The Chairman opened the hearing say- ing that the Town Manager had presented the Board with a full report on present rates and proposals for revision of the rates. Mr. Hannon re- viewed the expenses and salaries of the Water Division, and also discussed capital improvements. Mr. Hannon stated that the Division should be con- sidered as a utility, making revenue approximately adequate to offset the expenses. The industrial and residential consumption was discussed, and the well development program was also discussed. Mr. Hannon answered questions from the Board and from the following citizens: Lincoln Holske, Delores Benson, Leonard Flynn, David Clemmey, Allan Johnson, Joan Wood, and Carl Nelson. Also read were letters from Merckens Chocolate, Margot Jellinek, and Lincoln Paine. There was further discussion by the members of the Board, and it was decided that this would be taken under advise- ment and a work session would be scheduled for 2 weeks. The Chairman closed the hearing. The two proposed articles for dog control, one for kennel bylaw, and the other for fees for violations of dog restraint bylaw, were reviewed and discussed. On proposed Article 30, Dimensional Requirements for Dog Kennels, Selectman DeLong moved to accept as is, with the following changes: change the present 150 feet in paragraph 2 to 100 feet, and change the present 250 feet in the third paragraph to 150. No second was received for this motion. Selectman Levine moved that on Article 30, on the second paragraph, the last part be stricken, and the following added: " and shall be at least 100 feet from dwelling units on contiguous property." and on the third para- graph, the last part be changed to: "shall not be closer than 40 feet to abutting property lines and shall be located at least 150 feet from dwelling units on contiguous property." This was seconded by Selectman Titus, and voted 5-0. The Chairman said that he was opposed to the change in the articles, but would vote in favor so that the article would not be held up. (Note - the second article was discussed later in the meeting.) Arthur Jewett, president of the softball leagues in town, met with the Board. He requested that the Town pay for the electricity for the softball night games. The Chairman asked if this was in the Recreation Commission budget, and the Town Manager said that it was not, as it would be approximately $900 more, and the softball league still owed the town money from last year. Mr. Hannon recommended charging the league players $3 - $4 each instead of the Commissionipaying the entire amount. Mr. Jewett contended that the program might look elsewhere. -There was further discussion, then Selectman Levine moved that the Board of Selectmen recommend to the Recreation Commission that the electricity line item be increased a sufficient amount to cover the softball lighting for the fiscal year 1976 -77, with the understanding that the following fiscal year that an amount (not to exceed the actual cost of lighting) be charged to each league member. Selectman Titus seconded the motion. Voted 4 -1 with.Selectman DeLong opposed. Selectman DeLong commented that he thought this type of spending would harm those on fixed incomes, as the elderly would be paying for a program they did not use. She said that she had not been able to ob- -3- Board of Selectmen Minutes of the Meeting March 3, 1976 Page 4 tain a price on this yet.
