'Dalton, P.B., Manager for Cabot, Cabot and Forbes Co, regarding the company's position to pay for the cost of sewer installation, in- cluding engineering, along West Street as it passes frontage owned by Cabot, Cabot and Forbes Co. The letter stated that the cost of the assessment plan should be added to the sewer construction cost if and when the sewer is install- ed and, at this time, Cabot, Cabot & Forbes Co, would be responsible for this engineering cost. The basis for deferring payment until after construction, is the manner in which other abuttors along West Street will absorb planning and engineering costs. A discussion followed regarding the cost, and Selectman Clemmey stated that the town is responsible to bring the sewer line to C. C. & F. park, but he was not willing that the town should finance the cost of the sewer into their property. The Chairman advised that there should not be a misunderstanding regarding the intent in this matter, and suggested that the matter be further discussed at the dedication.. Letter received from Mr. Orton, owner of property at 266 Willow Street, advising that he had several timesrequested that a tree be taken down in front of his property. Some of the branches go through the power lines, and he did not dis- cover the dangerous condition of the tree until the August storm, The Town Manager to check regarding the tree, Supt. The Town Clerk submitted a copy of a Bill of Complaint filed in the Superior Court by Margot Jellinek versus Paul B. Cooper et ali appealing the decision of the Fourth District Courtts decision regarding the Petition for Annulment by Mrs. Jellinek regarding a Board of Appeal's decision. Superintendent Ferrier discussed with the Board concerning the lighting of the main artery at C.C. & F. He advised that he had A °,tentative understanding with C.C. & F., subject to Board approval, that they would provide and install the underground ducts and the stantions. The Town would provide and intall the wiring and the liminaires. The towns cost for the materials and equipment is estimated to be $13,000, plus $4,000, for labor, C. C. & F. would pay $34,000. He requested a policy regarding C.C. &F, and other developments. Selectman Clemmey stated that he felt C.C. &F, should be responsible for bringing the utilities into the Industrial Park, and Selectman Zecher agreed with him. Supt. Ferrier thought it should be taken into consideration that the Light Department is on a self- supporting basis, and not in a position where money has to be taken out of taxes, etc, The Chairman advised that he would not want to see this town on record disfavoring an industry because of a privatdly; owned utility. Puts the town in a bad light. Further discussion followed, this matter to be discussed with CC &F. also. The Town Manager requested the Board's permission to appoint Robert Button, Civil Defense Director to replace James Bbbitt stating that he was well qualified and interested in Civil Defense. The Board approved the appointment. 3 Selectman Main questioned the Board regarding its feelings with regard to the Grain Mill Property purchased by Christie Vose and others to be sold to the town for the price they paid for the property, They have a chance to sell the property, and would like to know if the town will put an article in the Town Meeting Warrant, if so they would hold the property. There was a discussion as to whether or not the town should be asked to spend this money for land that might not be used right away, and although the Board would be willing to put an article in the Warrant, the majority, after a poll, did not favor doing so, The Chairman reported that he had met with the Town Manager and the Town Treasurer and was happy to report that the accounting machine is working good. The service- rendered by the Company has been excellent. They will move into the budget part of it and handle it as quickly as they can. The work load has been increased, and there might be a request for another part-time worker in the office, The Town Manager discussed signing the lease for a period of three years with U. S. Leasing Corporation, He advised there was enough money to carry the lease for the balance of the year. After a discussion with the Town Counsel it was agreed that because of the Town Meeting vote regarding leasing this equipment, that a lease for three years could not be signed. Upon a motion by Selectman Conroy, seconded by Selectman Main it was voted to adjourn the meeting at 9:15 P.M.
