Selectman Caponigro inquired regarding the police station location. The Town
Manager had checked with Conley Eagan regarding specifications so that it can
be advertised for bid, Selectman Caponigro offered his assistance in drawing
up the specs, He also spoke about the L'ongille boy rescuing a boy who had
fallen through the ice, and thought the Board should send him a letter of
commendation.
Selectman Caponigro also brought up several items that need attention. He'
mentioned the edge of the new pavement on School Street where there is a 2 or
311 drop at the side of the blacktop, and advised that this should be put on a
list of projects for spring. There are two or three excavations on Franklin
Street that have settled, and whoever is responsible should take care of this.
He also spoke about the big maintenance problems on the Route 106 and North
Main Street underpassess - the rails are a mess and need painting, the I beams
are in rough shape. the concrete is starting to crumble. The expense should be
shared with the railroad. After discussion, upon a motion by Selectman
Caponigro, seconded by Selectman Saunders it was voted that the Board of Se-
lectmen write to Representative John Ames III requesting him to submit a Bill to
the 1972 Legislature requesting the State Department of Public Works to take
over the maintenance of these underpasses.
The Town Manager advised that the State had not given enough Chapter 90 money
to paint the rails since the town does have to repair the trenches on Pratt
Street this year.
Joseph Chalifoux, Building Inspector before the Board regarding the Giordani
property on North Main Street. He advised that he had met with Mr. Giordani,
and made a list of his recommendations, and put them in agreement form. Had
submitted a copy to Mr. Giordani and he will have his lawyer check it over.
The agreement stated that suitable size gutters be installed all around the
overhanding roof, with rain leaders on the Pleasant Street side connected
to the town storm drains, and on the parking lot side a leader connected to
a dry well. Also, a bond must be posted with the Town Clerk to relieve the
town of any and all liabilities, the amount of the bond to be determined by
the Board, and renewed annually.
The Town Manager advised that he did not think the bond would cover the ice on
the sidewalk and would not recommend leaving the marquee up there. Selectman
Clemmey was opposed to leaving the marquee there, would vote against leaving
it over the sidewalk. The Building Inspector stated that the marquee over-
hanging a public way in itself is a violation, he has to have approval from
the Board to allow it to remain there, then he has to conform to Section 123
of the Building Code. He stated that he had just given his recommendations as
requested by the Board last week.
The Chairman advised that if the Board allows this to happen, others could do
the same thing *The Town Counsel should look over this agreement. After further
discussion, a motion was made by Selectman Caponigro to leave the marquee
there as it is subject to the recommendations made by the Building Inspector
and subject to Town Counsel approval, which was seconded by Selectman Saunders,
but the motion lost 4 Selectmen Clemmey and Caponigro were opposed, Selectman
Saunders in favor.

Lincoln Holske before the Board to register a complaint regarding the junk
cars, truck and front -end loader across the street from his residence at
94 Mill Street. He advised that he had called the Building inspector
several times to have this junk removed, but the cars, etc, are still there.
Did not want to live in a second rate neighborhood. He requested the Board
for action regarding the removal of this junk,
The Building inspector advised that he had contacted the previous owner of
the property at 81 Mill Street, and he had assured him that the junk would
be removed. The property was sold and is now owned by Joseph Gonsalves, and
he planned to bulldoze the junk cars and bury them, but someone wants the
salvage. He advised that he had been on the problem diligently since the
complaint was received. After further discussion, the Board agreed to have
the Building Inspector send a letter to Mr, Gonsalves giving him thirty (30)
days in which to remove the junk cars, etc.
L. Ferrier, Supt, of the Light Department before the Board regarding light
rates. Any rate changes have to be made on the first of March, and he read
a paragraph which will be attached to the light bills regarding the in-
creased rates# which stated in part that the new rates now contain a clause
which will permit the town to adjust the billing to compensate for any sudden
increase in our cost of wholesale power. The New England Power from whom we
purchase power wholesale, has filed a rate increase with the Federal Power
Commission to become effective March 15, 1971. The Municipal Electrical
Association of which the town is a member is contesting the increase before
the Federal Power Commission, and it is hoped that the effective date may be
postponed, and the amount of the increase substantially dimi}ighed.New rates
to be considered temporary until the whole situation is stabilized. A list
of the new rates submitted, There was discussion regarding the possibility
of looking into hiring a consultant to look into a rate adjustment* since
there has been no change in the rates for several years,
Upon a motion by Selectman Clemmey, seconded by Selectman Saunders it was vote
to approve the increase in rates as submitted by Superintendent Ferrier.
Upon a motion by Selectman Saunders, seconded by Selectman Caponigro it was
voted to go into executive session.
The regular meeting adjourned at 8:45 P.M.
