Street towards Essex Street John Cananzey and a group from Mill Street were at the meeting, Mr. Cananzey stated that they would like a decision regarding their complaints about the gravel pit on Mill Street, Selectman Conroy advised that Mr. Cananzey had called him regarding these complaints about the A.A. Will pit, He stated severl facts that are relevant; six minute time limit is being violated; should operates, between 7:00 A.M. and 41:30 P.M, and trucks are rolling out after 4:30 P.M.; there is a posted limit on the bridge, and a power unit was brought in for screening gravel, and there should be no operations on Saturday, Sunday and legal holidays, Mr, Cananzey had advised him that this afternoon at 3:10Pk the children were discharged from the school bus and were walking east toward Essex Street, Trucks were passing each other, forcing the children off the street. If this is so the Board should take immediate steps to see what is going on, something should be done very soon, Selectman Main advised that he was there at 3:15 P.M. this afternoon, a piece of equipment was heading toward the bridge; there was a Police Officer on duty, the children were walking, and one truck was coming out of the pit moving very slowly. There was a Police Officer at the entrance to the pit, John Cananzey advised that his information had been given to him by his wife, that she and some of the others present can tell you what they observed. Ther4 was a piece of equipment that did come in over that bridge, Mrs. Chmielorz 51:0, stated that at the corner of Mill and Essex Street 15 small children under the fifth grade were walking; there were three trucks, and one tried to pass the other. The children had to jump over the stone wall to get out of the way, Mrs. Shaw, Mrs, Kennedy, and Mrs. Chinn also spoke regarding the safety of the children because of traffic with the trucks, and other points brought out previously, Mrs, Tarintino requested that a rgad study be done of Mill Street, It was also suggested that an access road be built by A.A. Will going out onto Route 106, After a lengthy discussion it was suggested that the first imme- diate thing to be done is to have the Building Inspector investigate this matter and talk to these people, and the Town Manager called Mr. Chalifoux to come to the meeting, - 3 - Selectmen Zecher advised that while he was in Washington a few weeks ago he made mention for the need for planning for additional space for the Mansfield Post Office, He advised that a special survey had been made a number of years ago. Building Inspector Joseph Chalifoux advised that with regard to the complaints regarding the gravel pit operations on Mi11.Street that he had been in touch with the Police Department, and with Mr. Will. He advised that regarding the screening, he described it as a noiseless operation, not a rock crusher, but it does screen all material 6" or over in diameter which is essential in a gravel pit. Mrs. Chmielorz advised that she would appreciate action in re- questing that a formal request be sent to the Department of Public Works re- garding a road study of Mill Street. Building Inspector and Mr. Camp to meet with Mr. Will in the morning. Upon a motion by Selectman Clemmey, seconded by Selectman Main it was voted to request the Department of Public Works to make a road study of Mill Street, and to advise the posted load limit for the road. The meeting adjourned at 9:35 P.M. Due to some of the questions that arose at the Town Meetings and the possible questioning of my integrity, the following statements are to clarify my position and action. Regarding the matter of the Town Treassurer- Collector appointment, I was told that when Robert Stewart resigned, an acting Town Treasurer - Collector could not be appointed. Joan Cutillo was appointed permanently. This statement prompted me to assume that other applicants would be considered. At the Selectmen's Meeting of March 4, the Town Manager and Selectmen agreed to advertise for the position of Town Treasurer - Collector in the event that Joan Cutillo did not want the position after a trial period. The Town Manager questioned the best way to advertise for this position. I said that I would make some inquiries. I asked an official of a bank if there were any banking periodicals in which we could advertise. He stated he knew of none and that he thought the best course of action would be to talk to the Director of the Bureau of Accounts. I called the Director, and he suggested that I talk to the President of the Treasurer Association. I contacted the President of the Treasurer Association; he said that he would ask, at his next meeting, if anyone was interested in a Treasurer - Collector position to see him after the meeting and he would give them the particulars as to location, salary.range, etc. Joan Cutillo is on a trial basis. If after a reasonable amount of time she feels that she wants to and can completely handle the job, the ( position is filled. In the event that she says she does not want to continue as Treasurer - Collector, it was felt that other applicants should be on file for future consideration. If Joan Cutillo feels that I'' -have offended her in any way, I here and now publicly apologize. In the case of William Butts (40 Campbell Street) sewer problem, he called me on several occasions to ask if the Board could do anything about his sewer problem. I did, informally, bring this to the attention of the Board and the Town Manager. William Butt had also talked with the Town Manager. The Town Manager did go and check the condition at the William Butt property. It was the opinion of the Board and the Town Manager that the sewerage problem was the responsibility of the owner. I advised William Butt that any sewer connection was probably at least two years away. He asked if there was a way of getting it done any sooner. I stated that he could 'petition the Board of Selectmen to put an article in the Special Town Meeting (the Warrant for the Annual Town Meeting was closed) for -a sewer extension on Henry Street, and that it required a hundred register- ed voterst signatures. William Butt did present his petition to`the Board with less than one hundred required signatures. I supported having the Board of Selectmen vote this article into therWarrant for the Special Town Meeting. (The Board of Selectmen have the right to insert an article in the Warrant without any signatures). I again supported this article; in talks with the Finance Come mittee.on recommendations for the Special Town Meeting. It was the Finance Committee's recommendation that this be done in sequence with the Camp, Dresser, and McKee comprehensive sewer. study, and it was not recommended. I again voted for this article at the Special Town Mgetng_where,it was defeated., To make this an official matter of the Board of Health we would have to order Mr. Butt to correct the condition or vacate the premises. It would be the Towns responsibility if it was proven a building permit was negligently issued. I believe that the correct procedure for issuing a building permit was followed, and that the Town was not negligent. I believe that this'shows that I did try to help William Butt, and any inference to the contrary is invalid.
