeting September 3, 2014

afraid to have his voice heard which he felt to be an asset for this committee. Mr. DelVecchio
appreciated Mr. Krentzman's offer of service.
Mr. Annino noted Mr. Krentzman has an impressive resume and applauded him for coming
forward to participate.
Mr. Aptowitz noted, as a charter member of the Audit Committee, it is an ad hoc committee and
was formed to basically have "another set of eyes" to review who the Town hires as the auditors.
Mr. Aptowitz also explained that any issues arising from an audit are presented to the Audit
Committee who can review from a different perspective as they are not Town employees. Mr.
Aptowitz felt Mr. Krentzman's background fit well with this committee and thanked him for
volunteering.
Mr. Kozlowski thanked Mr. Krentzman for volunteering and felt his background to be impressive.
At this time the School Committee put forth a motion:
Motion: To approve Mr. Krentzman to the Audit Committee (Cavicchi /Smith) PASSES 4:0
At this time the Board of Selectmen put forth a motion:
Motion: To approve Mr. Krentzman to the Audit Committee (Aptowitz/DelVecehio) PASSES
Mr. DelVecchio nominated
Superintendent of Schools.
Aptowitz
Chairman Dentino felt Mr. Aptowitz would be a good candidate for the Search Committee as he
has personally worked with him previously but would like to nominate himself given his
experience on selection committees.
Mr. DelVecchio asked for discussion where lie stated that in these situations it is obvious there is
no chance to discuss matters ahead of time. With that being said Mr. DelVecchio had no idea that
Chairman Dentino was interested in serving on this particular and would be very happy to have
either Chairman Dentino or Mr. Aptowitz on the committee.
Chairman Dentino felt the fairest way would be to take a paper vote. Mr. Kozlowski asked for
both Chairman Dentino and Mr. Aptowitz to state their cases. Mr. Aptowitz was happy to serve on
this committee and felt his schedule to be flexible enough to be available. Chairman Dentino
noted he and Mr. Aptowitz have been on numerous committees but felt he had the added
experience outside of the Town in the searching and hiring of people.
The Board voted: DelVecchio — Aptowitz, Annino — Aptowitz, Dentino — Dentin, Aptowitz —
Aptowitz and Kozlowski — Dentin. Mr. Aptowitz has been appointed to the Search Committee by
a vote of 3:2.
The School Committee adjourned at 7:31pm
Board Of Selectmen's Meeting September 3, 2014
Page 2 of 12
This item has been tabled to the Board's next meetine on September 17. 2014.
Andrea Kor, legal counsel, for Sake Restaurant and proposed new manager, Xiangwei Zlmo are
present before the Board.
Ms. Kor spoke to Mr. Zhuo's work background where he has been in the industry approximately
eight years, noting he has been the Assistant Manager at Sake for the past two years and has all the
necessary credentials including TIPS Certification.
Mr. Aptowitz asked how long the current manager of record Michelle Li has been gone to which
Mr. Zhuo explained she is still present at the business but pail -time. He did also note that she has
recently had a baby.
Mr. Kozlowski asked for further clarification regarding the lapse of the time from Ms. Li vacating
the position until now to which Mr. Zhuo reiterated she is still employed but pall -time.
Mr. DelVecchio felt the application to be timely and had no objections.
Mr. Annino asked if Mr. Zhuo was comfortable with the manager duties to which he had no issues.
Mr. Annino explained to Mr. Zhuo the Board's concerns with liquor licensing and to ensure
following the law.
Mr. Ross explained that in June, Ms. Whalen performed a compliance check where there was some
confusion if Ms. Li was still the manager of record for Sake Restaurant. When asked to have Ms.
Li contact the Board of Selectmen's office it was noted that the number was of a Singapore
exchange. Mr. Ross questioned if Ms. Li resided in the States. Ms. Kor stated she personally saw
Ms. Li recently and is still employed at the restaurant. She explained that her service may be
internet based which would be the reason for the out of state exchange.
