Board of Selectmen
Minutes of the Meeting
March 28, 1976
Special Meeting posted for 10 a.m., Sunday, March 28, 1976.
Present: Selectmen DeLong, Caponigro, and Levine (Selectman Titus not
present, and Selectman Colella joined the Meeting shortly before adjourn-
ment); Town Manager Hannon; and members of the Finance Committee.
Meeting opened at 10:05 a.m.
The Town Manager discussed the amount of money that could be saved if
the Dustin Well and school addition bonds were floated after July 1, 1976.
He said that the cost for bonds for a 15 -year issue would be $95,000 if
floated after July 1, 1976. If floated before July 1, the cost would be
$171;000 (15 -year issue) and for the same bonds, if floated before July 1
(on a 20 -year issue), the cost would be $161,000. Mr. Hannon pointed out
that there was a possible savings of $76,000 or $66,000 if the issue were
floated after July 1.
The Selectmen, Town Manager, and the members of the Finance Committee
discussed the Cherry Sheet, and the offset figure of $315,000 for Chapter
766 funds. It was pointed out that the Assessors have the final authority
on whether the Town will use the $315,000 as an offset figure.
The Fire Chief discussed with the Board of Selectmen and the FinCom the
present fire alarm system. He told the boards that this type of telegraph
system was cheaper than the radio type or the telephone type. The board
members said that they wanted to find out what would happen if the Town
went to maintenance of fire alarms at schools, apartments, and commercial
buildings only, and citizens used the telephone for calling in alarms.
The Fire Chief said that he would not recommend because of the safety
factor. The Chief will look up his records to see how of the calls
were false alarms coming in on the system.
David May, Chairman of the Housing Authority, met with the Board to discuss
the Board's proposal that the Drop -In Center on North Main Street be com-
bined with the recreational facility at the new Housing for the Elderly at
Bicentennial Court. He said that he had received a negative reaction on
the idea from other members of the authority. He said that the facility
might be used by a tenants' association being formed at the Elderly Housing.
Mr. May also said that the Director would have no time to spare for the
Council on Aging work. Mr. May suggested that if the tenants association
does not use the building this year, then perhaps next year this idea could
be discussed again.
Members of the Recreation Commission met with the Selectmen and Finance
Committee to discuss whether the programs could run without the director
position. After discussion, the Commission said that it would not be
able to run the night program. Some of the Commission members said that
they would not be qualified to run the programs and set them up. Louis
Cinelli said that if there had to be a cut, that he thought the light equip-
ment operator should be cut, rather than the director.
The Board continued the discussion with the Fire Chief on Fire Department

expenses. There was discussion on whether transfers should be made for
what the Town Manager called normal operating expenses that ran short be-
cause the budget had been cut so close. After further discussion, Select-
man Levine asked that the Town Manager talk to the Department Heads and
the items that they thought had been cut too short would be reviewed.
Also discussed was the article for the modular ambulance. The Fire Chief
advised that hiring an outside ambulance firm would be more costly.
Fin Com members discussed the figure now foreseen for the tax rate. Ron
Montaquila, Chairman of the Fin Com, said that with the cuts recommended
by their board now, the tax rate would be between $12 and $14.
Selectman Levine moved for adjournment at 12:17 p.m. Seconded by Selectman
DeLong, so voted.
