The Selectmen held a meeting, and the Chairman declared an emergency meet-
ing in executive session be called, which was seconded by Selectman Clemmey,
The meeting was called to order at 8:00 P.M.
Present were Selectmen Woodlock, Clemmey, Zecher and Saunders, and the Town
Manager,
A discussion was held on the complaint of Chief D'Afile that the Town Manager
used abusive language in a conversation at the Police Station on Friday,
September 5, 1969 concerning Police Department bills,
Any abusive language used by the Town Manager was not directed at the Chief
of Police personally, It was used only to emphasize and show his dissatis-
faction on the way the Police Department was handling the procurement of
material or services,for,:thp Department,
Selectman Zecher made a motion that a letter be sent,in duplicate, to all de-
partment heads setting a policy that all purchases must be on a purchase order
and cleared with the Town Manager who is the purchasing agent for the town,
the duplicate copy of the letter to be returned to the Town Manager by
September 1,2, 1969 as acknowledgement and understanding of the procurement
policy. The motion was seconded by Selectman Saunders and voted unanimously.
A discussion was then held on the policy of the Police Department having two
men riding in one cruiser. Upon a motion by Selectman Zecher that one man
ride in each cruiser to give the town more coverage was seconded by Selectman
Saunders and voted unanimouslW.,
Upon a motion by Selectman Zecher, seconded by Selectman Clemmey it was voted
to adjourn at 9:05 P.M.