Mr. Aptowitz reminded that possessing a liquor license is serious business and reminded that the
restaurant does have previous violations. Mr. Zhou assured that there would not be any problems.
Chairman Dentine, asked if the restaurant has its license and TIPS Certifications displayed to
which Mr. Zhuo stated yes.
Motion: To approve the change of manager application for Sake Restaurant to Xiangwei Zhuo.
(Kozlowski /DelVecclrio) PASSES 4:1 Aptowitz NAY
Mr. Ross gave a brief presenta
record. Mr. Ross summarized:
property, which has been incorporated into
• Zoned B2, Map 24— Parcel 55 with an Assessed Value of $130,600
Board Of Selectmen's Meeting September 3, 2014
Page 3 of 12
• Uses within the 132 zone include: store, office, bank, restaurant, parking facility,
residential uses are allowed. Mr. Ross noted the property is approximately 18,800 sq. ft.
which would allow for 9,400 sq. ft. of residential.
• Development of a Parking Lot would allow for approximately 51 spaces.
• Estimated cost to develop a Parking Lot is $171,780 (stripping of loam/subsoil, drainage
installation & sub - grading - $31,260, installation of @ 900 cubic yards structural gravel, 4"
asphalt, asphalt curbing, striping & signage - $59,460, landscaping, plantings & seeding -
$20,760, lighting - $20,300, with 30% contingency — due to estimates being four years
old).
Mr. Ross explained that as Town Manager he needs to look at the highest and best use of the
property in order to receive the greatest return on investment. He understands that there is interest
in additional parking for the downtown but felt this area not to be the most convenient and
separated fi•om the downtown by other buildings. He also noted that the trail area is not of the
Town's standards. It was Mr. Ross' feeling that with proper posting the Town could receive bids
as high as $350,000 and stated that at staff level it was felt that the property's best use would be
residential. Mr. Ross' personal thought was that the property could be offered for sale by the
Treasurer (with minimum price and conditions). He further explained that a portion of the
proceeds could be utilized to repair the trail area (lighting, signage, striping of spaces and paving).
Mr. Ross understands the though process of not rushing into a decision but reminded that this
property is a non - performing asset.
Mr. Kozlowski asked since this is a tax title property wouldn't the Town Treasurer have the
authority to sell and not go to Town Meeting. Mr. Ross explained that what would need Town
Meeting approval would be any use of the proceeds from the sale.
Mr. DelVecchio asked if there has been an environmental assessment to which Mr. Ross noted it
has been cleaned up, completed and is suitable for a residential level. He furthered asked if this
property has any potential use to the Town, other than a parking lot, to which Mr. Ross stated no.
Mr. Aptowitz would love for the Town to have a variety of areas that the residents could visit for
dining, entertainment and retail needs. After the North Common redesign is completed, he felt the
Town's next focus should be the plans for the Downtown and he would like to hear what the
community has to say about the area, especially the downtown business owners. Mr. Aptowitz
questioned if parking is the answer as he has witnessed many spaces available in the evening
hours. Mr. Ross reiterated that the area, especially at night, is not attractive or conducive to
parking due to the condition of the roadway and very poor lighting. He felt that is why the current
spaces are not being utilized. Mr. Aptowitz stated the question is, is there a parking issue in that
area.
Mr. Annino explained that in order to keep the Downtown area alive it will take the creation of an
experience (lighting, vegetation, banners) which he felt has great potential. It is his fear that the
Town has potential for development in the future, which the Town is encouraging, and there may
be a future parking issue as land is finite. He questioned if the Town wanted to unload land now
for quick cash or land bank it to use it for its fullest potential later when the Town may need it. He
Board Of Selectmen's Mceting September 3, 2014
Page 4 of 12
felt it will take careful consideration to unload Town land that is close to the downtown, municipal
parking, Rails To Trails and has a potential use.
