John O. D' Agostino, Town Manager
,"-"
The Board of Selectmen's meeting was called to ord r at 7:30pm, followed by the Pledge of
Allegiance. Mr. McCarter called for a moment of si nce for deceased Chairman Bernie Dolan.
American Legion Post 198 Commander Bill Flanner was present to introduce the following
Mansfield High School juniors that have been select d to attend the 2006 Boys State and Girls
State programs this June: Joseph Elich, Timothy Money, Brett Goverman, Brett Dagenais,
Matthew Ziniti (Catholic Memorial HS); Lauren Bra s, Colleen Murphy, Eban Lewis, Alison
Goffredo and Arielle Bluestein.
Mr. McCarter welcomed the delegates and noted tha Mr. Flannery does a great job coordinating
this program. Mr. Flannery noted that the Boys Stat will be held at Stonehill College and Girls
State at Westfield State College, where they learn ab ut government and civics. The program is
r- over 60 years old and goes on across the country. e applicants have to write an essay on why
government is important to them to qualify and 5 gir s and 5 boys are chosen. Mr. McCarter
asked the Town Manager to give a brief overview of town government.
Mr. D'Agostino congratulated the students about w ting to learn more about civics. He then
explained the role of the Board and the Town Mana er and compared Mansfield to other
communities in how it is run. Mr. McCarter then ex lained the differences between federal, state
and local government. He noted that Mansfield was ne of the original communities in the
Commonwealth to adopt a strong town manager fo of government. Mr. Dentino congratulated
the delegates and is pleased that Mansfield is able to send ten students to Boys State / Girls State.
DPW Director Lee Azinheira was present for the up ate. There was a request to connect the
Feck well to municipal water, at the request of the B ard of Health. The Water Department will
run the water surface from the Easton main to the pr perty line and there is a $500 connection
charge. The property owner will run the rest of the 1 ne through the property.
Mr. Azinheira said that he believes there are four or lve houses that are currently being served
by Easton. We would prefer to keep our service are s in our borders. Mr. McCarter asked about
the cost. Mr. Azinheira said that cost to run the line s approximately $70,000-80,000. Mr.
D'Agostino said that the Hercules site is contaminat . Any money that we spend here would go
r- toward our portion of the mitigation of the cleanup 0 the site. Mr. Dentino asked where the
money would come out of for the main and Mr. Azi eira said it would likely come out of the

Water Department revenues. Mr. Azinheira said tha the property owners would have to pay for
the connection charges. Mr. McCarter asked what e motivation is. Mr. Azinheira said that
there are four or five property owners that we want t be tied in to Mansfield water and the fact
that the town owns the Hercules property and that c ld be built on. Mr. D'Agostino said that
we don't want to encourage the creation of private lls where there is a chance of
contamination in the bedrock.
Mr. Azinheira said that he spoke to officials in Easto and they indicated that they wanted to get
out of the water business in Mansfield. Mr. McCart r asked when the site was deemed
contaminated. Mr. D'Agostino said that about four ears ago, there was a discussion about well
contamination in Easton. Mr. D'Agostino read a stat ment from Health Agent Scott Leite about
the need for the house to be tied into the public wate supply, as fractures in bedrock, which
supply groundwater to the Feck well, are transportin a non-toxic chemical from the site to the
well. The Board of Health believes it is prudent to c nnect the household to the public water
supply. Mr. Dentino asked about expanding sewer t that area and Mr. Azinheira said that it is
out of the scope of our service area.
Mr. Dentino asked if we could postpone the vote for a week to get more information.
Motion: To table until the next meeting
(Dentino - Amoruso) for discussion
Mr. McCue noted that he would not be of mind to i 'bit a project that is driven by public health
concerns.

Cutillo and Debbie & Angel Ordonez who were una Ie to attend the public hearing but wanted to

Charlotte Falkner, Chairman of the Recreation Co ission and Lorilee Fish, Parks and
Recreation Director, were present. Ms. Falkner said that there are several factors that have
prompted the discussion of using temporary lighting at Hutchason Fields. Mr. Amoruso asked
r- why this field was suggested to be used rather than e Plymouth Street fields. David Todesco,
President, Mansfield Midget Football, said that PI outh Street fields are used all the time.

