SUGESTIONS FOR THE SUCCESSFUL OPERATION
OF A
SANITARY LANDFILL SITE
The approach area to the unloading site must be pitched away from
the working face to allow for surface water. drainage.
The working face should have a elope of about 2:1 or even 1:1,
Cell depth should be a maximum of eight feet for the moat economical
use of the area. Calls may be placed on top of each other.
The working face should be as narrow as practical. Perhaps a "U"
area is most suitable. At times of heavy traffic, the logo of the "U" may be
utilized as unloading sites.
All trash should be compacted thoroughly. Better compaction is
achieved when trash is spread and compacted from the bottem of the lift, The
importance of goat compaction.cannot be over- emphhsized if future hazards are
to be avoided.
Celle are to be completely covered each night with nix inches of
cover material,
Large, bulky items and brush should be unloaded at a separate
unloading sites
The immediate area of the unloading site should have a portable
fence surrounding it to prevent blowing papers,

Vrs. Musto advised that they were not notified of the change in zoning, Mrs.
Soldani inquired where the entrance to the park is supposed to b4, whether or
not it would be on Oakland Street with an exit on Pratt Street, She also ad-
vised that the railroad crossing is going beyond the field next to their pro-
perty, just 60 feet away from the property. She inquired if she could get a
proper price for her land with the railroad so close. She also inquired about
a fence being put up to protect the :children from the tracks,
The Chairman advised that he would take the matter up with the Town Counsel,
and if there are any further questions the Board would like to hear them, Mr.
Zaffini inquired regarding spot zoning, and when the zoning law was amended so
that you do not have to notify a person that his land is being rezoned. He was
interested in zoning the land back to residential.
Three members of the Finance Committee, Chairman Dick Carey, Oscar Lindner and
Frank Ridley met with the Board to discuss the serious problem created by last
Monday; Is Town Meeting, People did not understand what was happening, or its
effects, One of the secretaries will have to be terminated, and there are not
sufficient funds in the account to pay one secretary for the balance of the
year even at last year's rate for a full year. Therefore, after much delibera-
tion, the Finance Committee is requesting a Special Town Meeting brought before
the people to see if anyth*ng can be done, people should know what the problems
are, and what they intend to do about solving the problem. People did not
understand the ramifications of this matter. There would be three articles
in the Special to vote money to the Town Manager's Salary Account, with different
recommendations by the Finance Committee for each article, Mr. Carey requested
that the Special Town Meeting be held on March 23, 1970 at 8:00 P.M. in the High
School Auditorium.
Upon a motion by Selectman Clemmey, seconded by Selectman Conroy it was voted to
hold a Special Town Meeting on March 23, 1970 at 8 :00 P.M. in the High School
Auditorium.
When questioned by Selectman Zecher regarding the proper procedure regarding
holding this meeting the Town Counsel advised that the Board could vote to hold
such a meeting - it was a matter of discretion and judgment by the Board.
Selectmen Main and Zecher both felt that the people were after the salary of
the Town Manager, and not the secretaries. 'Selectman Zecher stated that people
were not aware of the effect on the secretarial force in the Town Managerts Office,
there is a need for two secretaries, and he had no opposition to Articles 1 and
2 as suggested, would like to see them reconsidered. As far as article 3 there is
no reason to do that all over again, Selectman Main stated he agreed with Se-
lectman Zecher, people were not aware of the secretaries taking the brunt of the
whole thing. After further discussion, upon a motion by Selectman Clemmey,
seconded by Selectman Zecher it was voted to insert as article 1** To see if the
Town will vote to raise and appropriate a sum of money to be added to the Town
Managerts Salaries Account (Acct, No. 160 -0), or take any action in relation
thereto,
Recommended by the Finance Committee that the sum of $4,731.00 be raised and
appropriated to be used for sub account No. 160-2 (Secretaries' Salaries)

