Chairman read thet amount of the Treasurer's Warrant in the amount of $25,021.08. Selectman Main questioned voucher #890 in the amount of $2,300,for the School Department because the bill was not explanatory enough. It was a §reed to request the School Department for an explanation of the bill. Upon a motion by Selectman Main, seconded by Selectman Saunders it was voted to approve the Treasurerts Warrant with the exception of voucher #890 making a total of $249,721.08. The minutes of the previous meeting were approved as distributed. Zoning Board of Appeals decisions were read regarding variances requested: Edward P. Kowzic, Jr.; Carole Ann Realty Corporation and James P. Foster were granted variances, and Jose Machado was denied a variance. Decisions on file. Letter read from the Planning Board regarding developers burying a substantial portion of their tree rubbal including brush, wood and stumps on their build- ing sites. This condition could create a severe problem in the future from investation of carpet ants, termites and other insects and rodents. This could create more of a problem than the burning of the material §. The Planning Board feels that the solution to this problem would be an amendment to the No Burning law. Suggested that the developers be asked to store their wooden debris on their property and burn it when and if the amendments are made to the No Burning law. Suggested that the Board of Health consider taking action which would temporarily prohibit the burial of this material until an acceptable alternative solution can be established. Selectman Main wished to go on record as against what the Planning Board favors. Selectman Saunders suggested that the Planning Board and Environment- al Health Committee get an amendment to the No Burning law. Selectman Caponigro disagreed with the Planning Board, and thought the brush should be chipped, and should wait for a recommendation from the Environmental Health Committee. Letter received from the Town of Wayland regarding an attached bulletin being sent to all Massachusetts Mayor, Legislators and Selectmen urging active support of the following legislative bills H -1515 and H -1331. Letter received from Mrs. Margot Jellinek requesting the Board of Selectmen to insert the following article in the next Town Meeting, special or annual, whichever may come first: "To sevif the Town will vote to amend the Zoning By -Law to the extent necessary to require that Tourist Camps, Trailer Coach parks, Mobile Homes, shall be required to be connected to the town sewer, or take any action in relation thereto ". The Chairman recommended that the article be inserted in a Warrant in the event that we do have a special Town Meeting, and Selectman Caponigro suggested either the next annual Town Meeting or a special Meeting, and the Board agreed. - 2 - Notice received from the Town Clerk regarding article received by Mrs. Margot Jellinek to be inserted in the next special Town Meeting. Same article as recorded on page one . Upon a motion by Selectman Saunders, seconded by Selectman Main it was voted to grant an Auctionerts license to Karl Clemmey, 750 South Main Street. Upon a motion by Selectman Saunders, seconded by Selectman Main it was voted to approve a one day beer license for the Tri County Beagle Club for April 10, 1971. Upon a motion by Selectman Zecher, seconded by Selectman Main it was voted to approve a renewal Sunday license for the Marconi Club, d /b /a Dario"s Famous Chicken House for TV, radio and juke box. The Town Manager advised of the bids received for the Police cruisers. Chevrolet including trade,4n allowance was $4,264.00 and Sid Forna Ford Company bid was $4,989.00. The Town Manager advised that he would like a motion to accept the low bidder, subject to Town Meeting approval. Selectman Saunders suggested that the Finance Committee be requested to change the line item figure within discretion, and maybe put off awarding this bid right now. Selectman Zecher advised that we should hold off giving out any awards at the present time, and the Board agreed to table the bids. A dis- cussion followed. ( The Fire Chief before the Board for his regular monthly meeting. He advised that he had no complaints or problems. Selectman Zecher spoke about talking with the Finance Committee regarding call men and the amount of money re- quested. The Fire Chief advised that they were still eight men short, and anyone interested in being a call man should get in touch with him. He also mentioned the water meter, with chart, in the Fire Station. This enables the Department to check the water pressure throughout the town. It has not been working for two months, and would cost between $325. and $350, to have it repaired. After a discussion, it was agreed that the Chief would check with the Finance Committee regarding this meter. Discussion followed regarding pumping out cellars, the service being used by repeat customers, and that many home owners should have done something about getting pumps of their own. Discussion regarding the low rates. Upon a motion by Selectman Saunders, seconded by Selectman