Raymond Goddard, 496 Ware Street: asked for an increase in the Police
Department budget. He said that in his neighborhood, there have been
many private parties for which the police have been called, and there
doesn't seem to be anyone to co- ordinate things when police from other
towns are called in to assist. There was discussion, and the Board
asked the Town Manager to look into this.
Beatrice Thayer, 57 Charles Street: also discussed the Police Depart-
ment, saying that there did not seem to be enough patrolmen to keep
youths from drinking on the Main Street and the commons.
Manuel J. Richard, American Legion: discussed the budget for the parades
for Veterans' and Memorial Day. He outlined the costs for each to the
Board, and told them that he did not see how he could fit the two into
the present appropriated budget. After discussion, Board members dis-
cussed seeking a transfer from the Finance Committee for this item.
Also discussed by Mr. Richard was the parade route. The Town Manager
will check into this with the Police Chief.
Stephen Conroy, Band Parents: asked if the Board would send letters of
introduction for the Band members going to Ireland. Selectman Clemmey
moved that the Board of Selectmen prepare letters of introduction to be
( presented to the officials in Ireland when the Band members visit there.
* Seconded by Selectman Caponigro, voted 4 -0.
Chairman Colella asked Mr. Conroy about the 1925 parade film the Bicen-
tennial committee was having restored. Mr. Conroy explained that the
grant for this project stipulated that a copy of the parade film had to
made for Channel 2 public service TV station. Mr. Conroy said that
the film of the parade was being edited by a Boston firm, and would done
next month.
An unidentified resident questioned the marking of trails in Maple Park
for snowmobiles. Conservation Chairman Paul Boyden invited him to come
to the Commission's next meeting on Tuesday.
Delores Benson, Council-on Aging: discussed the expenses for operation
of the minibus. She said that this was the first full year of operation
and there would be a need for a transfer.
The next flu (swine) clinic will be on December 3, 1976, from 7 - 9 P.M.
open to the general public over 25 years of age, at the Mansfield Town Hall.
Another unidentified resident asked if the Band Parents could have permis-
sion to park a trailer on the old town hall site overnight December 11 - 12.
Selectman Caponigro moved to approve. Seconded by Selectman DeLong, voted
* 4 -0.
` Unidentified resident from the Band Parents told the Board that it would
be setting up a Lucinda Avalone memorial scholarship for a student from

Louis Cinelli, Recreation Commission: Mr. Cinelli outlined the letter
submitted to the Board regarding getting appraisals on land for Memorial
Park expansion. It was noted that 2 appraisals were needed in order to
seek funds from the Bureau of Outdoor Recreation. It was noted that
there is already one appraisal, from William E. Coyle dated October 5,
1973, that would only have to be updated, and then another appraisal
would be needed. Cost for the new appraisal was discussed (about $500)
and then Selectman Caponigro moved to proceed with the appraisals as re-
* quested. Seconded by Selectman DeLOng, voted 4 -0. ,
The pre- budget hearing was closed.
James Kenyon of Tremont Nail Company met with the Board to discuss the
1918 Seagraves pumper. Mr. Kenyon offered to store the vehicle at no
charge in his museum, to be available to the town whenever it wanted it,.
so that it would deteriorate no further from being out in the weather.
Mr. Kenyon said that he would like`to look at the fire engine to see if
some sort of restoration might be done. The Town Manager discussed the
liability insurance for the fire engine, and pointed out to Mr. Kenyon
that should the town decide to sell the engine, it would have to be put
out to bid. The Town Manager also will see if Town Counsel thinks there
should be a written agreement of some kind.

Steven Economou from the Mansfield House of Pizza met with members of
the Downtown Development Committee to discuss the design of the building
front. Chad Maurer said that his committee has reviewed options for the
future of the center of town. He said that the consensus of the committee
was to work towards visual improvements rather than redevelopment, and it
would be to attract Mansfield residents, not to compete with the Homart
center proposed in Foxboro.
Mr. Economou said that his architect has not started that part of the '
plan as yet. He also expressed concern that this proposal to make the
restaurant front to conform to what the town wanted might push his taxes
up; Mr. Maurer pointed out that the improvements would not be structural,
and only involve the facade of the building, and should not affect the
taxes. Kenneth Parsons pointed out that the owners should discuss this
with the assessors, because work done inside the building proposed by the
owners themselves might affect the taxes. After further discussion,
it was agreed that the Downtown Development Committee will meet with the
architect att.a future date.
Planning Director Maurer also discussed other visual improvements proposed
by the Downtown Development Committee. One would be remove the overhead
utility wires from North Main Street, and run them behind the stores on
Old Colony Way. He suggested that the Light Commissioners ask the Light
Director to come up with an estimate on the cost of doing this.

Town Manager noted that the Water & Sewer Superintendent's salary rate
was more than the $15,000 - $18,000 range. He also recommended that the
