Beatty, Chairman of the Library Board. and Peg Bradner, Read Librarian met with the Board to discuss the possibility.of establishing a building fund . The Library Board of Trustess request that the Board of Selectmen insert an article to establish a Public Library Building Fund under the auspices of the Library Trustess in the next Town Meeting warrant. This article would be in addition to the articles the Municipal Building Commi- ttee has proposed, to obtain land and prepare plans. Mr. Beatty feels that this is the avenue the Trustees should pursue because someone may want to donate money or a, room and these contributions would be tax deductible. Mr. Beatty also wanted to inform the Board of two federal grants that the library is working on. The Board of Library Commissioners of Massachusetts has approved a grant of up to $2,000. for Interlibrary Loan Improvement under the LIBRARY Services and Construction Act Title 1. Voted, 5 -0 (Dog Hearing prepared. separately) BOARD OF SELECTMEN /LIGHT COMMISSIONERS MEETING Minutes of the Meeting December 21, 1977 DOG HEARING A complaint agains a, dog owned by a Mr. & Mrs. John Paine of 72 Court Street was held. Present a. this hearing was Mr. John Paine, Owner of the dog, Joselyn Rosado, Dog Officer, Mr. Kenneth Barnes and Mrs. Eleanor Holland. Selectman CZemmey opened the hearing by reading the complaints by the dog officer, Mrs. Holland and Mr. Barnes. The dog officer said that he has answered repeated complaints Zodged.- against John and LyZvai Paine, 72 Court Street, each time he confronted. the Paine's they were courteous and agreed to keep their dog restrained.. On December 15th, the dog officer went there in answer to a complaint lodged. by Mrs. Eleanor Holland of 60 Park Street. Mrs. Paine informed the dog officer that she was not going to tie her dog and told him to get an order to take the dog away. On December 16th, the dog officer answered a. call that the same dog was loose, and he attempted to catch him, but to no avail. The dog officer feels that since the Paine's have no intention of taking care of their dog, it is his recommendation that the dog be removed from the town or destroyed.. Mrs. Eleanor Holland, 60 Park Street, complained that the dog has prevented her son Danny from passing by him to get home and ,jumped on her son while he was riding his bike, leaving teeth marks on his bottom. Another time he kept circling him and barking, both times someone had to go out and bring her son home. Mrs. Holland notes that her son will not use Court Street anymore. Mrs. Holland also claims that the dog will not go to the owners when they call him. Mr. Kenneth Barnes of 50 Court Street claims that he had to call the dog officer many times and the last time was to no avail because, according to the dog officer Mrs. Paine refused to restrain their dog. Small children using Court Street are afraid bf'this dog and walk in the street to avoid. it. Many times, Mr. Barnes notes that he has had to rush from his house and help children being bothered by this -dog. Mr. John Paine, 72 Court Street, owner of the dog claims that he is "amazed.° ; that everytime the police or the dog officer have come to his house the dog has been restrained and it either gets loose its self or the children free it. Mr. Paine claims that there is a dog in the neighborhood that looks ,just like his. The Chairman then turned the hearing over to the Selectmen for their comments. Selectman DeLOng said that it seems to him that the dog is pretty agressive and. Mr. Paine is not able to or Zwi.11ing to restrain it and moved that Mr. Paine be give (7) seven days to either dispose of the dog or get it out of town. Second- * ed. by Selectman CZemmey. Voted 3 -1 -1 (Selectman Caponigro opposed., Selectman Titus abstained) Selectman Caponigro asked if Selectman DeLong would consider changing his motion and possibly give Mr. Paine another chance. However, the dog officer notes that he has been having problems with this dog for the past year and half and has had several complaints on it. Mr. Holland and Mr. Barnes were not in favor of giving the situation another chance. -1- BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting December 21, 1977 Page 2 Selectman Clenmey asked Mr. Paine if what the dog officer said was true, "to get an order to take the dog away" Mr. Paine answered yes, that she was upset because of all the complaints and the police and dog officer coming to the house all the time. Mr. Paine feels that he has done every- thing he can to keep the dog restrained. Selectman Caponigro questioned Mr. Paine as to low the dog keeps getting loose, and he answered that; he either breaks loose from his chain or his young daughter frees him. Selectman DeLong referred to Selectman Caponigro's request to consider chang- ing his motion and said that evidently Mr. Paine does not realize that he has a problem and if he does not realize he has a problem he won't do anything about it. Mr. Paine said that he was very disappointed in the dog officer and the Board for not investigating it further. Mr. Metropulos informed Mr. Paine that he had 10 days to appeal this decision in court. -2-
