Bill Cahoon, Superintendent of the Water and Sewer Departments met with the Board
regarding his departments. He advised that infiltration is down and the plant
is operating better daily, but still have problems at the plant. Waiting for
Walker Process to give us a price for things we need. The plant is dependent upon
equipment and timely replacement of equipment, and Walker Process is the only firm
making most of the parts. He advised that he had been discussing the Chocolate Co.
with the Board and the I.D.C. regarding BOD, etc., the company does not meet their
limit. Meeting with the State tomorrow to talk about the trork at'the "plant, and
problems in all areas. Discussed the laboratory at the plant, should be in operation
at the end of the month. Discussed lack of meters, and loss of revenue to the
town because we do not have the meters; many are out of order but a meter repair
room is being fixed up at the pumping station, and the meters will be repaired there
instead of sending them out for repair, which will be a savings to the town. The
Department is replacing hydrants. Will have an extension of hydrants and an addition-
al water loop for the South Main Street area to provide better fire protection in
that area. Discussed revised water rates, and cover for Foolish Hill Reservoir as a
safety measure. Advised meter was taken out of Chocolate Co, for repair, and only
the town has the right to remove meters. Should have had a s are meter -to put in.
The Chocolate Company uses 18 -20% of the town's water and better than 12 0£ the
sewer plant capacity. Recently had to estimate the last water bill because one of
the two meters had been removed for repair. Advised that he has requested one man
for the sewer plant, and one for the water department, should be sufficient for
the work load.
Selectman Secher spoke about the Chocolate Company being the biggest offenders
with regard to the sewer plant, and the use of water. Board should go on record
to take firm action as a Board and take drastic measures to correct this situation
to relieve the problems at the sewer plant. The Chairman advised that the Town
Manager will take drastic action from this point on to insure that the town is
getting a fair deal. Industry should pay its far share, not up to the taxpayers;
