The Board discussed underground wiring for subdivisions, tebled from last week. After a discussion regarding proposed changes the Town Manager proposed the following: For underground utilities the town policy will be to purchase the following: Primary cable, pad mount transformers, primary risers and materials incidental thereto; and the town will install the primary cable and transformers and the wire and cable for street lighting. The developer will buy the transformer bases, all service cables and the cable bedding sand; and he will be responsible for the labor expenses for trenching and backfill for the primary system, service lines, cable sand spreading and installation of service cables. The developer will also purchase the materials (posts, brackets and luminaires),the precast foundations and the wire cable and conduit necessary for street lighting installations. Mr. Hannon explained that under this arrangement the Town would be paying slightly less than comparative overhead utility costs if a new sugdivision does not use electric heat because it needs smaller transformers. With electric heat the sub- division will increase the Town's cost by approximately 20/10 over its comparative expense forloverhead utilities. The reason again is that the transformer expenses are quite directly related to the amount of power needed for house heat. The Board members agreed that the extra town cost for a subdivision with electric heat was worth the effort, since a higher profit return could be expected from electric heat use. A motion was made by Selectman Secher to accept the Town Manager's proposal as out- ( lined'iri the above -study regarding underground wiring costs for subdivisions, which It _ was seconded by Selectman Levine, and it was' -so voted. Selectmen Caponigro opposed.
