improve emergency service especially in the case of the police and fire departments,
when people try to call in an emergency and the line is busy or have to wait for the
operator to break through. The Police Chief and Fire Chief both spoke in favor of
the system. Chairman Titus felt that if it saved one life or prevented one home from
burning, it would be well worth it. Selectman Levine asked how long a survey would take
and was told survey doesn't take long but 14 months time is needed from equipment order
to date of installation completion. All Selectmen were in favor of creating a study

zoned industrial and would like it changed to agricultural. Requested that an article
be put in the next Special Town Meeting held in the Town.
At 8:30 p.m. a hearing on the water rates was held. 'John Gross was present and said
he was opposed to the minimum charge only, thought it should be raised to $20.00 instead
of the proposed $15.00.. His 'concern :.was that -the many homea.without meters would only
be paying the minimum rate per billing period,which.io,probably substantially less than
the charges for their consumption if it were metered.
Town Manager said.we have a $15,000 line item for meter repairs; $9,000-will be used
over the 18 months which will buy us approximately 200 meters. We have about 400 meters
and are setting up a meter repair shop. The Town has charged $75.00 in the past for an
installation of a meter and should be charging $150.00 for an installation.
Ben .Flint from East Mansfield was at the hearing and he asked for clarification on the
size of the meter which is installed for $75.00. Town Manager said it would be for
3/4" or 1" meter. Mr. Flint stated he had a 4" meter installed at oonsiderable expense
and a hydrant for irrigation and that he was strongly against the increase which was
proposed for large water users..and would like the rates to be reconsidered.
George S•lojtkiewicz, 360 East St. was at the hearing and suggested that no increase be
made until all meters axe installed or repaired and also that he would like to see some

thought given - -to the concept of'oonserving our water supply. People who are wasting
water should be penalized. He predicted the greatest water shortage the Town has
ever seen to be this summer. Industrial users are not.hurt that much by an increase
because they can take advantage of it tax -wise. He said he would like to see a pro-
gram started based around the conservation of water.
Selectman Colella spoke and said that basically he was not opposed to the increase
but felt that those people over 65 should not have to pay the increase because this
would be another added expense for them.
The Board of Selectmen decided to take the water rates under advisement after hearing
all comments.;

the B.O.D. count which was 400 - 600 pounds. He felt that Nabisco should be commended
because they have made every effort to correct the problem in such a short amount of
time. All Selectmen agreed that they have made significant progress and should be
commended.
Selectman Levine requested that a•Rt. 140 sign:on the corner of`Union'Street, as-you go
up West St., be moved because many people mistake.Union Street to be Route .140 because
of this.sign. State should move it.

ing gravel pits in Torn. Town Manager to get an updated report on this.
