Selectman Saunders advised regarding the communication from Edward Richards
regarding the sand spreader breakdown. He had advised there was money appro-
priated for a sand spreader and a second sand spreader. They were not purchased
and now the one sand spreader is ..broken down. This seems to be an emergency
situation. Joan Cutillo, Acting Town Manager, called the State Bureau of
Accounts and spoke to Mr. Walter ..Abel regarding the purchase of a sand spreader
without formal bid procedures on an emergency basis. His opinion was that the
Board of Selectmen may, if they firmly believe this to be an emergency,
vote and declare such an emergency and purchase one sander, but the other one
should be put out to bid.
Mr. Richards had requested five quotations from different companies, and re-
quested the availability of delivery. Quotations ranged from $2:;514, to $3,200.
The low bidder could only promise 8 weeksf delivery. E. J, Bleiler Equipment
Co, quoted the second low price of $2,775., mounted and installed, and could be
mounted in three to five days. After discussion, upon a motion by Selectman
Saunders, seconded by Selectman Caponigro it was voted to purchase the sand
spreader immediately as an emergency purchase with existing funds in account
$580 -8 as authorized in the 1968 Town Meeting, in the amount of $2,775. This
purchase to be made at once, and the second sand spreader :,be put out for
formal `.bids at once. Unanimous vote.

and advised an article could be:: put in the next special Town Meeting for
this. Mr. Wills to check further with the Town Counsel.
Leon Dean before the Board regarding the last meeting at SRPEDD regarding his
failure to present three communications from the Board on the agenda at that

and they were not heard either. The Chairman stopped Mr. Dean before personal-
ities were involved to be discussed later in executive session. A discussion