Mr. Kozlowski asked if the Treasurer has authority to sell does the Board have authority to impose
conditions or restrictions on the sale. Mr. Ross explained it would be conditions to the sales and
recommended that on any sale there should be a period of twenty -four months or less for actual
development of the property.
Mr. Aptowitz asked if there was a master plan for the Downtown to which Mr. Ross noted there is
none. Chairman Dentin felt at this point a master plan for that property would be a four story
building as it was his belief that is all that would fit there. Mr. Aptowitz is concerned that another
ten years is going to go by with no action. He would like to see a plan for that lot by next Town
Meeting. Mr. Annino felt that with Mr. Ross' organization the Board is slowly completing many
of things on the Town's list (North and South Commons, traffic).
The Board's discussion centered on if there is a night time parking issue in the Downtown.
Chairman Dentino asked to look at the downtown area as it stands today and how many retail
stores are open in the evening. It was noted there were not many. Mr. Annino felt the length of the
Town's main street is too long for a small down and is therefore impossible to fill the entirety with
retail /commercial. Mr. DelVecchio appreciated the point that this discussion should be viewed
comprehensibly rather than as just one piece of property. He questioned are businesses going to
bring improvements or are improvements going to bring the business. Mr. Annino noted the Town
is seeing this now with development in the downtown core and asked not to lose sight of that.
Chairman Dentine asked to put this discussion on hold in order to take up the Change of Manager
Application for Sake Restaurant — 8:07pm.
The Board returned to this portion of the meeting at 8:19pm.
Representative Jay Barrows, Mansfield resident and owner of Barrows Insurance, was present and
commended the Board for the improvements in the downtown over the past three years, and noted
he is proud to be from Mansfield and to own a business here. Representative Barrows referenced
the work on the North Common, mural, Mr. Annino's signage program, and street and sidewalk
repairs as part of those improvements. He spoke to the many changes in the downtown since the
1980s and of the demise in small business. Representative Barrows did note those businesses that
are still located downtown (Advantage Appliance, hardware store, Mansfield Travel, Mansfield
Bank) and their movement to larger spaces. Representative Barrows' concern is if the Town sells
the Fales Oil property where are businesses going to operate. IIe referenced the Transit Oriented
Design, approved at Town Meeting, and the potential for residential units which will need a
downtown to support it and felt this is the opportunity to create a vibrant downtown. It was his
opinion that the Town should not give up that one last opportunity with the sale of the property
because the Town could never get it back. He would also like to see a subcommittee formed.
Kathy Finer, owner of property across from the Fales Oil property, addressed the Board in regards
to the residential aspect. She felt that Old Colony is the division line between the residential and
commercial properties in the downtown area. It is her belief, that by putting a parking lot on the
Board Of Selectmen's Meeting September 3, 2014
Page 5 of 12
Fales Oil site, the residential feel from the area (Shawmut Ave, Bristol Street) will be gone. She
reminded the Board that in 2003 the Town voted to sell the property when it was taken for taxes
and has remained at the same status for the past eleven years. Ms. Finer felt that the property
should be sold but with conditions built in.
Neill Rhein, 11 Old North Trail, agreed with Representative Barrows' point of looking at the long
term plan for the downtown. He reference that one of the top priorities of the Strategic Plan was
the revitalization of the downtown and felt that the case for a parking lot might not be needed today
but the hope is in the future businesses will be moving into Mansfield thus creating a parking need.
Mr. Rhein also felt that, in regards to the bike path, where there is little marketing now with the
extension of the path into Norton/Taunton the Town will become even more accessible for bikers
utilizing the path to come to Town, park their bike and shop /lunch in the Town of Mansfield. He
urged the Board to hold off on a sale until all potential uses could be explored and agreed with the
formation of a committee.
Mr. Ross noted the Town did not give notice to neighbors on this topic given this is a preliminary
discussion and felt that there should be input from them as well. Mr. Annino asked for input from
the Planning Board. Mr. Kozlowski felt there should be a time table for input from residents and
businesses so that a determination can be made.