March 11, 1970
Meeting called at 7:30 P.M.
All members present, and the Town Manager,
The minutes of the previous meeting were approved as submitted.
Upon a motion by Selectman Zecher, seconded by Selectman Main it was voted to
approve the Treasurer's Warrant in the amount of $129,960,30.
Letter received from Camp, Dresser and McKee regarding the $10,000, voted at
Town Meeting for the comprehensive sewer study advising that the firm would
proceed to make the study for an upper limiting fee of $30,000, which includes
the $20,000, from HUD, unless they are otherwise notified.
A letter was read from the Department of Public Health in response to the
town's request in regard to the development of "B" pond as a bathing area. A
representative has conducted a survey of the area, which shows that this pond
is located on land under the control of the Water Department on land acquired
for water supply purposes. Therefore, the Board of Water Commissioners, with
the approval of the DPH must vote to release this land as no longer needed
for water supply purposes as set forth in'section 15B of Chapter 40 of the
General Laws, The Town Manager advised that he had checked in the Assessor's
office, and it was the understanding that this land was bought for highway
purposes and not for the watershed. Also, this land had been turned over to the
conservation committee and was under its control, The Town Manager advised
that he would find the plan of the layout to check this. After a discussion
the Board agreed to delay action until the Town Manager has checked the records,
and then he will advise the Board of the proper procedure.
Memo received from the Civil Defense Agency regarding the February 24 meeting
regarding administrative items regarding shelters, surplus property, etc. Com-
munication to be forwarded to the Civil Defense Director.
Elio Zaffini before the Board regarding the exact location of the railroad
crossings at Oakland and Maple Streets. He stated that the plan should have
been presented at the County Commissioners' hearing. He inquired if this
grade crossing is considered part of the industrial park and if this cost is
paid for by the developer of the park. _He inquired whether or not Maple St.
would.be deadended at such time as Maple Street is relocated. If Maple St, is
relocated would Ryan and Elliott pay the cost of relocating Maple Street. The
Chairman advised that they had agreed to pay $15,000, for the relocation of
Maple Street. Mr. Zaffini advised that he had a figure of $25,000. He stated
that his home has been devaluated tome by the crossings, and that he did not
know that the land was rezoned to Industrial until three weeks ago.
Mrs. Zaffini stated that Mr. Bonnyman came to see them at the house. He showed
us more consideration and thought than the whole town of Mansfield put together.
Mr. Ziffini questioned whether or not the Industrial Development Committee knew
of all this, and he was advised by the Chairmap that they were at the first
meeting the Board had jointly with Hoerner and Waldorf. He questioned about
the sewer, and the prospect of having -a bottling company come up in that area.
He inquired if the $10,000, appropriated last year would go to the corner of
Maple and Oakland Streets,

quire the services be underground to the rear of the plants over easements
furnished by the company. After a discussion, upon a motion by Selectman Conroy,

Regarding the question raised about the tree at the South Common, Mr, Ferrier
advised the Board that he had made the decision regarding this tree at a cost
of $700. He advised that the Christmas decorations have been up to the Light
Department for years; the merchants used to take up a collection to help de-
fray the expenses for the decorations, butin recent years, all expenses have
come out of the Department. Some years we have been fortunate in securing
trees from property owners which were good for just the one season. Compo
had this beautiful tree which the Town could have for the cost of moving it.
He had ordered the tree.moved, and discussed.it with the Town Manager when he
returned from vacation, and he was in agreement with the decision.
The Town Manager advised that he had discussed this with the Light Superin-
tendent and stated that he would have made the same decision as Mr. Ferrier
did. This will be a permanent tree.- He also advised that the Light Depart-
ment has been paying all the costs, but the D.P.U. has ruled that they cannot
continue to do this. There is an article in the Warrant for money for light-
ing, and if it is not appropriated, there will be no Christmas lights this
year.
Selectman Zecher stated that the above tree should have been paid for under
the Parks and Commons Account, but the Town Manager advised that there was
not any money in this account for this expense.
The Town Manager spoke regarding making a survey for the west end of West St.
for the purpose of Chapter 90 construction, and a survey for information
needed for the sewer assessment plan. By doing this the Town :.would save
on engineering fees, and would make sure our sewer lines are in the right
location. Selectman Zecher advised that it was never the intent of the motion
to go all the way down West Street, and wondered what is going to happen on
West Street when Rt. 25 crosses - would not be much sense in layout oft West
Street. A discussion followed regarding the Chapter 90 Gilbert and West St.
project, the Town Manager to check regarding past correspondence regarding
how much of West Street is to be included in this project.
The Town Manager advised that the plans and specifications are ready to go out
for bid for the renovation of the Police area of the Town Hall, but it would
be better to turn this over to an architect and let him make out the specs.
since this seems to be the feeling of the people.- After a dicussion regard-
ing an architect, and getting the Police area completed, upon a motion by
Selectman Clemmey, seconded by Selectman Conroy it was voted to have the
Town Manager get some architects in and get their views regarding the plans
and specifications for the renovations.
Selectman Conroy spoke regarding the remarks of Selectman Zecher at Town Meet-
ing regarding trees being cut down advising that the Board had approved a
list of trees to be removed on .June 2, 1969, and there were no live trees
cut down, only those approved on the list. Also, with regard to bids, he
cited a couple of incidents where questions arose regarding bids that had
already been approved by the Board.

Selectman Main advised that he had received a call from Mrs, Joan Cutillo,
Town Treasurer, regarding a piece in the paper about her position being a
a temporary one rather than a permanent appointment, and that she would like
to know what her position was, The Town Manager advised that as far as he
was concerned she was a permanent appointment, they had an agreement, and are
still in agreement regarding the position. Feel that the job is hers, and we
are satisfied with the arrangement.
Upon a motion by Selectman Clemmey, seconded by Selectman Conroy it was voted
to retain Camp, Dresser & McKee a %s the town's sewer consultant on matters
that require service.
Upon a motion by Selectman Conroy, seconded by Selectman 'lecher it was voted to
go into executive session.
The regular meeting adjourned at 1Ot40 P.M.
