the decision of the Board of Appeals in connection with the A.A. Will Corn,
The question was that the hearing was held on ;tb(- extension of an existing
permit, and the anpl.i.cati.on applied for was for a new permit,
2
Selectman Main reviewed the case and advised that tinder Chanter. 40_A of the
General Laws, Section 14 stated in oart that the testimony heard at a hearing
would have to convince the Selectmen that the purpose and intent of the Zoning
Ry:'Laws was ignored for the Selectmen to remove the members from the Roard of
Appeals. He reviewed the granting of the permit to A, A. Will and the Court
case which was upheld by the Superior_ Court, The recent A. A, Will permit
is substantially the same as the original except for additional. requirements
requiring screening of the pit from the abutting nroperty in the area, He
maintained that the hearing was for a renewal, an extension or a new permit,
but was nothing but a request to continue, The A, A, Wi.l.l. Corp, has posted a
$20,000, bond with the Town Clerk which will more than cover the cost of re-
storing the area covered by the permit. He called attention to what has been

law, Selectman Clemney advised that he was behind the Board of Appeals and
they should have a vote of confidence. They are doing a good job, ans as to.the
legal.i.ty'of the hearing under discussion, we have turned this matter over to
the Town Counsel.,

were in rough draft form at this time, but progress is being )made, and the Board
would have them to go over before the bid goes out,

Waste Study Committee, The former Committee was comprised of the Planning Board

was appointed at Town Meeting and the same funds are still available, and there
is no question but what these funds should be made available to the new com-

before it goes to Washington, This Report precludes applying for Federal Aid
In the Planning Area,
The Chairman suggested, for di.scussion, that due to the number of activities,
meetings, negotiations and other functions thatrequi.;re the Roard'6 att'end'ance,
.. 3
that some of these functions do not regnire 10(n attendance of the Roard,
He commented that Board members be allocated to attend these different meet..
ings, and report back to the Board, Selectman Clemmey dad not agree with
this suggestion and stated everyone of the Selectmen should attend everything
they can, He stated that the members should not have taken the job unless
they intended to do so, fie advised that he would continue to attend as many
functions as he could, and thought every Selectman should do this. There are
five Selectmen to represent the town, and it behooves al.] five members to
attend everything they also cited the fact that one man's opinion might
be different than someone elses on different matters,
The Chairman's thought: was that perhaps by adopting a r.epresentati_ve system
that communications with different boards and committees would be more effect..
i.ve, but decided that further thought was needed on the subject.
Selectman lecher agreed with Selectman Clemmey, This meeting Friday night
is very important and everybody should be there. He advised that he would
attend all other meetings that are necessary, should not try to set no any
priority list,
