The Chairman of the Board opened the public meeting posted for 8 p.m. re-
garding Mansfield's joining NEPOOL. Mr. Robert Ferrigan of MMWEC and
Light Director James Hall explained what NEP.00L could do for Mansfield,
explained what the initial cost to join would be, the contracts, and pro-
jected savings in purchasing power. Chairman Caponigro said that the
cost to join would be $13,000 and Mr. Hall said that approximately
$110,000 would be saved in 1976. Mr. Ferrigan said that a Town Meeting
vote only could authorize purchase of any entitlements. June 13 would
be the deadline if Mansfield wants',to join. The Board will meet as

sion, Selectman Levine moved that the Board of Selectmen as Light Commissioners

any amount of industrial waste will still require a state application.
The Director stated that this ban had been modified because Mansfield has
taken steps to improve the wastewater system.
The Chairman polled the Board to see if the members would want to take
action on the application of Leon Grant for a Class II Motor Vehicle license.
The members stated they were ready to make a decision, Town Counsel ex-
plained to the Board that no applicant has a right to such a license, but
if properly zoned, may apply for such. He further explained that if the
Board granted the license, it must have a reason for doing so, and that if
it were turned down, it must have reason for that also. He stated also
that the Board could grant a license but limit the nature of the license.

Selectman Levine asked Town Counsel if Mr. Grant could conduct the same
type of business without the license, only using a trailer to transport
automobiles rather than affixing the dealer's plates. Mr. Grady replied
no, that the local licensing authority must act to enforce Registry of
Motor Vehicles regulations. Selectman Titus moved+ that even though Mr.
Grant was protected under zoning, that the neighborhood appeared to be
residential, and that this business would not be consistent with that.
Selectman Colella seconded this motion. There was further discussion
by the Board, and Mr. Titus withdrew this motion. Selectman DeLong then
moved that this license be denied, that it was contrary to the best in-
terest of the Town since the neighborhood appeared to be residential and
agricultural now, and this type of business would bring increased traffic
to the neighborhood. Selectman Levine asked Mr. DeLong if he would in-
clude in the motion that this was not in any way a refleeticn on the in-
dividual applying for the license. Mr. DeLong said that he did not think
this was necessary. Selectman Colella seconded Selectman DeLm g's motion,
and it was voted unanimously 5 -0. Mr. John Cook of Ware Street thanked
the Board for their consideration on behalf of the group of residents from
the neighborhood.
Norman Paulsen of the Municipal Building Committee and Superintendent John
Collins met with the Board to request a special town meeting. The date
was discussed, and Selectman Titus moved that the special town meeting be
set for June 24 at 8 p.m. at the high school. Selectman DeLong seconded
this motion, and it was voted all in favor. The warrant for this special
town meeting will be opened and closed at next week's selectmen's meeting.
The Municipal Building Committee will meet with the Selectmen at 8 :15 p.m.
next week.
Selectman Titus asked Town Counsel Grady if budget and other monetary
articles from the 1975 Annual Town Meeting could be reconsidered in light
of the Cherry Sheet reduction. Town Counsel replied that certain articles
for which money had not been committed might be reconsidered, but he would
have to see each article in order to rule on it. Selectmen Levine com-
mented that the townspeople knew at Town Meeting time the situation, and
still voted the way they did, and that this would be a very bad precedent
to set. He stated that he would not be in favor of reconsidering articles.
Selectman Colella stated that he would reconsider a majority of articles
already voted and passed. Selectman DeLong commented that he would not be
in favor of reconsideration, that the decisions should be adhered to.
Chairman Cdponigro said that he agreed with Selectman Levine and Selectman
DeLong, that the articles should not be reconsidered. There was further
discussion, and then Selectman Titus moved that the money articles fron
the 1975 Annual Town Meeting be reconsidered. Seconded by Selectman Colella,
and vote recorded as follows: Selectmen Titus and Colella - in favor.
