rin4 - Mill & Cherry Streets
Acting Clerk Antonino Caponigro read the report from the Police Department. As a
result of their survey, the Policy Department recommend eliminating parking on both
sides of Mill Street.
Acting Chairman David Clemmey asked if there was anyone in the audience in favor of
the no- parking ban? No one came forth.
Acting Chairman David Clemmey asked if there was anyone in'-the audience not in favor
of the no- parking ban? A Mrs. Birman, answered that she was.
Mrs. Birman said that she lives right on the curve of Mill & Cherry streets and re-
ports that there are times when she has to park in front of her house. However,
Mrs. Birman feels that speed is a factor in causing most of the accidents and not
poor visibility. It is true, she continues that her neighbors next door have lilac
bushes which cause some of the poor visibility but if people slowed down there
would be no problem. Accidents have occurred when no cars have been parked on the
street she continues, in fact I have had'-my fehce knocked down:aswell as my neigh-
bor, with no cars parked in front of the houses. Another problem Mrs. Birman notes
is the Canoe River camp grounds off Mill Street, traffic has increased and the bridge
will not accommadate a.car and a camper at the same time, this I have experienceJmy-
self and have had to back up in order to let the camper.rpass. Company is another
problem, Mrs.Birman notes and my company has had to park at the common for the even-
ing or over night, I in turn have to notify the police because of the parking ban
at the common from 8:00 p.m to 8:00 a.m.. Mrs. Birman notes that she is not in favor
of a no- parking ban but is in favor of slowing everyone down to 20 mph in each direc-
tion from about the beginning of Mill Steet to pass the bridge.
Mr. Benjamin Flint of 832
was here tonight represen
Mr. Flint reports that he
Street is getting to be a
parking their cars there,
East Street said that he uses Mill Street quite a lot but
Ling his parents who live at 34 Mill Street near the Birman's.
feels the problem is not the parking but the speed and Mill
race track , and.feels the Birman's should be commended for
because they slow down the traffic. Mr. Flint reports that

he is dead set against a no- parking ban because the more we open up Mill Street
the faster the cars are going to go, "let's keep it a rural road ", he states.
Selectman DeLong moved that we impose a 20 mph speed limit from the bridge to the end c
of Mill Street at East Street, and also post the school signs for the Hartwell
School. Seconded by Selectman Caponigro. Voted 4 -0.
Selectman DeLong notes that as far as the no- parking and we do have opposition, I
would like to have a report on the frequency of accidents there and if it is not
bad we will not take any action on this and see how this 20 mph will work. People
will be notified if we take any action.
Mr. Louis Antosca, Mr. Fred Martinelli and Delores Benson met with the Board of
Selectmen. Mr. Antosca and Mr. Martinelli drive the mini bus for the elderly.
Mr. Antosca and Mr. Martinelli were upset over an article which appeared in the
Sun Chronicle on November 1, 1977, in which Thom Bonome was asked about the con-
ditions of the mini bus, because COA is requesting a new bus under Capital Improve-
ments. Mr. Bonome was asked if there were any major problems with the present
vehicle,:he was quoted as saying "I don't know of any, but the drivers are tough
on it." Mr. Antosca and Mr. Martinelli felt that Thom owed them an apology, Thom
said he did not memtion any names and did not feel he owed anyone an apology.
Thom said he was just asked for his opinion. Selectman Colella felt that Thom should
give Mr. Antosca and Mr. Martinelli an apology. Selectman Caponigro said that he
would not be as strong as Selectman Colella in asking Thom to make an apology and
said that it takes a big man to apologize, whether you are right or wrong.
After further discussion from all, Thom Bonome apologized to both men, saying that
he was sorry if he insulted them, that was not his intention.
