They are afraid that the actions of the Municipal Electric Association .in lowering rakes may impair the construction of new generating equipment, There has been litigation supported by our town's Electric Light Commissioners, and the Tight Department, and the rate reductions were merited. We have saved money, but the question is whether or not this has created a power shortage. The town of Concord, South Hadley and Wellesly pay dues to the Association, but do not support litigation, and want no part of transmission facilities. The Town will. have to make a capital investment in order to effect savings in rates, or stay out of it, it takes money to save money, or to participate in the ownership of a. generating facility. Selectman Saunders advised that a letter should be written to these towns stating that we have supported to a reasonable degree the lowering of rates, and feel the savings effected have justified the spending. In addition a decision will. have to be made in re_ gard to parti.ci.pat.i.ng in purchasing a piece of a generator, Selectman Saunders will draft, a letter for the Board's signatures next week, The Town Manager advised the Board that he had received, on behalf of the town, a map of plans and pictures of the boundaries of the town drawn in 1.1399, William Sani.l.oni.s who works in the Department of Public Works Division of Waterways; had :found, them, and given them to the town, Recommended that a letter of appreciation from the Chairman of the Board be sent to him. The book shows all the boundaries in the town and engineering data to survey the town, The Town Manager to draft the letter for the Chairman to sign, 12/10/69 ._ 2 - The Chairman advised the Board that plans should be made to perambulate the bounds in the near future, The Town Manager advised that there were two problems at the dump. One is that an area is needed to put big logs and stumps as these cannot be nut into a land fill. area, The only place at the dump is at the east side, and would like any suggestions regarding putting them anywhere else, He recommended that a chipper be purchased to take care of the brush, etc, and requested a guideline from the Board regarding this, and also that if a chipper is recommended the tovm should buy a second-hand truck to go with it to be used by both the Light Department and the Highway Department, the [.fight. Department to share the cost, The Chairman suggested that an article be prepared for Town Meeting, and to presently store the material it the Dump. After a discussion regarding the problem it was suggest -, ed that the D.P.H. be contacted regarding permission to burn this material during certain periods at the dump, with the idea in mind of purchasing a chipper, The Board will. meet for Union negotiations on December 11, at 7:30 P.M. with the Fire Department and at 9:00 P.M. with the Police Department, Selectman Saunders brought up the subject of the Town Hall. renovations, He advised that there would be several days work remaining for the Town Manager to do on the plans before they are completed. He suggested that the job be. put out for bid on an hourly rate basis. There was a discussion regarding the necessity of having a general. contractor for the project, and it was agreed that this should be checked with the Town Counsel, regarding the legality of the hourly rate basis. It was recommended that this project be implemented as soon as possible and to get the project out for bid in about three weeks, The Town Manager to have copies of the plans for the Selectmen before the next meeting, Robert Freerkson before the Board requesting town water for Lakeview Avenue, He advised that there were 8 or 1.0 homes on the street, and they all had had trouble with their wells. Housing Project for the Elderly, The Chairman advised that they would need approximately five acres of land, and would like to build 50 units if possible, and then build some more later. He:ad- vised that if they have to buy land it would make the rents higher, which would lose the whole purpose of the project. After a discussion the Board agreed to insert an article in the Town Warrant authorizing the Selectmen to give a town- owned parcel of land on Pratt Street now itn Tax Possessions with a land court title to the Housing Authority for. a second Elderly Project, The Housing Authority to draw up the article for, the Warrant, Upon a motion by Selectman Conroy, seconded by Selectman Cl.emmey it was voted to go into executive session.