Caponigro it was voted that the minimum charge for pumping out cellars be increased from $5.00 to $10.00 a trip which constitutes two hours of pumping, any additional hours to be prorated' at $5.00 per hour. Arthur Terenzi questioned regarding emergency floods, etc., and after discussion, the Board agreed to amend the above vote by adding that the charges may be waived by the Board of Selectmen in case of extreme emergencies. - 3 The Town Manager reported to the Board regarding Selectman Caponigro +s request regarding Gilbert Street, On the south side the gutters should be cleaned out, fill removed, the road widened and one spot needs a culvert. The north side is not quite so bad. Two or three men could get the road in shape, oiled, etc. Selectman Caponigro also advised that there is a bad crown in the road, and a water condition to be corrected. The Town Manager spoke regarding plans of developers on Oakland Street. The Board of Appeals and the Planning Board has approved the drainage into private property. If this plan is recorded, this could force these developers to handle this drainage in a different method. The Town Counsel advised that one person can not spill water or drainage on to some- one elss's property. Apparently this was put onto the surface by a ditch, assuming that this is a drainage area; by changing their plans they can get their drainage into the Back Bay brook. The Town Counsel advised that it was up to the developer to consider suggestions you are making; the owner of the land has a right to object, or developer might negotiate with the people who own the land. The Town Manager will try to work out the problem tomorrow with their engineers. The Town Manager advised the Board that he had received approval from the State by telephone conversation for Hoerner and Waldorf and for the two sewer connections pending approval to connect to the sewer. Letter to be forwarded confirming telephone conversation. Any large sewer connection would have to go back to the State for approval to hook onto the sewer syst Selectman Zecher spoke about a condition which he had received calls about Ware Street. Person on Short Street gets water from a brook for his cows. Water was diverted by a new pipe under Ware Street. The water now is going onto Ware Street. Very little water goes through the pipe; the road was torn up and the horses are still there. Dangerous condition. Violation of the Hatch Act in this case. The Town Manager advised that this drainage problem started last spring. The town furnished the pipe, and the work was done by a Mr. Willis. The culvert there was too small and the road was being flooded. He did the excavation and got permission from the owner and helped him put the pipe in. Because of the water line had to use squash pipe. The Town Manager to check the condition. Selectman Zecher advised that when the Town Meeting is over the town should be ready to put work out on the rails this year. Town Matta ger advised that he had talked with Eric Redfern, the State will furnish the specifica- tions and the contract should be out by July 1, 1971, Selectman Caponigro spoke about the trains going up Maple Street and re- garding stop signs for the trains or barricades to dead end Maple Street, and made a motion to deadend Maple Street. Selectman Saunders advised that the town should check with the neighbors legarding their feelings about this. Selectman Main did not think the road should be deadended until an alternate road is designed and completed. There was no second to Select- man Caponigro's motion. After further discussion, upon a motion by Selectman Caponigro, which was 4 _ seconded by Selectman Saunders it was voted to deadend Maple Street and have the relocation done on or before June 1, 1971 for use. Upon a motion by Selectman Main, seconded by Selectman Saunders it was voted to pressure the developer regarding the fence promised to go along the railroad track. Upon a motion by Selectman Main, seconded by Selectman Caponigro it was voted to write a letter to Representative John Ames and Senator Quinlan regarding the work being done on the underpasses requesting that pressure be put on the Department of Public Works regarding the conditionsi After discussion, the Board agreed that the State Department of Public Works should be contacted to give them a chance to do something about the condition now existing. The Chairman read a bill received from A. H. Nielsen for repair and refinish of the base of the Selectments table damaged by fire, but the bill stated that there was NO Charge for the labor and materials. Upon a motion by Selectman Saunders, seconded by Selectman Zecher it was voted to send Mr. Nielsen a letter expressing the Boardts appreciation, and that a copy of the letter be incorporated in the minutes of the meeting. Frank Ridley from the Finance Committee presented the Board with the Committedsl cost analyses regarding the town picking up the rubbish, and having a contract- or do the collecting. Upon a motion by Selectman Saunders, seconded by Selectman Main it was voted to go into executive session.
