Water Betterments. It was suggested that the Town Manager get together with
Ron Dubuc check it over and report back to the Board.
Police Chief D'Afile met with the Board to give his recommendations on the
opening of Old Colony Way. The Chief was not in favor of opening up the road
as a right -of -way to Court Street, and feels it will be a problem even with
the signs they have indicated they intend to install. The Chief continued
that the intersection of Church Street and North Main is already congested
and this proposal would only congest it more and make it very dangerous. He
suggest keeping the area of the proposed Old Colony blocked off at Court
Street because of the narrow area also closing off Samoset Ave. and Shawmut
Ave. into Old Colony way thus reducing access to the area even more than it
is already. The Chief feels that we are opening up an area that will cause
more problems.
Selectman DeLong questioned whether or not it would be feaseable to go all the
way down to East Street and the Chief said he would have to study that.
Selectman Caponigro said that he feels we should open it up on a trial basis
and the Chief felt it was a good idea to try it out and see how it works.
Chairman Titus said that we should either accept this proposal or come up with
another idea. Selectman Caponigro suggest getting feedback from merchants in
town regarding one -way traffic which was suggested a few years back in a
figure -eight pattern.
Selectman Caponigro moved that we make a report of our findings in talking with
the Police Chief and give it to the Downtown Study Committee and inform -them
that out of this meeting we are considering the figure - eight,': traffic pattern
and would like their comments. Seconded by Selectman DeLong. Voted 4 -1.
Selectman Colella opposed.
Two parking proposals were also discussed by the Chief with the Selectmen.
A proposal from the Police Chief regarding parking on Mansfield Avenue was dis-
cussed. It is suggested that a no parking ban year round be instituted in the
area commencing at Oakland Street intersection south on Mansfield Ave. for a dis-
tance of 685 feet, just beyond the Railroad Bridge.

Selectman Clemmey moved that we submit the Chief's recommendation to the state
to ban parking year round commencing at Oakland Street intersection south,on

of Mansfield Ave, in the area extending to the intersection of Crocker Street.
Selectman Clemmey moved that we submit to the state that there be no parking
from Nov. 1 to April 1 commencing 685 feet southerly on the Avenue. There
should be no parking on the east side of the avenue in this area extending to the
intersection of Crocker Street. Seconded by Selectman Caponigro. Voted 5 -0.
Also discussed tonight was another proposal to ban parking on Otis Street in West
Mansfield, Due to hazardous conditions that exist when cars park on both sides
of Otis Street, the Chief recommends no parking signs be.posted on the southerly
side of Otis Street from the intersection of School Street to a point 200 feet
beyond the West Mansfield Fire Station.
Selectman Caponigro said that the First Christian Church is trying to get per-
mission from the railroad to use the piece of land that is owned by them but
said also he feels that we should hold a hearing to get the people's feelings
on this matter in that area. Selectman Caponigro moved that we put this on the
agenda for next week and hold a hearing. Seconded by Selectman DeLong. Voted 5 -0.
The Police Chief introduced two young fellows who are the newest addtion to the

to give residents in the area an opportunity to be heard for and against it.
William Tarball- 600 Elm Street - Mr. Tarball said that he lived right next door
and wanted to know if there are any restrictions regarding the operation of a
Kennel as far as noise went. Selectman Caponigro told him that there are regu-
lations established by the County Commissioners. A Kennel License can be revoked

the Commissioners and they can revoke the license. Mr. Tarball said that he works
different hours and sometimes he has to sleep during the day.

A Mr. John S. Rougeau and John D. Slade met with the Selectmen to discuss their
application for a Lodging House License at 296 No. Main Street which was applied
for on November 21, 1977. The License was taken under advisement by the Select-
men at their meeting of 11/21/77 for the Building Inspector's approval.
A letter from the Building Inspector dated 11/30/77 notes that on the 22nd of
November, he and Mr. Maurice Shribman inspected the property and found that on
the third floor there is no second.dieans•of egress:.from the front and back
rooms. The Building Inspector advised the Selectmen not to issue a license
until this second means of egress is installed.
Mr. Rougeau and Mr. Slade were not aware that this had to be done because the
rooming house has been operating for a number of years this way.
However, Selectmen said that they will check with the Building Inspector and see
if this is a state law or just his recommendation.'

Selectman Clemmey reported on the incident of the Fairfield Optical Building
and was upset over the fact that the garage was torn down. He said that he
asked at the time it was being discussed regarding the tearing down of the
woodens structures "if the garage was also included" and was told no. Ap-
parently the Jaycees and Civil Defense had things stored in the garage.
Mr. Metropulos was asked to look into the matter.
Annual appointments to Boards and Commissions will be made on the 28th of
December.
It was decided that the appointment to the Planning Board would be held off
until the annual appointments are made.
Town Manager's Report
Mr. Metropulos said that he has hired a Consultant from Boston to write up the
specs for the Town Insurance and Town Vehicle Insurance, Risk Consultants of
Boston will be doing the work. Hopefully the specs for the Town Vehicles will
be ready in a couple of weeks.
The Computer Committee is in the process of writing up specs.
Discussion was reopened on the Workmen's Compensation Insurance because Mr.
Metropulos was not here at the start of the meeting and just about the same
thing was discussed. The fact that they are about $72,000 short in what was
budgeted for and whether or not the insurance company will take partial pay-
ment till April.
Mr. Metropulos reports that all but two departments have met with him regard-
ing the fiscal budget, and roughly speaking it is just about the same as what
they started with and about 5% over last years in the general expense. Mr.
Metropulos said that he will have the work sheets typed up and ready for the
FinCom and Selectmen soon. Mr. Metropulos expects to have the Manager's re-
port ready by the 21st of December.
Chairman Titus mentioned the fact that he was not present for the meeting on
the discussion for the Computer. Chairman Titus said that he would like to get
his vote in, but was told that the fact they were given the go ahead to have -
specs made up and go out for bids does not mean that we have approved it.
I't is not approved until the contract is awarded. Chairman Titus was also in-
formed that prices from service bureaus will be considered along with S.E.
Regional.
