as submitted. Seconded by Selectman Levine, voted 5 -0.
The Board discussed the application from the previous week of Patricia Grant
for 30,000 gallons gasoline storage at 30 wood Avenue. After discussion,
Selectman DeLong moved that the permit be granted. Seconded by,Selectman
Colella. Voted 3 -2, with Selectman Levine and Titus opposed. Selectman
Levine said that he would like to see a complete plan on this, and Select-
man Titus stated that he was opposed to the location for a gas station.
Correspondence was read. From Attleboro's Mayor Macomber, letter regarding
a local transit authority. This was discussed by the Board, and it was de-
cided that since Mansfield would get little benefit from this, the position
of the Town would remain the same: "not interested at this time ".
Letter from the Board of Assessors requesting a joint meeting to fill the
vacancy on that Board. The Selectmen set the date for the joint meeting
as March 3, 1976, at 8 p.m.
Notice of a decision from the Zoning Board of Appeals regarding the Old
Country Store, Incorporated.
From Karl D. Clemmey, application for the following boards: Board of Assessors,
Industrial Development Commission, and Zoning Board of Appeals.
From SRPEDD, status report on transportation planning, which will be forwarded
to the Planning Director.
A request was received from an organization called Fair Share, Inc., to can-

representative of that company should be asked to come in and explain the
organization and the purpose of the canvassing.

Application from Richard E. Secher for the Board of Assessors.
Board and Town Manager discussed the order of articles for the Town Meet-
ing Warrant. Mr. Hannon presented a suggested order for ''the articles:
1 - 5, the routine articles, the electiony budget, authorization for the
Town Treasurer to borrow, appropriating income from the electric depart-
ment to that department for expenses, and appropriation of electric depart-
ment funds to fix the tax rate. Articles 6 - 14 would be articles for the
use of Town monies, then articles to accept gifts, easements for water mains,
zoning bylaws, street acceptances, etc.
The article to accept an annual lease for a car was discussed. The Chair-
man stated his opposition to this article, as he considered it might be a
conflict of interest since the party proposing the donation was a candidate
for Selectman. Selectman Titus agreed with this. Selectman Colella felt
there would be no conflict since the offer had been made a year before the
person announced his candidacy. Selectman DeLong said that this was a good
offer and he would have to think twice before turning it down. Selectman
Levine said that he would have no objection to this.
The Chairman discussed the Williams Street landtakings article. He said that
the appraisals would be expensive, and would suggest defering this for a year.
Selectman Levine said that he thought the reason for putting this article in
the warrant was to get the feeling from the people, whether they wanted to
support the project or not. He suggested that this be included on the war-
rant, on a non - monetary basis. Selectman Titus agreed with Selectman Levine.
Selectman DeLong moved that the Williams Street landtaking article be with-
drawn from the warrant for the 1976 Annual Town Meeting. Seconded by Select-
man Colella, voted 3 -2, with Selectmen Levine and Titus opposed.
The Town Manager updated the Board on money amounts for certain articles:
Revaluation of real estate - $80,000; purchase of the well site properties
with Community Development funds - $60,000 (Mr. Hannon pointed out that this
was federal money); Great Woods - $35,000; the Sweet parcel for Conservation
land - $52,000; the M.D.C. septage contract - $7,000. Mr. Hannon said that
the price for Back Bay Brook easements was not known yet.
The Board discussed the Great Woods article. Selectman Titus expressed his
objection to this article being included on the warrant. Selectman Colella
agreed with Mr. Titus. There was further discussion in which the majority
of the Board wanted to keep the article in the warrant.
The article for unpaid bills was discussed. Air. Hannon said that the two
bills unpaid from the FY 1974 -75 were: Home Health Services $340 (approxi-
mate), and Street Lighting $15,416.95.
Stearns Avenue water main easement was discussed. The Town Manager was asked
by the Chairman to get in touch with Mr. Carrine in this regard.
The article to accept the gift of the War Memorial was discussed. Mr. Hannon
told the board that the value of this was approximately $21,000.
The Public Liability Insurance article was discussed. The Town Manager said
Board of Selectmen
Minutes of the Meeting

he would be putting this out to bid soon to get prices.
Other articles: zoning bylaws changes and amendments, street acceptances.
The Board discussed the article which would put on the ballot the change
of membership of the Finance Committee from 5 members to 7 members.
Petition articles were discussed, including Azalea Road, sale of town land
across from the highway garage, and Tremont Street drainage.
The articles for establishing a Building Code Board of Appeals and a Youth
Council were discussed. Selectman Levine suggested that the article for
the Building Code Board of Appeals be put with the monetary articles.
The Selectmen met jointly with the Recreation Commission, Municipal Build-
ing Committee, and the Board of Health to discuss the Maple Park Bathhouse.
The Municipal Building Committee had recently estimated that the cost would
be $36,000, and the Selectmen had called the meeting this evening to see
if the Committees could get together on a plan that would be less expensive.
Plans for the building and the site and the leaching field were discussed.
Mr. Hannon suggested that the Town DPW might do the site work and preparation
in order to cut down on the cost. After further discussion, it was decided
that representatives from the committees would work with the Town Engineer
on a plan.
The Board again discussed the order of articles. It was suggested that
any monetary articles be put near the front of the warrant. Selectman
Colella discussed the drainage problems on North Main and Crocker Streets.
The Town Manager told the Board that he would be visiting the Wolfe Coach
Company to check out the modular ambulances on Monday, February 23.
A building moving permit was discussed for the Donald Betts Company to move
a house from Foxboro to West Street in Mansfield. There were two possible
routes, and the Town Manager reported that the Electric Light Director and
the DPW Director had reviewed both routes and recommended that the path. of
least resistance would be through the Industrial Park. Selectman Levine
moved that the permit be granted and that the route be the one approved by
the Light Director and the DPW Director. Seconded by Selectman DeLong, and
voted 5 -0.
The Town Manager reported on the following items: Library bids, the rate
revision hearing on March 3, problems at the treatment plant.
Speeding on Oakland Street was discussed. Selectman Colella reported that
he had received complaints that there was speeding along a certain section
of Oakland Street. After discussion, he moved that the Town DPW Director
be asked to look into this and make a recommendation for the Town to make
to the State. Seconded by Selectman DeLong, voted 5 -0.
Selectman Colella discussed the Council on Aging minibus and the drivers.
He questioned whether this was on a volunteer basis or paid basis.
The Board discussed whether the Bylaw Study Committee should be considered
defunct or not. Those appointed will be asked to meet with the Board next week.
