Fire Chief Cy Bellavance and Light Department Director Leslie Ferrier discussed with the Board the maintaining of the Fire Alarm System, a task which has never been permanently assigned to any department. At the present time this is handled by the Light Department, although there is no set policy; the job is given low priority and usually is handled on an emergency basis only due to the present work load in the Light Department. Chairman Titus asked which department could do this job more eoonomically, and both Mr. Ferrier and Chief Bellavance said that they would need a bucket truck and at least two more men. Chief Bellavance stated that this would be a continuous maintenance job -- old copper wire would have to eventually all be replaced in the old system in addition to maintaining the present system. Also, the new personnel would be trained fire fighters, not just a main- tenance orew, and could be used elsewhere in the Fire Department. Selectman Levine asked that figures and plans be presented to the Board so they would know the cost of the maintenance. Selectman Co- Jells, moved that the fire alarm maintenance be permanently assigned to the Fire Department. Selectman Caponigro seconded, so voted. Mr. Ferrier explained that by showing interest in this organization now, we would not be commit- ting ourselves. The only stipulation would be that we contribute. to the cost of setting up the organization. However, there would be no contract signed at this time for participation. Selectman Caponigro moved that we contact NEPOOL and express our interest, subject to Town CouneePs approval of the contract. Selectman Levine seconded, so voted. Norman Mahana, Chairman of the Municipal Building Committee, gave the Board a synopsis of his committee's activities during the recent months. He also asked that the Board appoint another member for coordination with the Fire Department. He also requested that the Fire Department delegate;a member of that department to attend Municipal 'Building Committee meetings pertinent to Fire Dept. business. He mentioned that Chief Bellavance had already expressed an interest in this. Mr. Mahana asked the Board to advise all departments, boards, and commit- ( tees that Section 5 -14 of the Town Charter requires that any planning, design, and implementation of building facilities should receive offi- cial support of the Municipal.Building Committee for insertion of any Selectmen's Minutes November 7, 1973 Page two article in the 1974 Town Warrant. A member of the Fire Department has requested that $)2,142.54 be paid for his hospital and doctor bills. The bills are now in his name, and his credit is suffering because they axe not paid. Selectman Colella moved that a transfer be made to pay the bills.
