The Clerk read a copy of a letter from the Selectmen to C.C. & F. regard- ing setting up a meeting to discuss the traffic hazard problems at the intersections of Forbes Boulevard /Route 106 and Forbes Boulevard /West St. The Town Manager explained that since representatives of C.C. & F. could not be present for the Selectmen's meeting, he had met with Paul Dalton and Mike Murphy of that firm along with Robert Jones from the Mansfield Police Department, and Director Tom Bonome of the Mansfield DPW. The discussion at the meeting, reported Mr. Hannon, had been on speed strips or bumps, flashers, speed limits, and traffic counts. Sergeant Jones, who was in the audience, said that this intersection was the scene of the highest number of personal injury accidents in town. The Board re- viewed the memo from the Police Chief and the Police Department's summary of accidents at that intersection. Possible alternatives suggested by the Town Manager were to bring the flashers on Forbes Boulevard down to eye level and petition the State DPW to do a traffic count for the purpose of reducing the speed limit on Route 106. Mr. Hannon reported that James Hall, Light Director, was to provide costs on the flashers. Selectman * DeLong moved that the Town petition the State DPW to do a traffic survey of the area. Seconded by Selectman Clemmey, voted 4 -0. (Selectman Caponi- ,gro not yet present) Other correspondence: copy of the Selectmen's letter of reprimand to the VFW; letter of resignation from Board of Health John Folan. The Town Manager and Board reviewed the Town Counsel's report on the con- tract for Provider Services by the Council on Aging from the Bristol Home Care group. Application from John O. White of Court Street for the Finance Committee. Letter from Gerald Groom of Easton stating that he would like to be con- sidered the Selectmen's representative for the Towns of Mansfield and Easton. It was noted that Easton Selectmen felt the representative should come from the Town of Mansfield this year. The Board Chairman asked the press to publicize the position so that anyone interested might apply. This will be on next week's agenda. Selectman Titus moved to adopt a traffic amendment that would ban parking on the north side of East Street for 100 feet. Seconded by Selectman Clemmey, * voted 4 -0, with Selectman Caponigro not yet present. From the Mass. Dept. of Commerce and Development, proposal that the Town of Mansfield "adopt" 12 sister Mansfields in the United States. At 8 p.m. a representative of New England Telephone, Francis Brown, met with the Board for a hearing on their petition to add a pole on Stearns Avenue, on the easterly side, approximately 2,432 feet south of Mill Street. Mr. Brown showed a plan of the area to the Board. The Town Manager discussed a drainage problem in the area, and asked that the Telephone Company share with the Towns of Easton and Mansfield in the cost to improve the situation. Mr. Brown suggested that the Town send a written communication with this proposal to him, and he would channel it through the various departments. The Chairman declared closed. No opposition was noted during the hearing. Selectman Titus moved to grant permission to erect this pole. Seconded by Selectman DeLong, voted 4 -0, * Selectman Caponigro not yet present. Application for a junk collectors and a junk dealer's license for Clemmey, Inc., 390 West Street. The two applications for new licenses were dis- cussed by the Board and Mr. Clemmey (Karl). He explained that the licenses were required for the buying and selling of certain parts shipped out of state, and that the Internal Revenue Service required the licenses. Select- man Caponigro came into the meeting at 8:15 p.m. He commented that it has been the policy to advertise or publicize new license applications for a week, but since the neighbors were present (agenda broadcast on radio), he would like to have their input. Selectman Titus also said that he would like to hear from the neighbors. Celeste Jones, So.Walnut Street, said that she had no objection as long as it was the same business he had been conducting under his present licenses, and did not become a junk yard. Bertram Cook, Building Inspector and resident of So. Walnut Street, said that he had inspected the property and looked at the fence that Mr. Clemmey had started to erect, and that the property was very clean, and part of the fence was up, and would be finished. Robert Jones of South Walnut Street said that the fence being put up -2- Board of Selectmen Minutes of the Meeting May 19, 1976 Page 3 was white cedar and would blend in with the surrounding area. Select- man Titus moved that the 2 licenses be granted to Mr. Karl Clemmey, since neighbors were present and seemed satisfied. Selectman Caponigro questioned whether this had been advertised on the radio. Mrs. wood of wARA said that it had been broadcast. Selectman Caponigro seconded the motion, and it was voted 4 -0 in favor, with Selectman David Clemmey abstaining from the vote. At 8:15 p.m. the Building Inspector and Robert Saquet, Chairman of the Muni- cipal Building Committee met with the Board to discuss whether or not to charge - -a fee for the building permits for the school additions. Robert Saquet said that the M.B.C. did not want to waive a fee at this time; that it had been in the specifications that the contractor would be responsible for all permit fees, etc. Mr. Cook said that there is not a fee for a municipal buidling at this time. He also said that the contractor had called him to inquire about the fee whenpreparing his bid, and Mr. Cook had told him that the Board of Selectmen had in the past told him to waive the fee on any municipal buildings. Selectman Titus said that since Mr. Cook, as the town agent, had told the contractor that there would be no fee, the town should honor the agent. Selectman DeLong agreed with this. Mr. Saquet said that the M.B.C. thought that the amount might be waived as a "reward for services rendered" if the work was completed on schedule, or as a trade -off. Selectman Caponigro said that if the builder called the town hall in good faith and was told by the building inspector there would be no fee, this should be honored.by the Town. Selectman Titus moved to waive the fee for the building additions for the schools. This was seconded by Selectman Caponigro, and voted 5 -0. Also discussed was the bathhouse project. The Town Manager reported that the contractor looking for water for an artesian well had found some, but further testing would have to determine the quality and quantity of water. Mr. Saquet of the M.B.C. asked that their committee be kept informed of the bids going out as his committee is technically responsible for this project. At 8:30 p.m, there was a hearing on the application of Mansfield Trust, c/o Cabot, Cabot & Forbes, for 8 tanks to store 34,000 gallons of #2 fuel oil at 71 Hampden Road. The Town Manager said that Mike Murphy and Paul Dalton of C.C. & F. could not make the meeting tonight, and asked if the Board would consider their application if they were not present. The Chair- man opened the hearing. There was no opposition, and no one speaking in favor. Hearing declared closed. Selectman Titus moved to grant this ap- plication.
