Selectman Levine moved that the minutes of the previous meeting be ap- proved as submitted. Seconded by Selectman Titus, so voted. Hackney license for Ideal Taxi was discussed. Selectman Levine moved that this be tabled for a week. There was further discussion, and then Selectman Titus moved that this license application be approved. The motion was seconded by Selectman Colella. Selectman DeLong commented that he would rather wait for the investigatory report from the Police Department on the applicants before making a decision on the license. The motion of Mr. Titus and the second of Mr. Colella were withdrawn. Light Director James Hall met with the Board to discuss contract demand, a new method of purchasing wholesale power from the New England Power Company (NEPCO). The amount of power needed for 12 months (from Novem- ber 1976 to November 1977) would be projected, taking into consideration new growth in town and also the load factor. The cost for the power for the year would then be divided into 12 equal_ payments, which the town would make monthly. An estimated savings to the town would be between x$200,000 and x$300,000 annually. Mr. Hall noted that Mansfield was more fortunate than some other communities because of a constant load factor due to the 24 -hour operation of Owens - Illinois. After further discus- sion, Selectman Levine moved that the Town Manager as Manager of the Light Department and James Hall as Director of the Light Department be authorized to sign the contract with MMWEC for the contract demand. This was seconded by Selectman Titus, and voted 5 -0. Request was received from Karl D. Clemmey to submit two re- zoning articles for the Warrant for the special town meeting to be held on December 15; one of the articles would re -zone land on Route 140, and the other would re -zone land on Route 106 near the Easton line. Selectman Colella moved that the two articles be submitted for the special town meeting warrant. Selectman Titus questioned if these articles were allowed, should other articles of a non - emergency nature be inserted also. Chairman Caponigro commented that only pressing articles should be:eubmitted to keep the meeting short because of the time of the year. Selectman Levine questioned if these articles could not wait until the Annual Town Meeting. Mr. Clemmey said that he had a customer for one piece of property or the other, and that the customer had a deadline for expansion of his dealership, or he would loose it. Mr. Clemmey said that he would have to run a water line out to the Route 106 property, which he would be glad to do at his own ex- pense, and then future users could pay a portion of the cost when they hooked up. Selectman Levine said that he would be in favor of inserting the article for re- zoning of the Route 106 land for the special town meet- ing and wait for the annual to insert the other. Selectman Colella again ( moved that both articles be inserted for this meeting. This received no second. Selectman Levine then moved that' -the article for the re- zoning of the land on Route 106 be inserted for the special town meeting on De- cember 15 without the required 100 signatures, and that the other article Board of Selectmen Minutes of the Meeting November 26, 1975 Page 2 be held off until the Annual Town Meeting.
