Minutes of the Meeting
March 17, 1976
Present: Selectmen DeLong, Colella, Caponigro, Levine, and Titus; Town Manager
Hannon.
The Board met in a workshop session at 7 p.m. with the Finance Committee. The
budget work continued until 8 p.m.
At 8 p.m. there was a hearing scheduled on a dog complaint. The owner, Mrs.
Barbara Sheaff, 45 Union Street, and the complainant, Mr. Fantasia, 95 Union
Street came before the Board. Also present was Dog Officer Jocelyn Rosado.
Selectman Levine read the formal complaint and the letter that was sent to
Mrs. Sheaff. (Note - the name on the complaint was orginally Brown, now it
is Mrs. Sheaff.) The hearing had been postponed from last week. Mrs. Sheaff
explained that the dog had been chained up and she had not known it was loose.
Mr. Fantasia said that he had paid $200 to have his dog mated, and that Mrs.
Sheaff's dog had gotten loose and mated with his dog. He said that the area
and the dog had been sprayed with a repellent. Mr. Fantasia said that there
have been problems with this dog on other occasions. The Dog Officer said
there have been other complaints in the past, but he has not received a com-
plaint for many months. Selectman Titus told Mr. Fantasia that to pay $200
for stud service, and then to leave the dog outside in heat seemed risky to
him. After further discussion, Selectman Titus moved that Mrs. Sheaff be
put on warning that she is responsible for her dog and any damages it might
do off her property, and that the dog must be restrained according to the
leash law. Selectman DeLong seconded the motion, citing the proposed new fines
for violation of the leash law. Voted 5 -0.
The Board also discussed the Edward Johnson dog complaint on Tremont Street.
The Dog Officer will check to see if any of the dogs have been licensed, and
he will talk to the Johnsons and the people making the complaints. The Board
also checked the dog laws to see the procedure for removing any unlicensed dogs
legally from the Johnson property. The Board will await the report of the Dog
Officer.
The Chairman read the total of the Treasurer's Warrant: $119,429.79 Select-
man Levine moved that this be paid, seconded by Selectman DeLong, voted 5 -0.
Selectman Levine moved that the minutes of the meetings of March 10 and 16 be
accepted. Seconded by Selectman DeLong, voted 5 -0.
In the Town Clerk's folder, a copy of the minutes of the Bristol County Advisory
Board meeting which the Town Clerk attended as the Board's representative. The
Board also discussed whether a glass enclosure for the Town bulletin board would
be put up. The Chairman said that he could not see going to the expense so that
one person would be kept from removing notices. The other Board members re-
minded the Chairman that a vote had been taken on this at a meeting at which the
chairman was not present, and it has been:.forwarded to the Town Hall /Police
Station Building Committee for action.
The Board discussed again the Class II license application of M.C. Wardner for
297 North Main Street. After discussion, Selectman DeLong moved that the license
be granted by the Board. Seconded by Selectman Colella. Vote: 2 -2 -0, Selectmen

Selectman Titus discussed the Wardner application, and made a motion that it
be approved. No second was received.
Light Director James Hall met with the Board to discuss items relating to the
Electric Department. The bids for the bucket truck were discussed. After the
Town Manager and Light Director had explained the bids, the condition of the
present bucket truck, and whether or not it should be traded, Selectman Colella
moved that this be tabled for a year. Seconded by Selectman Titus, and the
motion was defeated by a 3 -2 vote, with Selectmen Caponigro, Levine and DeLong
opposed. Selectman DeLong moved that the Town Manager be authorized to award
the bid to either the Morse Company or the Doering Company without the tradein.
No second. There was discussion on whether the prices on the bids would remain
firm until Town Meeting vote. The Morse representative, Donald Bates, replied
that his company would hold the price until a town meeting vote. Selectman
Levine moved that this be tabled until next week and that the Town Manager be
instructed to contact both the bidders to see if they would be willing to hold
the bids until Town Meeting. This will be tabled for a week.
Mr. Hall also discussed the metering at Twin Oaks apartments. The Board re-
affirmed its position, saying that it would rather keep the apartments on the V
master meters rather than to install individual meters for each apartment.
The Town Manager will advise Equity Realty of this by letter.
The Light Director brought the Board up to date on the capacitor banks. He
said that the price for the Town to buy the banks at the High Street Station
would be $14,500.00. He referred to the the letter from Town Counsel which
said that the Board could waive the bidding procedure for such an unusual pur-
chase. After further discussion by the Board and Town Manager and Mr. Hall,
Selectman DeLong moved that the Town purchase the capacitor banks for $14,500.
Seconded by Selectman Levine, and voted 5 -0. The Town Manager signed the pur-
chasing agreement as Manager of the Light Department.
Another item of Electric Light Department business was the billing machine.
Mr. Hall said that he did not think it was worth it to repair the one now in
use because it was 10 years old, and had been through the fire.in 1970. A new f
mechanical type (as opposed to electronic type or computor type) would be in a \%
price range of between $8,00 and 9,000. After discussion, the Board instructed
Mr. Hall to continue looking into this with other companies in addition to
Burroughs.
Received from the Chief of Police, a request that the Police Department be
advised about what traffic regulations are to be enforced on North Main Street.
A work session will be held on the North Main Street traffic regulations in 2
or 3 weeks.
