The meeting opened at 7 :30 p.m. The Warrant was approved in the
amount of $364,251.56.
Regarding the Board's October 18th letter to Carl Nelson, Chair-
man Titus commented that the Board has not withheld information
from the public or press, but had chosen no to divulge contents of
the letter at that time. Selectmen Secher added that certain le-
gal measures had to be enacted for the protection of both the Town
and Mr. Nelson.
From Mr. Nelson to the Board, a letter requesting a public hearing
with regard to the Board's intent to remove him from office. He
asked that more detailed information be provided with regard to al-
legations so that he may have witnesses and evidence at the hearing.
Chairman Titus said he would like to have this hearing to "clear
the air" for both Mr. Nelson and the Town. Selectmen Caponigro and
Colella stated that since the Board's letter of October 18 had been
sent, they had received information contrary to the contents of the
letter and were not in favor of a public hearing at this time. Se-
lectman Levine said that a hearing should be held to allow all facts
on both sides to come out. Chairman Titus added that a hearing is
not a "conviction" , but a chance for facts to be brought out. Se-
lectman Levine moved to set up a hearing, in response to Mr. Nelson's
letter, for October 31, at 9:15 p.m. The motion was seconded by
Selectman Secher. Before the vote was called, more discussion fol-
lowed. Selectman Levine felt the hearing would be an opportunity
to dispel public doubt. Vote as follows: Selectmen Secher and
Levine, in favor; Selectmen Colella and Caponigro, opposed. Chair-
man Titus voted that the hearing be held - motion passed 3 -2.
A letter was received from Ronald Montaquila expressing his inter-
est in membership on the Finance Committee.
Paul B. Peterson, Pastor of the Sevonth -day Adventist Church sent
a letter asking that permission be granted to conduct the annual
Ingathering Appeal between November 17 and December 25 from 6 - 8
p.m. Selectman Secher moved that the permission be granted, Select-
man Caponigro seconded; so voted.

tion to their Fourth Annual Benefit Ball at Lakeview Ballroom on No-
vember 3, 1973•

February 28, 1974. He has offered to help review prospective appli-
cants, and will provide all possible help to his replacement during
the transitional period.
Mr. Hannon stated that the budget review has begun; the initial re-
view will be finished in one and a half weeks or so. A draft budget
will be prepared for review with the Selectmen, and then about
two and a half weeks will be needed for the dictating, typing, and
printing of the written budget. Chairman Titus pointed out that the
Town Manager had suggested that the townspeople be invited to help
prepare the budget, which would help to eliminate some of the "hassle"
at the Town Meeting. The suggestion was well received, and the Board
said it would welcome the townspeople's help.
The Town Manager reported the Beautification projects in the Town are
going well. The next areas to be done are the intersection of Central
Street and the ramp road leading to Route 140 and the intersection of
Route 106 and the East Mansfield Cutoff.
November 5 at 8 :00 p.m. there will be a meeting at the conference
room at Sweet Manufacturing Company on Gilbert Street with the neigh-
bors concerning the layout plan. The people will be notified by mail.
Mr. Hannon read his memo to the Board concerning Arthur Stookus' letter
from Whitman and Howard. Mr. Stookus' letter advised that three or
four 22" wells near Witch Pond Well would show more exactly the depth
and direction of flow of underground water source, and it would deter-
mine if an additional well in the immediate area might increase total
supply from the area to more than one million gallons per day. Select-
man Caponigro moved that the Town Manager be authorized to spend up to
$1500 for three test wells. Selectman Levine seconded, so voted.
The Town Manager reported that Arthur Stookus, Bill Cahoon, Tomo
Bonome, and he met with the District DPW to review the plans for
jacking under Route 95. District Engineer Joseph Cronin will re-
commend the plan's acceptance to the Federal Bureau of Roads. Select-
man Secher asked what the major objection might be, and Mr. Hannon
replied that it would be the casing driven under the median:= strip.
At 8:30 p.m, there was a hearing for the N.E. Telephone Company re-
garding installation of seven poles on North Street. The abuttor,
Fox Run Development, had been notified, and was not present to object.
Selectman Levine motioned that the application be approved, with the
poles to be set as far back from the roadway as possible. Selectman
Secher seconded the motion, and it was so voted.
Names were discussed for the power substation and the road leading to
( it. Suggestions were made that the entrance road and the facility be
named in gratitude to Mr. James Harrigan, Mr. Leslie Ferrier, and Mr.
Howard MoCrae. The Board deferred action on this until it could con-
sider it more thoroughly.
