The Planning Board's position has been that if Route 140 is to be relocated, both
( the north and south sections should be included. Their previous letter to the
D.P.W. had just indicated a series of alternatives which might be considered if
that proposal was not finally adopted. Planning Board member John wellington inquired
whether or not the cloverleaf could have a different configuration to permit the
extension of Route ll:b if it were part of the initial construction phase.
Subsequent discussion concerning the accuracy of the traffic counts and traffic
projections, the influence of the C.C. &. F. Industrial Park on traffic flows, and
the general layout of the relocation of Route 140 at'the several intersections with
existing streets. The Planning Board meifibers and Selectmen then stated their
particular opinions about the project.
Selectman Caponigro stated his concern that Route 25 would not relieve Mansfield's
major traffic problems without the construction of the north portion of Route 140.
Selectman Seeher questioned whether Route 25 could be designed so that relocated
Route 140 could be built at a later date if future traffic counts indicated its
necessity.
Selectman Colella advised'that he has recent misgivings for the need for the re-
location of Route 140 because he anticipate3 Route 25 will eliminate much of the
traffic .load on Route 140.
Selectman Levine questioned seve•al details of the planning for relocated Rt. 140.
Basically there was no doubt that Route 25 was necessary, but he indicated that
the D.P.W. was inconsistent in relocating the Mansfield portion of Route 140 but
not planning any expansions further south than Rt. 140. Possibly the traffic
counts did not accurately reflect the impact of the C.C. & F,'park.
The Chairman then polled the Board and a 3 - 2 vote was taken against the relocation
of.th north portion of Route 140. Selectmen Seeher, Levine and Colella in the
majority.
Mr. Tikkanen then asked that the Board and the Planning Board convey these feelings
to the Department of Public Works if the June 18 Special Town Meeting did not get
a quorum to consider articles 11 and 12.
The Chairman then thanked Mr. Tikkanen, Mr. Roche and Mr. Donnolly and assured them
that the Department of Public Works would be advised.
The Board approved and signed the deed for the sale of land from the town to the
New England Power Company in the amount of $7,166.25 pending final settlement
6f;taxes,f6r',1972.
The Capital Improvement Committee will meet at 8:00 P.M. on June 21, 1973 in the
Selectmen's Room.
The Board agreed to go on summer schedule of meetings,'.namely the second and fourth
Wednesdays of July and August - July 11 and 25 and August 8 and 22.
A motion was made by Selectman Levine, seconded by Selectman Caponigro to go into
i executive session, and it was so voted.
The regular meeting adjourned at 11:25 P.M.

around the area to keep the children out;or there will be an accident if
it is not properly supervised.
Selectman Levine thought that the area of Maple Park falls under the Conservation
Commission and there should be a meeting of the Recreation Committee and Con-
servation Commission and the Board regarding this problem.
Discussion regarding the money that was requested for life guards, sanitary
facilities, etc. that was not approved at Town Meeting. The water was tested
last year, but another test has to be taken this year. If the water does not
pass the test it was suggested that Pollution Signs be put up at the park to
prevent children from swimming there to avoid any accidents, or to put up a
fence around the whole area. After further discussion, a motion was made by
Selectman Colella,to direct the Town Manager to find out how many life guards
would be necessary for certain areas if the State approves the test of the
water which was seconded by Selectman Caponigro, and so voted.
.Leonard Flynn advised that the town could declare this area a municipal swimming
area, and bacterial count tests would be taken periodically. Selectman Caponigro
advised that the Town Manager should do the necessary paper work necessary for
next year to get the necessary money. Selectman Secher advised the Board should
declare it a public municipal area and then the State will give the criteria that
is necessary. Selectman Colella suggested making the area a picnic area.
Mrs. Jellinek spoke about the open ditch where the outlet is, someone might
fall in. Would not recommend a picnic area because.of the ditch.
The Chairman advised that he woul.d like to open the swimming area as soon as
possible, but there are several requirements that the State requires that have
to be done, and the town has to meet those requirements. Do not have the funds,
but was not in favor of closing the park. Jay Creeden advised that he and Paul
have been life guards, and habe'been in the Boy Scouts.
The Board met with Werner Tikkanen Consultant doing research artdplanning for the
Department of Public Works, Ned Roche, Consultant, and Thomas Dannelly from the
Department of Public Works, and the members of the Planning Board met with the
Board regarding Route 25 and the relocation of Route 140. The Town Manager
advised that the Board had entered two articles in the Special Town Meeting regard-
ing the relocation of Route 11[0.
Mr. Tikkanen reviewed statements from previous public hearings which- showed a con-
sistent torn position that Route 25 was oriticalo and also that the relocation of
Route 140 would also relieve the traffic congestion on the existing Route 140
and South Main Street. He quoted from statements made by a prior Town Manager,
Chairmen of the Boards of Selectmen and Planners, and Industrial officials, in-
dicating their support of the relocation of Route 140. This town sentiment in-
fluenced the Department of Public Works to consider and finally recommend that
Route 140 should be relocated in connection with the Route 25.
The Consultant and 11r. Donnelly then reviewed some of the physical plans and layouts
for the various alternatives and emphasized that the town's hesitancy about these
projects had to be resolved soon because the project was being segmented into
( actual construction projects, and the Mansfield portion of Route 25 would probably
be in the first phase.