Midget Football has never had a permanent home an they are trying to devise a plan to
accommodate neighbors. They practice from 6-8pm and they start August 1 and finish on
October 26th. Hutchason Fields is not a good field:6 r football but is okay for practicing. Mr.
Todesco said that we are in a bind right now and are looking for help. He said that to address the
neighbors who are concerned, Midget Football has I oked at temporary lighting with diesel
powered generators and put them against the fence a ong Route 106. They will stick to a firm
curfew to 8:00pm. Mr. Todesco said that the decibe level is 63, and doesn't feel that the noise
level will be an issue. He added that Midget Footba has been a good neighbor and has given
back to the community.
Mr. McCarter asked about a long term plan for the h me of Midget Football. Dave Rapoza, 19
Paula Lane and member of the Recreation Commiss' on, spoke on this issue. He said that we
need to get more fields online. This is not a steppin stone to permanent lighting at Hutchason
Fields - this is a band-aid so that the children can pr ctice this year. Mr. Todesco said that he
would love to have a turf field, but they are costly.
Mr. Dentino asked if there was any written agreeme t/notation in the Planning Board's minutes
stating that lights would never be used at Hutchason ields. He believes that permanent lighting
should be installed, so that the need can be met beca se the Town is short on fields. Mr.
D'Agostino said that he believes that under the muni ipal review process, the Planning Board
noted that there were several stipulations, including 0 lighting. Mr. D'Agostino believes that
the Board endorsed the Planning Board's recommen ations.
r-
Mr. McCarter asked for further information on the li hts. Mr. Todesco did some research on
lighting and called United Rentals. He had a salesm come out and they recommended 10 light
towers, with four flood lights, to light Hutchason Fie ds, at a cost of $9,600.
Mr. McCue asked about the odor from diesel genera ors. Mr. Todesco said that he did not think
of that but will look into that. Mr. McCue asked on hose authority this project can or cannot go
forward. Ms. Fish said that the Board is also the Par s Commissioners. Mr. D'Agostino said
that the Board must get a recommendation of the PI ing Board. He added that the Board has
the final say on matters after the Planning Board has made recommendations. Mr. McCue would
like to consider, in going forward, that we put a suns t provision or approve and revisit after one
year.
Mr. Amoruso said that the lights were an issue when the agreement was first reached. He noted
that the time period that Midget Football is there is s ort and that he believes that this is a short-
term solution. Ms. Falkner said that this may be a 10 g-term plan if there is not a plan to create
additional fields. Mr. D'Agostino said that the org 'zations need to get together with the
Recreation Commission to discuss strategic field de elopment. Mr. Dentino asked if there are
any direct benefits for other sports to use the lights i the spring. Jack Vultaggio indicated that
soccer and lacrosse could use the lights.
Mr. McCarter opened the hearing to the public.

Kevin Kemp, 15 Sawmill Court and member of the R creation Commission
Asked the Board to keep in mind that Midget Footb I is not asking to practice any later in the
evening, but the last five/six weeks the kids are playi g in the dark and they are looking to
remedy that situation.
Jack Vultaggio, 350 Gilbert Street
Regarding the original agreement, he believes the di cussion involved lighting for parking. If he
is wrong, he does not understand why the neighbors n Route 106 are complaining because the
lighting won't affect them. Mr. Amoruso added that the lighting issue had nothing to do with the
parking lot.
Mr. D'Agostino said that the process he had outlined for review was part of the charter. He was
hoping that a plan was to have been presented to the lanning Board by now. Ms. Fish said that
a plan was not submitted yet to the Planning Board.
John Hart, 6 Echo Hills Drive
He pointed out that the fields get dark and doesn't w t the kids to have to walk off the dark
fields, even though the path is lit.
Mark Medeiros, 116 Union Street
Believes that lighting Hutchason Field is a safety iss e, as the lights are kept on at Memorial
Park and the turf fields for the same reason.

