accepted. Seconded by Selectman Levine, so voted.
Application for renewal of Eastman Ford Sales, Inc., Class I license for
175 Rumford Avenue and Eastman Ford Sales, Inc., Annex, Copeland Drive.
There was discussion, and Selectman Levine moved that these be approved,
so long as License #13 could not be transferred, as it is a part of License
#12. This was seconded by Selectman Titus and so voted.
Application for new license for Class II license to repair motorcycles and
sell parts, Peter Piociandra, Cycle Shack, 4 Samoset Avenue. This had been

Mr. Lee Harlamert and son met with the Board to discuss their proposed ken-
nel license on West Street. The Board reviewed plans of the kennel, and
Mr. Harlamert told the Board that he had purchased 2 extra house lots and
that some of this area would be fenced in for an exercise yard. He said
that one of the neighbors also had a kennel, and that there was no one closer
than 200 feet. After further discussion, Selectman Levine moved that the
Town Clerk be notified that the Board has no objections to the issuance of
the kennel license, which would be for 25 dogs or less. Seconded by Select-
man Titus, so voted.
Light Director James Hall and Office Manager Geradine Lemieux met with the
Board and the Torn Manager to discuss uncollectible bills. The total of

to,try to collect these bills. Seconded by Selectman Titus, and so voted.
At 8 p.m, there-:was a hearing on whether Church Street should remain a one-
way street from North Main to Chilson Avenue. John Baroncelli of Brook
Street said that at the hearing last year he said the same thing: that this
should either be changed back to a two -way street or the one -way should be
enforced. He also said that he wife had allegedly witnessed a policeman
allow a car to go out the one -way (going the wrong way) from Curtis Compact
store. Peter Picciandra discussed the traffic near the intersection of
Old Colony Way and Samoset Avenue. He said that there was no stop sign there,
and there had been several "near misses" between cars. A letter from Father
Higgins of St. Mary's Church was read' protesting the changing of the street
from one -way, citing the safety of the children as his main concern. Dr.
Anthony Casson spoke in favor of leaving the Street one -way. Lawrence Jack-
son also spoke in favor of leaving the street one -way. Michael Catalano of
Catalano's Package Store spoke, telling the Board of the congestion from the
cars of parents picking up children at the C.C.D. classes. He also told of

Police Chief N. Lawrence D'A£ile reported that there has been since January
of this year 11 accidents, 2 personal injuries, and one accident involving
a town sign. He said that in the past he has recommended closing the entrance
that went onto Church Street from the Curtis,Compact store. He did not have
a recommendation on whether the street should remain one -way or not. Select-
man Titus said that he was opposed to the one -way traffic if the law could not
be enforced. Selectman Colella discussed having stricter enforcement for the
next 30 days. Mr. Baroncelli of Brook Street said that the people living on
Church Street have to obey the law, so why didn't the other people coming out
of the Curtis parking lot. Chairman Caponigro discussed getting someone from
the State DPW to come out and view the traffic situation. After further dis-
cussion, Selectman Levine moved that the street's traffic pattern be left as
it is, and continue with enforcement. Selectman Colella seconded the motion,
there was discussion, and the vote was 2 -2 -0, with Selectmen DeLong and Titus
opposed, and Chairman Caponigro abstaining. Selectman Titus moved that the
street be made two -way from North Main Street to Bristol Street. Selectman
Colella seconded this motion, and the vote was 2 -2 -0, with Selectmen Levine
and DeLong opposed, and the Chairman abstaining. This will be put on the
agenda for next week's meeting, and Selectman Levine asked that the Town Manager
look up the old curb out permits issued to Curtis Farm, and to check with Tavin
Counsel about any prerogatives the Town might have regarding the curb cut.
The Town Manager highlighted the FY 76 -77 budget submitted to the Selectmen
and was complemented by the Chairman on the preparation of said budget.
Letter of resignation from Norman Mahana of the Municipal Building Committee
was received. Mr. Mahana cited his recent appointment to the Planning Board
as the reason for his resignation. The Board will send a letter of thanks to
Mr. Mahana for his work on that committee.
Petitions were received from the Mansfield Permanent Firefighters Association
and the Mansfield Regular Police Association, asking the Board to consider
"Just compensation" for the day after Christmas and the day after New Year's
Day. There was discussion, and Selectman Colella moved that the Police and
Fire Departments be given the same time off as the Town Hall employees. The
motion received no second.
There being no further business, the Board members wished the Townspeople a
Merry Christmas and the Chairman adjourned the meeting at 9:15 P.M.
