MBTA - State Representative Leon Lombardi met with the Selectman to discuss rail transportation. Representative Lombardi stated that he found out for the first time when somebody came into his office a couple of weeks ago saying that the MBTA had posted a notice at the station saying that it was going to be closed at the end of this month, and since that time I have been in contact with the MBTA to talk about this situation. I would also like to say that I wasn't alone, there were also other representatives con- cerned. However, I was told that they are not going to close the station and that it will be kept open indefinitely. The reason for the closing was the cost for keeping someone there to maintain the building. What they are proposing on doing is turning over the station on a lease basis for $1.00 per year to anyone uiho is willing to keep it open. There are four options to be offered. The first option is to the Town of MANSFIELD to lease if for $1.00 per year and maintain it . 2. Offer it to a regional group such as SRPEDD 3• Put it out for bid for private companies etc. 4. It will probably be closed and we will have to fight that battle down the road, I will speak on behalf of Mansfield to keep it open. They gave adequate notice to the town this time but all they are obligated to give is 7 day notice. Representative Lombardi stated that he will be working with Jim Douglas doing a survey of people using the the facility outside the MBTA range. "Its not fair to the Town of Mansfield to foot the bill when people from out of Mansfield drive in and 'use the train," he stated. Federal goverment is funding 90% and 10% from +.1oca, goverment, the stated is paying 75% of that 10 %. The bill is in the legislature now for 100% funding but it doesn't look hopeful. In March of 78 the federal funding drops from 90% to 50% and then in the fall from 50% to 0. -2- BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting October 26, 1977 Page '3 Representative Lombardi stated that he will work closely with Jim Douglas 1 to get a formula going and a breakdown, also will be seeking support from other representatives and senators. Representative Lombardi also spoke about a bill pending which will increase property tax exemption for certain persons over seventy years of age. Mr,. Lombardi urged the Selectmen to send letters to Senator James Kelly and Representative James Gaffney of the State House in support of this bill. Selectman Robert Delong made the motion that a letter be sent to the above giving strong support, seconded by Selectman Caponigro. Voted 5 -0. Representative Lombardi also spoke on the legislature seeking an increase of local aid to cities and towns by about 49 million. Chairman Titus on getting back to the closing of the station stated that he would like to flee Mnac.Lombardi pushed for construction -,of the Southwest Ex- pressway, "thete certainly!is a need- for.it and I'm sure you would get moral support from legislature representatives and citizens because of the South- east expressway." .4 Correspondence continued - Letter from Margaret Heckler regarding recent legislation that would provide $196 Million in supplemental funds under the Public Worksr;Employment Act of 1977. Selectman Delong -3- BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting October 26, 1977 Page 4 asked Mr. Metropulos if he got a price yet from Mr. Quinn, Mr. Metropulos stated that they have not talked about a price and that he is doing it as as service to the Town. Selectman Delong asked that Mr. Metropulos look into his background (Mr. Quinn) and get something in writing on his back- ground because we'll probably end up writing new specs. Selectman DeLong feels that the Board should give the Town Manager new directions as to getting a new set of specs drawn up because we are just wasting everyone's time. Selectman Clemmey feels that sbmeone:shoul;d be;-able.toP.cdme.?tona decision on the specs that bids were sent rin.on. Board Reports - Selectman Colella stated that something should be done about the parking in the area of the railroad station. ;., He states that cars are parking on both sides of the street, after discussion of the matter it was suggested that Selectman Colella come in with a proposal as to what to do. Selectman Delong discussed a phone call.he received from Helen Christian re- garding the Bloodmobile and the write-up she read about in the paper. Selectman Delong stated that the only thing he would like to see take first priority when we do get a new Town Engineer is the dump business, and just what has to be done on Stearns Ave. Selectman DeLong suggest holding a public hearing prior to our next Annual Town Meeting, this was made as a motion and received no second. Selectman Delong feels that this thing has been studied to death. Selectman Colella stated that he is now going for a 7 member board, has two more members in mind and needs two more.
