Mr. Collins to be requested to come in to the meeting next week. - 4 - At 8:30 P.M. a hearing was held on the proposed new sewer rates. The Town Manager explained in detail the proposals for the increases. The Town Manager and Bill Cahoon outlined the work that had been done in consideration of new sewer rates acknowledging that sewer rates on a different percentage rate of the water bill would definitely confuse sewer customers. Mr. Hannon noted that it may be ad- visable to look at two or three alternatives for new sewer rates rather than at:the rate originally proposed. The alternatives were that residential customers be billed 100% of their winter water bill for sewer service, and 50% of their summer water consumption for sewer service; businesses would pay 100% of both seasonable bills. The second alternative was to retain the 50% charge on each water bill, but also to eliminate the current credit for heavier water users in the summer time. (Summer sewer is no more than the previous winter bill.) The Department's total operating expenses -- including sewer department personnel, treatment plant expenses, capital improvements, and debt service -- were all de- scribed in detail and contrasted with. the annual. revenues. It was noted that the sewer receipts do not begin to cover even the operating expenses of the treatment plant itself. Mr. Hannon agreed that the sewer rates could possibly by considered beyond the April 1 deadline being considered for revenues to water rates. Harold Bonnyman and Tom Laster present from Hoerner and Waldorf. Mr. Bonnyman advised the basic study is highly commendable and apparently overdue. Expressed concern that it would be trying to do too much too soon. The water situation makes sense - have the heavy users carry the load is a businesslike arrangement. Upping the sewer charges would be unfair, possible the town would gain by waiting. There was further discussion, and it was the consensus of the Board to review further the sewer rates, and Selectman Levine suggested a workshop meeting for a discussion. The hearing was closed at 9:00 P.M. A motion was made by Selectman Secher to institute the new water rates as proposed by Mr. Hannon and Mr. Cahoon, to be initiated immediately effective April 1, 1973, the increase will show on the October bills, which was seconded by Selectman Levine and so voted. Selectman Levine moved to add another category that unmetered homes be charged at an annual charge of $32. per year, but the motion failed. Discussion regarding raising the charge for the installation of water services, and after a discussion a motion was made by Selectman Secher, seconded by Selectman Levine to increase the water installation charge from $75. to $150. effective April 1, 1973, and it was so voted.
