P. Smith Company 885,720. ( Mr. Ferrier recommended that the low bidder, Walsh Contracting Company be chosen to do the job. Selectman Main inquired how can we be sure this is in the budget. Mr. Ferrier advised that the offhand estimate was $60,000. and they would stay within the budget. The iahole project would. be 3816,000. which included transmiss- ion lines, engineering and .Installation. We were not aware we were going to run into peat beds. Discussed Donovan report being made, and suggested that reports be made when their invoices come in. At 8:30 P.M. a hearing was held regarding parking and the traffic pattern plans for North Main Street. The Chairman advised that two meetings had been held, and there had not been much interest shows. The Board has gone out and had construction plans draws for Old Colony Way. This meeting is to get the comments and opinions given by the people In town. Once again conducting a, survey from the people. Sent out 62 questionnaires, and had twenty -eight returns. The majority of returns were for parking on one side of North Main Street. The first plan discussed. was for the construction of Old Colony Way and use in 'Figure Eight" pattern. Chris Vose stated that he was probably the only one in town that is in favor of this and Selectman Mni.n advised there were three other merchants. Joe Cutil.lo inquired about the cost of building the road under Subdivision Rules and Regulations, and was advised it would be 380,000. to $100,000. with one -side parking, slant parking on one side. Ralph Tartagl.i.a ad.vi.sed. the "Figure 8" pattern would create traffic problems, would need crossing guards to cross two intersections, busy intersections, think you are 4 creating a. real hardship and an expensive one. Steve Goldberg - 501 of his trade is from out of town, with Old. Colony Way there would, be a distance of over a mile for people to get to his store. David May - Rumford. Avenue will be used as a by -pass. Residents wi.l.l not appreciate. - 2 - if you allow Rumford Avenue to be a main Street, could be a, commercial area. Rodney Flouret - traffic on Past and Court Street to and from High School would be a traffic problem. Would it be possible within this proposal to make Old. Colony May Ono way only as far as Park and Count Streets, would not affect the residential part of Past Street. Steve Goldberg - willing to have no parking side of store, would see the Korn better from across the street. Also a, lot of people park 3 or ti feet from the curb causing congestion. Selectman-. Main questioned if he thought a. party would go into li:s Atone if they have to walk a Long way. Mr.. Goldberg advised with a muni.ci.pal parking lot thby would walk-to the store. Selectman Titus advised this was proposed thi.nkirg eindwas the hest solution, merchants above this areawoula be against people having to walk. brut it in a one -way pattern to eliminate one- way parking. Pdmund DnLa;e - abuttor with a home side of proposed street. Would, have five inter- sections. Mentioned Cn "rt Street as being narrow faith a sidewalk, KI intersections would crea.'te bottlodecks. Old Colony Way would be used as a drag strip line. Under- stand need for parking - two problems - traffic and parking, cannot eliminate park- ing. Fran Smith - one -way traffic would be detrimental to business. Much of her business is impulse shopping, east side would be best to ban parking, can turn into Old. Colony Way to park. David Ma,,y - ban parking on westerly side, use Old Colony Way for parking. With the block gone at North Main and Church Streets there will be parking. Steve Goldberg - do not object to parking on either side, cannot see spending all. this money, have a, parkins; lot. Chris Vose - if you ban parking on Past side how about meetings? David May - possibility of looking into purchase of lot where old Fox Block was. Nick Agagnos - eliminate parking where congested areas are. Selectman Colella, - as a member of the Board always been against this Figure 8 pattern Brought up one side parking two months ago that we have parking on one side only, westerly side. heave Old Colony May the way it i.s,have one side pnxki.ng on the westerly side. In favor of buying land where Fox Bui.ldi.ng was, and use this as an access road or other parking. Selectman Sector. - according to survey ban parking 13 to 9 . Use it as a, pattern to follow. Selectman Main - favor Old. Colony Way - if you try one side parking the genoral. public will ask for the two side parking back. It would. cost 550,000. for the old Fox land, spend. 530,000. more to develop the road. Selectman Titus advised he was retracing his thoughts. When no One showed up at \_ previous meetings showed they were not in favor or diad not care. people bore have shown interest - will have to give it some more consideration. 'Iii.ght not be the 3 the correct answer to what people want. Joe Cuti.11o e in favor of one side parking. L. Dotage_ one way might be tr.i-ed on a, limited way.
