He owns property in the rear of the diner. Serving in noon in dining area, would be hard to con- trol noise, restriction could be put on the license. Would be a problem con- cerning the evening if he decided to sell his business. There would be park- ing problems, would be in his back yard since his property abuts the diner and there is no fence as there is no room in from the Diner for parking. If operated as a noontime business there would be no problem. If license were transferred there could be a problem. For the best interest of the towm he could foresee with the town growing the need for a large restaurant that you could go for a meal at night, in the near future, the town could use a place of this type. An overnight motel would be attractive for the town. As a taxpayer and resident of the town would like to keep a license open for something along these lines. If there are enough licenses of this type avail- able would have no objection to Mr. Haynes having a license during his regu- lar hours as he is operating now. Selectman Main advised that he thought the Board could give a liquor license to an establishment of this type, and that there are 4 or 5 other licenses of this type available. Discussion regarding restrictions on the license. Dorothy Rego, West Church Street stated that she had no objection to the hours that he wants to operate, but would object if he had a bar room, it would be late at night. Lot of noise, itvould be disturbed by young peoplei!hangigg around Like he operates now, would have no objection. Further discussion regarding restrictions on the license, and upon a motion by Selectman Main, seconded by Selectman Titus it was voted to grant the all alco- holic restaurant jic'ense4tlithe.`pred6n't' hours ::of. operatioh's,that:l16is' long business at the present time, subject to Town Counselfs review and advice. Acting Town Manager advised that she had received another complaint regarding Graphic Laboratories with regard to parking on both sides of the street, and across driveways. Residents have requested No Parking signs on one'side of the street. Letter to be sent to Graphic Laboratories regarding parking. Also, a request had been received to have some gravel put on Blake Place. This has been done in the past when the road was:in bad condition. Request to be referred to the Highway Department, The Board agreed to have representatives from the Maple Park, Inc. at the meeting next week at 9100 P.M. in regard to their requests for assistance from the town at the development. At 8145 P.M. a hearing was held regarding the abandonment of a portion of Union Street. Notice read regarding the hearing which was advertised. The Chairman advised the hearing was held in regard to the article in the Warrant, the Board has to make a recommendation to the townspeople at the Town Meeting. The main issue is Union Street. He requested those in favor to speak. Selectman Main stated that he had lived on Union Street about 15 years, traveled the road three to five times a day, Thought the Town Hall .should be where your Com- mittee thinks it should be, Amount of common and road to be abandoned would be no inconvenience to anyone traveling Union Street, Believe it would cut dorm on people cutting dorm Union Street to South Main Street, By having the Town Hall in Union Street this would stop cars. In favor of the abandonment - 4 - of a portion of Union Street. Oscar Lindner - there would be an access road going behind the Town Hall. In favor, no reason why it shouldn't be closed. People use Union Street mostly as a bypass for the traffic lights. No objection to closing it off, asset to the Town Hall and the townn, and would be no inconvience. Acting Town Manager Cutillo advised that she had received complaints from resi- dents of young drivers using Union Street as a drag strip. Close and eliminate use of Union Street as a loop, We have received three or four complaints about the fast driving on Union Street, Joe Corliss wished to be recorded in opposition. We are presupposing that we are thinking the Town Hall is at that site. Similar situation to Maple Street. Town Meeting voted to close it and we opened it. If you gentlemen come in to Town Meeting to close Union Street and the proposal for the Town Hall is lost, hearing like this should come after a vote for the Town Hall if it is approved in that area. Then there will be no argument about closing Union Street, People can use access road and go down Spring Street. Feel we should have a vote for that general area as to whether or not we are going to have the Town Hall there. This could come up after the Town Hall article passes:. If we give recommenda- tions to close, it would be the same as Maple Street. This should come up after Town Hall proposal, Harry Mugford - do not want to set Vnion Ztreet;.closed under any conditions. Do not want to take any of our Common away, Made North Common smaller, should not cut down at all. Cars can not be cut down on speeding without Police pro- tection. Mrs. Jellinek - if you do not close Union Street and decide not to have the Town Hall there as proposed, have two fears. If it is not built in this location it will kill the business district, and the town has new Selectmen each year, they may decide to sell the property for a business structure. Joe Corliss spoke regarding area being rezoned for the convenience of the bank from the river to the lights as business. It is a commercial setup and if the site is rejected could sell the property for commercial purposes. Selectman Main spoke about closing of Union Street would be subject to the Town Hall located there to replace the Town Hall. As fax as taking the Common, would only take 10%, which is a small amount and the Town Hall should go there and the street closed off. Christy Vose was opposed to the closing of Union Street. Will cause more con- gestion in the area. Definitely opposed to it. Alice Flint - coming north on Union Street there would be more traffic at Library and Park Row School to get to South Main Street. Will add to traffic. Not in agreement, natural route of traffic. Joan Wood - opposed to closing Union Street, one way for the traffic flow from West Street. School buses use that street, have a hard time now. - 5 - Annette Shaw - if Union Street is not a good street for the buses to use.. now, the problem is already there, they should be using South Main Street, The Chairman declared the hearing closed at 9215 P.M. Discussion regarding replacement for Leon Dean as the Boards representative to SRPEDD, Board to check regarding replacement, and to be brought up again next week. Selectman Titus brought up about Fruit Street opposite Short Street. This is a bad corner, pro txudes, -out into street, the corner should be cut back. Selectman Main advised that last August letters were sent to committees, boards; and department heads regarding having their reports in by a certAin time for the Town Report so that the Tom Meeting could be held on time. Agreed to thank them all personally by letter. Selectman Colella brought up about the Dillon property on Court Street. The original claim was for $685, and there was a discussion that 'there are no funds for this claim to be taken out of. The Board will give Mr. Dillon an answer next week. The Chairman discussed three months' building reports which are missing in the Town Report. There was a transition period between the previous and present inspectors, The Inspectors kept their files in their homes, and this is not a good practice, the records should be moved to the Town Hall, Letter to be sent to Building Inspector advising him that the records be kept in the Town Hall. John Gross read a prepared letter regarding illegal building permits by the Building Inspector regarding Peter Fontaninits property on Benefit Street..:: and on the second foundation on Tremont Street, Upon a motion by Selectman Titus, seconded by Selectman Main it was voted to go into executive session.