Ralph Penney, Planning Board, stated there really is no "magic ball" of what the Town should do
on how to revitalize the downtown. He felt the property to be an asset and in his discussions with
the business community it is felt that parking is the driving force. He did explain that during the
day parking is utilized by commuters but there is a change at night with the restaurants becoming
the anchors of the downtown. Mr. Penney noted that the Planning Board did recently amend the
Zoning By -Laws for restaurants to meet their parking requirements through valet parking
recognizing that there are a lot of commuter rail parking lots (private and public) not utilized in the
evening. It is the Planning Board's hope that restaurants could possibly enter into an agreement
with this lots. With regards to Rails To Trails, Mr. Penney noted this is a perfect property to aid in
marketing the Town as a stop. He noted use of public restrooms would also be a needed addition to
attract more traffic to the downtown and the property sits near the interceptor. Mr. Penney asked
the Board to form a study group with itself, Planning Board, businesses and neighbors to identify
the best use.
Mr. Kozlowski suggested that the Board form a committee to continue this evening's great
discussion. Chairman Dentine would like to consider tonight's discussion before doing that. Mr.
Ross stated he could begin the process of assembling a group with a few business members,
residents, member from the BOS and Planning Board. Chairman Dentino felt there should also be
a developer presence on the committee as well. Mr. Ross will begin that process. Mr. Krentzman
addressed the Board and felt that the Board also needs to look at this situation from a marketing
standpoint. He stated that in order to bring business into Mansfield there has to be a reason for
businesses to come, not just aesthetically, but because there is marketing to bring them here
building a bigger picture.

Distributed to the Board are the official attendance numbers for the Motely Crue and Drake

Mr. Aptowitz asked Mr. Ross for further clarification as to the expected attendance numbers
provided to both Chief Sellon and Chief Boldrighini prior to the event by XFinity and the actual
attendance numbers. He referenced the Motley Crue performance and asked was that large of a
crowd expected. His concern is that attendance is in direct correlation to staffing levels. Mr. Ross
approved by Lee Azinheira, DPW Director:

responded yes.

Mr. DelVecchio suggested that, given
week. He did distribute his list of FYI
izoals and objectives to the Board. _
James Bazinet asked if he could approach the Board after this portion of the meeting was called by
Chairman Dentino. The Chairman allowed Mr. Bazinet to address the Board at 924pm. Mr.
Bazinet first apologized to Ms. Whalen and Mr. Ross. He thanked the Town's EMTS for care
administered to him on three occasions, saving his life and thanked Mr. Aptowitz for stepping in
and assisting with the Audit Committee. Mr. Bazinct then introduced resident Saravanan
Karuppusamy who has worked for Ernst and Young for the past 13 years and is interested in
serving on any available Committee. Mr. Ross noted he has openings on the Industrial
Development Committee and would be happy to have Mr. Karuppusamy apply with his office.
Mr. Bazinet noted that Mr. Karuppusamy had difficulty applying online to which Mr. Aptowitz
explained it is always best to complete an application and file the original with the Town Clerk.
Chairman Dentino stated the Board is always interested in anyone who is willing to step up and
serve in the community. Mr. Karuppusamy thanked the Board and Mr. Bazinct.

Mr. Aptowitz inquired if there has been any issues with regards to Hackney Carriage and
Drivels licenses to which Mr. Ross noted there has been some ongoing competitive issues.
Mr. Aptowitz noted that what is important is the safety of the residents or any persons
utilizing hackney services within the Town. The Town requires all vehicles to be inspected
by the Traffic Safety Officer in the Town and it is a serious business and the Town needs to
be sure that all companies, vehicles and drivers need to be properly licensed.

Mr. Ross noted the North Common is moving along slightly behind scheduled, mainly due to
irrigation. Mr. Ross felt that by the end of October the entire project should be completed.
