Discussion with the Town Manager, Agent for the Board of Health, and the
Building Inspector regarding Mrs. Burke's complaint to the Board of Health.
The property was inspected by them on May 20, 1970.
The building Mrs. Burke is living in has no vent stack from the plumbing to
the outside of the house. The building has lack of support to hold it up
safely. The chimney consists of smoke stack going through combustible
material. A second building, vacant, has been moved to within seven feet
of the building. Mrs. Burke occupies. This is in violation of the Zoning
Regulations.
The Town Manager and Building Inspector recommend the first step to clean
the property up is to condemn these two buildings as unfit for human habita-
tion.
Upon a motion by Selectman Conroy, seconded by Selectman Main it was voted
that the two building; off Plain Street on the Lomberto property, one occupied
by Mrs. Burke, the other seven feet away and vacant, be condemned.

to put a road through. There /about 2,200 lineal feet of road to clear, 'would

Officers of the Boosters Club, Athletic Director and coaches, and members of the
Recreation Committee before the Board regarding Memorial Park. Edgar Vernon
read a prepared statement, a copy of which is attached, regarding a continuous
maintenance program and long range plans made in the next few months >for thb
repair and upkeep of Memorial Park. Spencer Kelly spoke regarding the football
field advising that it should be taken care of this summer. If there is no maint-
enance and no water used by the time fall rolls around thoe_,field is all burnt
up. The other concern is the practice field by the bleachers. Could be some
loam, seed and wateVGsed and it would be an acceptable playing field. Conley
Eagan advised that he would like to see an article on the next Warrant for a
fence around Memorial Park. The group was reminded that there was an article a
year ago for a fence at Memorial Park which was turned down at Town Meeting.
John Martin advised that in comparison to 10 years ago the park could be considered
a disaster area. The football field should be fixed, and a fence put up to cut
down on vandalism. A member of the Athletic Association advised that two years
ago it had been suggested that they would change programs for playing games away
games for a year. This would give the town an opportunity to do this work. Herb
Stearns advised that ptevi:ously' g
therewas :,a man supervising the maintenance from
April to September. Should have one there now, and that a set of rules should be
drawn up for the park.
4
After further discussion the Chairman suggested that articles be drawn up
by the Boosters for what they advocate, then if there is a special Town
Meeting the articles could be put in,
Oscar Lindner, Chairman of the Finance Committee, questioned regard the
resurfacing of Tremont Street, and the Town Manager advised that this road
will be done this year. He also questioned regarding the letter from the
Fire Department regarding overspending without a transfer.
Upon a motion by Selectman Conroy, seconded by Selectman Main it was voted
to go into executive session.
The regular meeting adjourned at 9 :10 P.M.
Mr. Chairman
The Boosters Club want to thank you for the opportunity to come before
your board. We are here tonight because after long discussions at our
most recent meetings we are much disturbed at the lack of plans, both
short and long range, for the improvement of Memorial Park by this and
previous boards.
We are disturbed that a man is not assigned to Memorial Park fulltime
from April to November as has been past practice. We have been infr&ed
by 2 Athletic Directors, several coaches and members of the Recreation
Committee that when a man was assigned to Memorial Park as Ted Robinson
was in past years, the ¢ordition of the areas improved tremendously.
We feel it is a sad situation that nothing is done at the park until
we are forced by law or safety factors as evidenced by the condemning of
the bleacheq. Then it becomes a crash program and this I know
you will agree is not good planning.
We commend you and Mr. Camp on your efforts to establish a swimming
area. On the other hand we have fears that unless plans for maintenance
and upkeep of this area are made, it will be just like the Memorial Park.
The Boosters Club feel that before any great outlay of money is made
on Memorial Park the area should be fenced. We know the proposal
was brought before town meeting 2 years ago and voted down. We feel
the plans of the Recreation Committee and the school Athletic Dept. should
be brought up to date and be presented again.
We think that with your help and support of other committees such as
Finance and Planning, these plans can become a reality. We are ready to
lend out full support. It is common knowledge that people from other
towns in the area use Memorial Park only because parks in their own area
page 2
are restricted. The Boosters Club does not want to fence anyone out. We want
i
to fence it to protect it for our own people. What we want is a good
continuous maintenance program started immediately and long range plans
Face
made in the mext -qua months for repair and upkeep of Memorial Park.
Here tonight are officers of the Boosters Club, Athletic Director and
members of the Recreation Committee and I am sure they have words to add
to mine.