Ken Bongarzone, 11 Surrey Drive

We laid to rest our dear friend, Chairman Bernie Dolan, today. Mr. D'Agostino read his
comments that he made at Bernie's funer 1 Mass, which are as follows:
"One of the most difficult passages in 0 lives is the ability for us to say good bye to someone
we love, a friend, a person you can confi e in, or someone who could make you smile when you
were down and feeling the effects of a h d day either at home or at work, Bernie Dolan was that
person. I am sure most of you have read he many comments and accolades attributed to Bernie
over the past few days, I am particularly ankful to the Dolan family for allowing me the
opportunity to share my thoughts, feeling and impressions of a person who has touched the
heart and sole of our Community.
"..-
I
I met Bernie Dolan a few weeks after asting my position in Mansfield, during that time
period I met a number of individuals, so e who've proven to be interesting characters, others
who had a genuine interest in learning ab ut who I was and what I wanted to do for Mansfield.
Then I met Bernie Dolan, who came into my office and said so, your Italian! What is this world
coming to? First we got John Moretti, nOf we have YOU, he smiled stuck out his hand and said
welcome to the town. I immediately said 0 myself, this is someone who is very special, not
afraid to tell you what's on his mind, yet ble to blend common sense with his opinions and
willing to change is view if he believed h needed to. From time to time Bernie would stop bye
to say hello, then one special morning o~fternoon, I forget, he told me he attended a Christio
weekend retreat, I told him I also attende a Christio in Amherst Massachusetts several years ago
and then said to him Day Coloras!, he i ediately got up from his seat in my office and we
hugged each other. I
Bernie's desire to serve and to give baCk!omething more than he received from his community
is a very special attribute to have, most 0 us are preoccupied with family and our daily lives that
we do not have the time to give back to t e town in the many ways that Bernie Dolan did.
Bernie Dolan served on the Planning BOJ,d, later on the Board of Selectmen and also he
volunteered along with many other resid nts to help build the Otis Street Baseball Facility, so
that thousands of children over the years ould enjoy the game of baseball. If there was a cause
he believed in, watch out, there was noth ng that would stand in his way especially ifhe believed
deep in his heart that it was the right thin to do.
However, he was most proud to be a me ber of the Board of Selectmen. When he was elected
Chairman of the Board by his fellow me bers on May 9th, 2006, Bernie and I were driving
home from the meeting, he turned to me d said NOT BAD, and I said to him what do you
mean? CHAIRMAN OF THE BOARD F SELECTMEN, NOT BAD - I turned to Bernie and
said Not bad indeed! bl
Many of us here today will remember Be . e in personal and profound ways. I will always
remember Bernie as a Friend, a person I ,ould rely upon, a person quick to offer an opinion and
someone who'd give you his heart felt opinion on almost anything. He loved his family, his
grandchildren and especially his wife He~ene. He once told me that He'd be totally lost if
something ever happened to Helene. He ~oved you so very much Helene that his life's sole

Bernie will always remain in our hearts, i our minds and in our spirits as a true friend. God

always enjoyed your friendship, you are ow at peace."
Mr. Dentino:
. Recalls an agreement that was signed between Motorola and the Town a few years ago for a
tower. Mr. D'Agostino said that he b lieves that it was T-Mobile and that agreement was
signed and the lease agreement was ti r the water tank. Mr. Dentino said that there are dead
spots for cell phone service in the to and would like to do something to help the residents
- perhaps another cell tower is neede . Mr. D' Agostino said that hearing would need to be
held and an RFP would be needed if other tower is requested.
. Suggested re-painting the crosswalk d installing a flashing light in front of the Rails to
Trails on East Street because it is a d gerous area.
. Suggested recognizing with a certific te those high school graduates who are going to West
Point. He asked the Board if we coul look into this. Mr. Amoruso suggested contacting
Mr. Moretti.
Mr. McCarter:
. He intends to put questions and co ents back on the agenda, near the beginning of the
meeting.
. A moment of silence was held for Be ie at the MHS graduation on Sunday and Mr.
McCarter thanks the School Commi ee and Mr. Moretti.

Mr. McCue spoke about how Bernie has ~one so much for the town and let Mike know when he
was wrong, but Mr. McCue will best reTIiember Bernie for his affection for his wife Helene. She
was the most important thing in his lift ~d told Mr. McCue how he was most concerned about
how this illness would affect her. Berniel taught Mr. McCue what a husband should and could
be. He said that there will be fewer smil~s and less laughter and the town and the Board will go
on but it just won't be the same. I
Mr. Amoruso spoke about how Bernie's gift was that he was able to cut through the baloney. He
had a good heart and reduced a problem to its simplest terms and said it like he saw it. Bernie
was a friend and was not afraid to say that he was wrong and had a great sense of humor. He
was a genuine human being in the best s~nse of the word. Bernie was called too soon and Mr.
Amoruso said that he feels cheated but khows that Bernie is at peace.

Mr. Dentino said that has known Bernie fpr many years and added that Bernie was opinionated
and took a stand for what he believed in. IHe thanked Bernie for his years of service and hoped

I
Mr. McCarter met Bernie on the Capital mprovements Committee years ago and recalled
Bernie's great memory. He wasn't afrai to express his opinion and was always willing to listen.
He served his country, and served on the lanning Board, CIP and as a Selectman. He recalled a
time when Bernie, as a Planning Board ember, came before the Board and was not happy with
a decision they made. He will be missed y the Board, by the community and most importantly,
