Meeting called at 7t30 P.M.
Members present: Selectmen Main, Caponigro and Clemmey, and.the Town Manager.
Upon a motion by Selectman Clemmey, seconded by Selectman Caponigro it was
voted to approve the Treasurerts Warrant in the amount of $39,375.95. All
in favor.
The minutes of the previous meetings were accepted as distributed.
Letter received from the Planning Board regarding the Selectmen's request that
the Planning Board make a layout for the relocation of Maple Street, and to
prepare cost estimates for this relocation. The estimate given was $68$40.
The letter advised that it would be difficult to relocate Maple Street in
such a way that a grade crossing could be eliminated, and that the road
could efficiently serve the town. The letter outlines the Planning Board's
views regarding the relocation, and that the estimated cost for the construct-
ion of a road which would benefit only a few is questionable. The Planning
Board voted on February 81 1971 that in view of the cost of the project in
relationship to the anticipated benefits, that they recommended that no fur -
ther. action be taken on this matter.
The following received from the Planning Board with regard to Town Meeting
articlest
The Planning Board recommends the approval of Article 16 of the Annual Town
Meeting regarding specific amendments to the Mansfield Zoning By -Law in
regard to definitions, technical requirements and review procedure require-
ments for apartment complexes.
Regarding the petition of Robert Eames requesting rezoning of a certain parcel
of land on the easterly side of Copeland Drive from the existing zone to
Business B, the Planning Board recommends the indefinite postponement of
this article, Article 20, since the parcel to be rezoned is presently in
single ownership and is not contiguous to an existing Business B zone.
The Planning Board recommends indefinite postponement of Article 19 of the
annual Town Meeting because of the proposed relocation of Route 140 through
the central portion of the land located on the westerly side of Copeland
Drive, from the existing zone to Industrial.
The Planning Board recommends disapproval of Article 22 of the Town Meeting
because the proposed zoning change regarding an amendment to Section III D -1
of the Zoning By -Law would be in conflict with Article 16 as proposed by the
Planning Board,
The Planning Board recommends the approval of Article 17 regarding certain
parcels of land on the westerly side of Copeland Drive from the existing
zone to Business B.
With regard to the petition of the Mansfield Trust, the Planning Board
recommends the approval of Article 18 of the Town Meeting Warrant request-
ing the rezoning of a parcel of land on the southerly side of West Street
from its existing zone to Industrial„ because the area to be rezoned is an
enlargement of a present Industrial Zone,
Upon a motion by Selectman Clemmey, seconded by Selectman Caponigro it was
voted to .accept the resignation of George H. Wojtkiewicz as a'member of
the Planning Board„ and to send him a letter of appreciation for his services
while a member of this Board.
Copy of letter to the Planning Board from the Town Counsel was read by the
Clerk advising that Board that he had reviewed the contract bonds for the
Mansfield Trust and would indicate that they are proper in form,
The Clerk advised that the town had been told by the State that unless the
National Biscuit does do as has been recommended by Camp, Dresser and McKee
the State will not put in any money to extend our sewer system. The State
has advised that no additional connections may be made to the sewer mains
until the problems are corrected as recommended by Camp, Dresser and McKee.
He advised that the Town Manager had notified National Biscuit by letter of
this matter, and then moved that the Town Manager be directed to stop the flow
of sewerage into the Town sewerage system from the Merekens Chocolate Company,
Division of National Biscuit Company, on or after March 1, 1971, and that
the Town Counsel be directed to assist him regarding any legal assistance
necessary, should said company fail to comply with the request of the Town
Manager pursuant to his letter of February 4, 1971, to said company concerning
the construction of a holding tank by said company as recommended by our
Engineers, Camp, Dresser & McKee, and as directed by the Massachusetts Water
Resources Commission in its letter to the Town Manager, dated January 29, 1971
which was seconded by Selectman Caponigro, and voted unanimously.
Letter read from L. Ferrier, Superintendent of the Light Department, regarding
the New England Power Company rate case, He advised that he and the Town
Manager had attended a special meeting held in Danvers on February 4, George
Speigel, Washington Attorney for the Massachusetts Electric Association has
increased his staff to cope with the rate increase problem, These experts
will be working for the 24 municipal light departments affected by the proposed
R -5 rate, A vote was taken at this meeting to establish a $50,000, fund to
start activities. The vote was unanimous, with Mansfield also voting in the
affirmative. The estimated cost of the effort is between $100,000 and
$150,000. Mansfield's share would be between $5,340.20 and $8,009,13, The
town's share of the $50,000, fund to start activities would be under $2,700.
If the town can succeed in delaying the effective date of the new rate, by a
single month, we will have saved enough to more than pay for this entire effort.
After discussion, upon a motion by Selectman Clemmey, seconded by Selectman
Caponigro it was voted unanimously to join in with the other twenty -four
electric companies to try to fight this increase in light rates.

The Town Manager suggested a proposed change in the plans for the new West
Street layout under Chapter 90. He suggested that Fowler Street be extended
to join West Street, and in this way traffic could come down [Vest Street
over Fowler Street onto Route 140. This would eliminate the east end of
West Street being laid out, which would not be feasible for a layout as a
Chapter 90 road, the didtance between the houses is not sufficient for a 50t
layout. Discussion followed, and it was agreed that the Town Manager would
go into the D.P.W. in Boston as soon as possible to let them know what we
are proposing, see how far along the State is on their final plans, and
to get the Statetsapproval of the proposal, if possible.
Selectman Caponigro advised that he had been presented deeds, etc, by Mr.
Alessandri regarding the status of Thompson Street, and the proposed street
through to Oakland Street, The Board agreed to turn the papers over to the
Town Counsel,
Selectman Caponigro also advised that Mrs. Barbara Stowell had called him re-
garding the surplus food program with regard to procuring trucks and men to
pick up the surplus food. The Town Manager advised that she had been told
that it would be impossible to do this with the town trucks, should be a
closed truck.
Upon a motion by Selectman Clemmey,; seconded by Selectman Caponigro it was
voted to go into executive session.
The regular meeting adjourned at 8s45 P. M.
