Letter received from the Board of Appeals regarding the A.A. Will gravel pit on

on March 3, 1973 and found it to be in unsatisfactory condition. Debris was found
in the river; exposed tree stumps, tree trunks and boulders were all over the pro-
perty; areas not brought to finished grade; overhanging banks; and the entire parcel
was unseeded. The letter requested that the Town Counsel be requested to convey
to Mr. Hill the Board's and Building Inspector's concern over the condition of the
pit at the expiration of the permit. It is the Board's feeling that if the condi-
tions of the permit are not completed within forty -five days from the date of this
letter, the Board of Appeals will ask the Selectmen to have the Town Counsel insti-
tute criminal action against A.A. 1-Jill Corp. and civil action to foreclose the Bond
for the pit.
George Wojtkiewiez, Chairman of the Board of Appeals spoke regarding the pit, ad-
vising 14r. Will promised the Board that he would operate the pit in the way that
it should operated. He has done everything wrong. Stated he could not control his
men and equipment. He has not kept his word. Thinksthe Town should prosecute and.
get the $20,000. The pit looks as though a bomb was dumped in there, most dis-
couraging pit in town. Would like to have the Selectmen habe the Town Counsel get;a
criminal complaint against Mr. Mill. It is a dangerous situation, should haul
him into Court.
t After further discussion, a motion was made by Selectman Caponigro:to direct the
Town Counsel to advise Mr. Will of the Board of Appeals! `and Building Inspector's
concern over the conditions at the pit on Mill Street, a copy of the Board of A ali

the lowest water rates of any surrounding towns. The Town Manager discussed in de-
tail the rates, department finances, potential revenue, total consumption, potential
revenue from resident users and industrial and commercial consumption ,-from 1Q/1/71'
9/30/72.
Water rates for residential mould be increased from the minimum $10. annually to $15•
annually with step rates for Above minimum use. Heavier users would be increased to
bring them closer in line with the lower rates with the result that the difference in
the high and low rates is 50'/, rather than the 3006 difference in the current rate
structure.
The reasons for the increases are the major operating increases for the Department,
the Engineering and research, and the various capital improvements including the
Debt Service for the witch Pond well. This project is the major addition to the
department made in the last decade. plater rates to be continued for further discussion
next creek.

Health for a permit. Thought the Board had the right to waive the sewer hookup
since it is to be a camp site and not a trailer park. No campground as heois
planning heeds a:'waiver` according to Section 9 of Chapter 5 of the Board of Health
Rules. This chapter applies only for trailer coach parks, a camp site is out in the
woods, not the same, does not have this problem, never will be any municipal sewerage
to any camp site. Under present Board of health rules he does not have this problem.
Mr. Gonsalves did not have a formal application for a license. The Chairman advised
the Board take this new situation under advisement, first regarding the Town Counsel's
ruling, then act on that, and because of the situation that Mr. Gonsalves did not
come forth with the application for a license. If the Town Counsel rules, Mr. Gonsalves
to apply for a permit for the camp site.
