Mr. Cahoon dis- cussed the various water projects his department was working on. Planning Board and Department: Chad Maurer reported on-his budget request: no increases for the Planning Board budget, but asked for $65 for the Down- town Development Committee's upcoming projects. Mr. Maurer also reported that the Facilities Planning Application, Phase II would require the appropriation of approximately $4,000 at the next annual town meeting. Parks & Commons: Ted Robinson reportdd that there would be no increases requested in the operating budget. He said that the Recreation Commission would not be requesting a garage or storage buillding next year because it would be using a portion of the Fairfield Optical building for storage of equipment and materials. He said the only other interest would be for the expansion of Memorial Park. Library: Peg Bradner reported that her supplies budget for this year was running short and pointed out that a town smaller than Mansfield was run- ning short also, and their budget was three times that of ours. Mrs. Brad - ner reported that a consultant was working with the Municipal Building Com- mittee to see about future needs of the library. Recreation: Paul Split reported that the budget would be about the same, vrith a $1,000 additional request for 120 hours of swimming instruction by a certified Red Cross instructor. Fire Department: Chief Bellavance reported that his budget would remain about the same as this year's. He said that the Fire Department has a CETA clerk that he will ask that the town pick up next year. Chief Bellavance also discussed the Fairfield Optical property (conditions constituting a possible fire hazard). The Chief said that the new equipment to be requested will include a pickup truck and a bucket truck. Police Department: Sergeant Robert Jones reported for Chief D'Afile. Ser- geant Jones reported that there is one vacancy that will have to be filled. The operating expenses have increased due to the increase in` investigations. Another recommendation will be to consider the need for a third marked cruiser. Sergeant Jones also recommended an audio system for the cell block as a less expensive alternative to a TV system, and also a security system for the front of the station. Council on Aging: Delores Benson reported for the Council - the operating budget will remain the same (because of amount of volunteer help).. The Board members were invited to attend the next Council meeting on Monday, October 18. (Karl Clemmey, Chairman of the Board of Health, asked that the Board post- pone the joint appointment to that Board until next week. Selectman Clemmey -2- Board of Selectmen Minutes of the Meeting October 13, 1976 Page 3 moved to postpone the joint appointment until next week. Seconded by Selectman Caponigr6, voted 3 -0. John Gross questioned the reason for the delay; Selectman Clemmey noted that some of the applications sub- mitted to the Town Clerk's office had not reached the Selectmen. He then moved to postpone the appointment until next week, and that the list of applicants be closed to further names, with the exception of those in the hands of the town clerk at this time. Selectman Caponigro seconded the motion, and it was voted 3 -0.) k *. 7*. The Town Manager reported on the following items: Transfer Request: the postage meter machine is down again due to the breakdown of the gears and sticking mechanism. The service repairman has said that the machine is so worn that further repair is impossible. Mr. Hannon asked that the Board approve a transfer request of $1,500 towards the purchase of a new machine, due to this unforeseen expense. Selectman Caponigro moved to approve the transfer request. Seconded by * Selectman Clemmey, voted 3 -0. Winston Builders: Mr. Hannon reported that the contractor bid $22,586 for work at the sewage treatment plant on the primary sludge collector. The contractor received quotes from his suppliers of $215 each on the sprockets for the main drive, which was used in the bid computation. Upon receiving the drawings for the sprockets, the suppliers told the contractor that the sprocket was of a very special design, and the price would be approximately $715 each, making the contract price $1,100.66 over what was bid. The contractor requested through the Town Manager that the Town recognize that his bid was based on the supplier's original quote and change the contract to include this extra cost. There was a discussion in which Board members expressed that the original contract price should stand, but also they recognized the con- tractor's dilemma and that he has done what he could in the past to cut contract costs on other jobs to the town. Selectman Caponigro moved that the Town split the difference with the contractor on the price increase of this specialized type of sprocket. Seconded by Selectman Clemmey, * voted 3 -0. Local Bus Service: Mr. Hannon reported that he had spoken with Larry Murphy of Mayor Macomber's office in Attleboro in this regard. Since the necessary interest was not shown to form a regional transit authority a few months ago, Attleboro was not pursuing the question. The Board asked that Mr. Hannon contact some local bus companies to see if they would be interested in starting this type of service. Facilities Planning - Step II Application: The Town Manager asked if the Board wanted to consider a transfer for some of the costs for Camp, Dresser and McKee to speed the application process up. Selectman Caponigro asked if this could be taken out of the consultant line item. This will be looked into. -3- Board of Selectmen Minutes of the Meeting October 13, 1976 Page 4 Owens- Illinois Open House: There will be an open house at Owens - Illinois on October 25 from 5:30 - 6:30 (tours through plant) with refreshments to be served in the meeting rooms afterwards. The Chairman noted that all Board members and wives would attend. Meeting with Norton Selectmen: Mr. Hannon noted that there would be a meeting in Norton on October 14 at 8 p.m. with Fernando Requena of Camp, Dresser & McKee to discuss the future of the sewage treatment plant as it relates to Norton. Back Bay Brook: The Town Manager reported that the construction was finished and that $100,000 is being applied for through HUD for the next phase of the project. North Factory Pond: The control outlet is now completed, and there is a little problem with the overflow which will be corrected. Mr. Hannon also reported that the ambulance specs will be ready next week, that the student intern from Stonehill is working on central purchasing and is involved in the joint bid of salt with other communities. The Board discussed the Cycle Shack. Mr. Peter Picciandra had been notifed by the Town Clerk by telephone of the meeting, but was not present. Sergeant Jones noted that he had spoken to Mr. Picciandra's father, who had said that the problem would be taken care of by him. Sergeant Jones reviewed his report submitted to the Selectmen previously citing incidents of vandalism to the neighbors of the business on Samoset Avenue. He noted that the neighbors de- clined to complain to the Board themselves because of fear of retribution. Some of the problems involve traffic in the area at 3 - 4 a.m. and drinking on the premises. The zoning .of the business was discussed, and it was noted that this type of business was permitted in this zone. Selectman Clemmey moved to limit the hours of business of the Cycle Shack to between 8 a.m. and 5 p.m. Seconded by Selectman Caponigro. There was further discussion, and Selectman Clemmey amended the motion to include that the Town Clerk notify the licensee of the restriction by certified mail and that the restriction be typed on the * original license. A letter will be sent to the railroad maintenance department in this regard. The use of the Fairfield Optical property was discussed.
