At 8 p.m. there was a hearing on the VFW Liquor license. Robert Marquis,
manager of the club, and Attorney John White met with the Board. Selectman
Levine read a report from the Chief of Police dated January 29, 1976, in
which it was alleged that Officers Miller and O'Neill checked the VFW on
September 9, 1975, and found Richard Talbot, them.t ,under age, with a beer.
The report also stated that the bartender, Frank Monett, admitted serving
the beer to Richard Talbot, and that Mr. Monett was charged with serving
alcoholic beverages to a minor. The case was continued to July 20, 1976,
without a finding. Attorney White; stated that Mr. Monett at no time admitted
to serving Richard Talbot. He said that Mr. Monett had been to court four
times with witnesses and the prosecution had not been ready. Mr. White was
asked if he would consent to a six -month continuance without a finding. He
said that he was confident that there would be no finding of guilt and sug-
gested that the minor should instead be prosecuted for using a false ID.
Mr. White asked that the Board, pursuant to the General Laws, Chapter 1389
Section 57, wait until disposition of the case from the court before making
a determination on the matter. Selectman DeLong said that he would like to
hear from the Chief in this matter. The Chairman asked that the attorney
send a letter to the Board backing up the statements he made to the Board.
Mr. White said that he would do that. There was further discussion, and
the Chairman said that the matter would be taken under advisement. The
hearing was adjourned until further notice.
The Town Manager presented his report and recommendations on the water rate
study to the Board. He commented that all water division expenses are now
paid from the tax rate, and that amore equitable way would be to restructure
the rates so that the users would paying their fair share. He said that the
largest customer was Nabisco, and that C.C. & F. was only using 2%. Mr.
Hannon outlined 4 options for the water rates. 'Selectman Levine commented
that this is now a policy decision for the Board.
At 8:30 p.m. Mrs. Patricia Grant met with the Board and her attorney to be
heard on an application for 30,000 underground storage of gas at 30 Wood Ave-
nue. Use- attendant station (no repairs, other than minor ones). There would
be one building erected. Mrs. Grant's husband Leon is the joint owner of the
property. The attorney pointed out that this is a permitted use in this zone,
and showed the Board a plan of the property. The number of tanks was discussed,
and it was noted that there would probably be three. The Town Manager raised
the following concerns: is Wood Avenue an accepted way? What type of water
service went to the property? What did the Fire and Police Chiefs think of the
traffic flow in the area? and Would the type of roadway be adequate for the
heavier use. There was further discussion, and this was taken under advisement.
The Chairman closed the hearing.

into it. He said that this had been discussed at their meeting Monday night,
and that the Bicentennial Committee would go ahead and restore the fire engine,
but there was a question still on storage of it after the work is completed.
There was further discussion, and Selectman Titus moved that this be given to
the Bicentennial Committee as a project, to restore the fire engine in as new
shape as possible. Selectman Colella seconded the motion. Selectman Levine
said that he would have to vote against this, and questioned under whose
jurisdiction this would be. He said that it should have a "home" before
spending the money. Vote: 4 -1, with Selectman Levine opposed.
The discussion on the water rate study report was continued. The Chairman
commended the Town Manager on his preparation of the report, and said that
the Board now has the information needed to make a policy decision. The
Town Manager offered a final recommendation on the report: that the water system
be treated as a utility, paying for itself, and that a person's neighbor not be
asked to .pay for someone else`s water in his tax rate. Other town services were
