The Town Manager read two bids received for the purchase of wire for the
Foolish Hill Reservoirs Clifford of Vermont in the amount of $2,101.50,
who could supply out of stock; and Grainger Rush in the amount of $1,204.65
with delivery of six to eight weeks. He explained that the wire was ordered
by phone prior to going out for bids. Recommended that the bids be accepted
since the wire is in and installed.
Mr. Ferrier explained that the wire was already delivered before the request
for bids went out. When questioned why the town advertised for bids if this
was so, Mr. Ferrier advised that he wrote a letter to the Town Manager on
March 16 recommending the installation of a new control cable between the
pumping station and the Foolish Hill Reservoir. Received your order to go
ahead with the work, and requested prices from five suppliers, and the only
place that could deliver right away was Clifford of Vermont. He quoted Section
3, Chapter 3 of the By -Laws which states in part that no contract .for the pur-
chase of equipment, etc, shall be made in the amount of $1,000, or more,
without going out for bid, except in cases of emergencies involving the health
or safety of the people or their property. He advised that he considered the
breakdown of the water system an emerg ency. Any threat to the water supply
is a threat to public health. Should proceed as quickly as possible. Spent
about a week trying to find the faults on the circuit, and felt at the be-
ginning it was an emergency and that the work should be' done', ,
The Board members felt that Mr. Ferrier should have come in and told them
what was going to be done, since it was a vote and opinion of the Board that
any purchases of $1,000, or should go out for bid. Selectman Zecher advised
that if Mr. Ferrier had come in and explained we would have agreed that it
was an emergency, and thought there was poor communication between Mr. Ferrier
and the Town Manager. The Town Manager advised that he knew that the wire
was in, but had complied with the Boardts rule about bidding.
After further discussion, Selectman Caponigro suggested sending a memo to all
department heads regarding the necessity of going out for bids for anything
$1,000, or over. Selectman Zecher brought up about the proper procedures
for handling the bidding regarding advertising, bid openins, etc. This would
avoid problems in the future. Selectman Zecher offered to draft up the rules
regarding bidding procedures to agree with what is already in the By-Laws, and
how to handle emergency purchases. The Town Manager to submit a procedure
regarding purchase orders. Mr. Ferrier advised that he would like to see the
procedures since purchasing is an important function in the Light Department.
Upon a motion by Selectman Saunders, seconded by Selectman Caponigro it was
voted to set a new date of April 21, 1971 at 8:00 P.M, for a public hearing
on the petition of OtMalley Corporation for permission to install underground
500,000 gallons of petroleum products at 500 School Street.
Upon a motion by Selectman Saunders, seconded by Selectman Caponigro it was
voted to accept the high bid of Clifford of Vermont for the wire for the Foolish
Hill Reservoir, due to an emergency as stated in Section 3 of Chapter 3 of the
By -Laws, See attached letter to minutes declaring this project an emergency.

Robert Eames before the Board regarding the Board's concern regarding an
( article that appeared in the paper in relation to the Assessors sending a
letter to the Planning Board regarding property t that he is requesting
to have rezoned, Mr, Rames stated their assessment will not change, Most
any person will ask hbW their property will be assessed, and if they bring
in a plan we can give them a good estimate. This also goes for industry,
The Assessors have a policy and.stated it, Planning Board could see our
minutes if they wish. Made a policy :.and cannot see what the decision has to
do with the Planning Board, They asked our policy and we stated it, and they
did not take our word for it. Each time as the town is growing we would have
to change our method of assessing certain pieces of property. Did not send
the letter to the Planning Board, but will with a copy of our minutes.

lectman Zecher it was voted to reappoint Robert W. Eames a member of the

Board members received reports from Leon Dean regarding the SBRP &BDD and

miscellaneous office equipment. List will be sent out to suppliers,

garding street lighting for Cabot, Cabot and Forbes, and distributed letters
for the Board to study, and it was agreed to take it up next week,

a discussion upon a motion by Selectman Saunders, seconded by Selectman Zecher
it was voted that the Town Manager be directed to draw up the specification
and go out for bids to demolish the Town Hall leaving the two fire proof vaults
standing; seal up the stair wells and make it safe, and salvage the doorways,

Glen Street apparently from a blocked catch basin., Town Manager to check.

mentioning Elm Street regarding established speed zoning. Suggested possible
use of Go Slow Children signs to curb the speed.

transfer of this land to the Mansfield Housing Authority. Upon a motion by
Selectman Caponigro, seconded by Selectman Zecher it was voted that to the
best of the knowledge of the Board of Selectman the land described in Article 15
of the Annual Warrant has not been requested for a municipal purpose by any