Mr. Ross reported that the Electric Audit began yesterday (September 2ad) and that John
Stanbrook, Finance Director, hopes to have the Town's books closed so that the Auditors can
move directly to the General Municipal Audit. Mr. Ross noted the process is well ahead of the
previous year's schedule.
Mr. Ross noted that Chocolate Factory LLC has followed up that they have officially closed on the
Chocolate Factory property. He also stated that the new owners have sent over the documentation
they intend to file for historic preservation tax credits and it appears that a lot of work has been
done thus far. Mr. Ross noted he heard a report that ADM (the former owners) are in the process of
selling all of their chocolate operations.
Mr. Ross noted the Town is still working on some lingering issues with regards to the new phone
system, mostly in the Schools but that Carousel will be here on Friday, September 5th to address all
issues. With this big a project Mr. Ross stated this has been an overall success.
In terms of Norfolk Street, Mr. Ross reported that the base course will go down on September 16th
and final paving the first week of October, weather permitting. Mr. Ross noted that asphalt
contractors have been extremely business with work for the State to which Chairman Dentino
noted was an understatement.
Mr. Ross gave credit to the State for their work and dramatic improvements on Route 106 and 140.
He thanked Secretary Davey and his staff and noted he has received comments from residents as
well. He will send a letter of thanks to Secretary Davey.
Finally, Mr. Ross addressed Mr. Aptowitz's previous question regarding unpaid marijuana fines.
He informed the Board that he has had discussion with the Town Clerk, Marianne Staples and, and
Finance Director, John Stanbrook, and are looking to turn those over to the Deputy Collector
(collections agency). Once finalized, it will be reported back to the Board.
Board Of Selectmen's Meeting September 3, 2014
Page 10 of 12
Mr. DelVecchio asked if there was a timeline for the train station opening. Mr. Kozlowski noted
he is waiting for approval from the MBTA regarding a permit to sell tickets. Mr. Kozlowski hoped
to have it open prior to the Board's next meeting, September 17'h. Mr. DelVecchio stated he was
blindsided by the recent article in The Sun Chronicle and was concerned that a background check
was not performed and asked if that could be a part of the process going forward. Mr. Ross
explained to Mr. DelVecchio that Town CORIs only for alcohol licensing, hackneys and anything
to do with the schools or Town duties /jobs which involve children (schools /recreation). It was Mr.
DelVecchio's feeling that the Town should have more of a handle on the process even if it is not
required by Statute and to be more communicative to the public.
Mr. DelVecchio asked if the Board will receive a report on the unaudited results. Mr. Ross noted it
is something that could be made available with the only problem being as the auditors work
through the numbers could change. Mr. Aptowitz noted there is flash report that could be made
available but Mr. Ross noted it could not report on Free Cash as that is frowned upon by the State.
Mr. Annino felt the Board had tonight's great discussions this evening. Mr. Annino wished Mr.
Kozlowski well on his new business venture.
Mr. Aptowitz noted the Town has the best Police and Fire Departments and referenced the
non -stop action at the XFinity Center during the Drake performance with over 100 custodies and
always maintaining control. Mr. Aptowitz also noted how great it was to have Chairman Dentino
in the Compound this year.
Mr. Aptowitz gave his best to Red Button's family.
Mr. Kozlowski noted there have been two meetings of the MFN Wastewater District Board where
thus far they have been focused on refinancing the debt. Mr. Ross felt the meetings to be
productive and further noted that the debt that currently exists is all Town of Mansfield debt where
some of it (Reilly property) is still in interim financing.
Chairman Dentino congratulated Mr. Aptowitz on his selection to the search committee for the
new Superintendent of Schools.
Chairman Dentino would like the Board to consider keeping with the summer schedule and
meeting every other week. Mr. Ross felt it to be a good idea and suggested the possibility of, on an
off week, scheduling a workshop which would be less formal with no time constraints.
