Mike DiSalvo of the Jaycees met with the Board to again discuss the
Hartwell School use by that organization. It was noted that letters
were sent to the neighbors of the school by the Town, telling of the
proposal and asking if the neighbors had any complaints or suggestions.
Robert Smith, 94 Mill Street, told the Board that he knows of the work
of the Jaycees in the community and has no objection to this group being
in the neighborhood.
Joseph Gonsalves, 145 East Street, said that he wanted to know where the
members would park their cars, and if the group would have a liquor li-
cense.
Mike DiSalvo answered that the group would park their cars on the land
surrounding the school or that they would see about doubling up in cars
or being dropped off for the meeting so as not to congest the area.
Selectman Clemmey read a permit which the Recreation Commission had is-
sued for use of the East Mansfield Community Building, and it was dis-
cussed as being an example of what the Board might draw up for the Jay-
cees.
Selectman Clemmey moved that the Board of Selectmen issue such a permit
for the Jaycees to use the Hartwell School. Seconded by Selectman Cap-
* onigro, voted 5 -0.

Correspondence was read.
The Board discussed the proposal to form a regional transit authority.

There was further discussion about the vote to form the authority and
the fact that a separate subsequent vote would be taken to have each
town join and participate. Selectman DeLong moved that Mansfield vote
"yes" on the ballot for the vote to form the authority, with the under-
standing that this incurs no financial obligation on the part of the
Town. Seconded by Selectman Caponigro, motion defeated, with Select-
men Colella, Clemmey and Titus opposed.
At 8 p.m. there was a public hearing on the downtown parking. Select-
man Clemmey read the hearing notice as it appeared in the Mansfield
News, and it was noted that copies of the notice had been sent to many
of the North Main Street merchants.
Santino Farinella, of Sannie's Storei.on North Main Street, asked that
the Board act for the good of the town. He said that he would not
like to see another restriction like three years ago. He suggested
that the town pave and mark the old railroad bed for public parking.
Mr. Farinella also discussed the problems at Church and Thomas Streets.
John Gross, 140 Tremont Street, discussed the proposal to ban trucks
from the Main Street. He disagreed with this. He also spoke against
the present "no left -hand turn" at Thomas Street, saying that this made
it very difficult for truckers.
Edward Morse, Postmaster, also discussed the trucking problem, saying
that the town has grown, and the number of trucks on Main Street has
increased.
Highway Division Engineer Ronald Dubuc and DPW Director Thomas Bonome
discussed proposals and made recommendations to the Board. Mr. Dubuc
showed the Board the map and layout that the State DPW had done in the
Church Street area, and discussed the State's recommendations for that
intersection.
Selectman Titus proposed that a one -way traffic pattern be set up with
North Main and Rumford Avenue being one -way streets.
One -side parking on North Main Street was discussed.
Chief D'Afile discussed the recommendations about the Church Street in-
tersection and the Thomas Street turn. He suggested that the parking
limit be put back to 2 hours, with the exception of the section of
North Main between Church Street and West Cottage. Also discussed was
a limited parking in front of the Post Office.
Postmaster Edward Morse discussed the problem of all -day parking on Villa
Street.
Peter DeTrolio of Rumford Avenue discussed the problem on cars parked on
that street near the doctor's office.

along with limited parking on Villa Street from North Main Street to the
driveway of the post office.

ing problem on Villa Street that could not be solved. He also discussed
people turning the wrong way at Thomas Street and coming down Church St.
the wrong way.
Truck deliveries at Curtis Compact and Catalano's Package Store were dis-
cussed.
There was some discussion of the North Main Street traffic regulations,
and Selectman DeLong moved to rescind the existing regulations for North
Main Street. Seconded by Selectman Caponigro. Discussion: the Board
discussed having the Engineer draw up the resolution to vote on. Select-
man DeLong withdrew his motion.
The Board directed the Engineer to draw up a resolution to include the
following: rescind the existing traffic regulation for North Main Street,
and enact the following: parking for the entire of North Main Street
from the lights at the intersection of West /East /South Main to the inter-
section of Chauncy Street will be limited to 2 hours, with the exception
of the area in front of the Torrance Furniture Store and between Church
and Cottage Streets. This would be in effect from 8 a.m. until 5 p.m.,
and parking would be unlimited at night with the exception of snow re-
moval rules. Parking on the north side of Villa Street from North Main
to the post office driveway would be limited to 15 minutes. This will
be drawn up in a resolution to be presented to the Board for its approval
next week.
Selectman DeLong also also discussed, the curb cuts and driveways at Cata-

tioned in a newsletter, and asked if any of those would be near enough
for Mansfield to use. Mr. Hannon will look into this.
Selectman Capouigro discussed the Plonowski dog case - the judge will
be giving a written opinion of this.
Selectman Colella discussed a complaint about taxi service.
Linda Martinelli of the Council on Aging introduced Mrs. Edwidge Mc-
Causland, who has applied for the Council on Aging.

Colella, yes; and Titus, yes. It was noted that the Board would not
return to open session.
In executive session, the Board discussed recent correspondence from
Melvin Hutchason concerning the sale of his Pratt Street property.
Mr. Hutchason has indicated his asking price and the Board discussed
what appraisal procedures should be followed, depending on whether the
funds were all local or a combination of local and federal monies.
It was determined that the Board anticipated that the up -to -date appraisal.
by William Coyle Associates would be in by the end of the month, and
that the new appraised price would help determine whether the Town should
or should not apply for the federal funds. Also discussed was the status
of negotiations relating to the Clerks Union, Public Works and Parks Union,
Fire, and Police Contracts. Related to that was a review of various
Charter provisions which defined the role of the Board, Town Manager, and
the Town Meeting in negotiation and ratification of employment contracts.
The third item of business concerned the collection of arrears on an
electric arrears account, as it related to one electrical customer.
All business concluded, the meeting adjourned.
