Library Proposal
Mr. Robert Saquet, Chairman of the Municipal Building Committee, Mrs. Cynthia
Seifert, Secretary Board of Library Trustees and Ms. Peg Bradner, Librarian met
with the Board of Selectmen'to present their library proposal. Mr. Saquet gave
a brief background of the Library stating that the library was built in 1899 as a
memorial for Mansfield's Civil War veterans. A study was done showing that in
1976 book circualtion was 41% greater than in 1974. In the last 4 months of 1976
library utilization showed that 22% of the Town's population took out borrower's
cards, however, the collection of 27,000 books has not increased in ten years,
although the Library has has bought 17,000 bookyls in that time. Because of limit-
ed space the Library must constantly get rid of old books.
Local users often go to Foxboro and Attleboro for Library use depriving residents
of those towns the use of their Library for study.
Mr. Saquet said that a 20 year forcast of Mansfield's population demands that Mans-
field should have a 21,000 square foot area in its library in the immediate future. A
library study conducted by a consultant from New Haven Ct. stated that Mansfield's
projected population by 1997 is 26,000 and Mansfield will need 14,000 sq. feet
today and 21,000 sq; feet for that level of population. What we are looking for
in the new building will be an area for adult and youth reading rooms, children's
room, a community room, a reference area, a work room and offices, and exhibit and
circulation space, all on a single level without stairs or elevators.
To pay for the building besides Town funds the MBC is looking into federal assis-
tance. Renovation of the building was discussed, but that would mean gutting the
entire contents with the loss of a facility for about a year, also the cost factor
would be much higher. An addition to the building would mean building upward
making it difficult for the handicap and involve more staffing of personnell.
The location the MBC choose for the new building is accross from the Town Hall
and would require about 1 acre with parking for about 24 cars. The estimated
( cost of the building is $1,200,000.00 .
Feedback from Selectmen went as follows: Selectman Clemmey stated he hopes
that they buildia functional building with utilization of space.

Bob for a job well done.
Chairman Titus stated that it hurts when you hear it from someone else we should
be aware of things first. However, he also commended Bob for a good job and
stated that "it seems to be your trademark" and the day has come when we need a
new library and I like the idea of federal funds and I feel that you should get
on it as soon as possible before the price of construction raises.

ral Insurance Bid
Present at this meeting of the Board of Selectmen on October 12, 1977 were
as follows: Paul Boyden and M.C. Troy of Boyden & Troy; James Wills of
New England Security Ins.; Ben Cavallo and Frank Signoriello of Cavallo &
Signoriello; Arthur Remillard, Town Clerk.
Chairman Titus opened the discussion by stating that the current insurer,
Don Currivan granted an extension on the coverage when the policy lapsed,
June 30, 1977. The extension at this time was for 30 days during which time
it went out for bid. The bid was opened on August 10, 1977, with only one
bid received from Don Currivan Ins. Co., however, Mr. Boyden and Mr. Troy
from Boyden and Troy were present at this bid opening and protested the
entire bidding procedure and urged that the matter be re- submitted for bids.
Present at this bid opening was Arthur Remillard`(Acting Town Manager Steve
Conroy was in Ireland at the time).
We again asked Don Currivan Insurance Co. for an extension and was granted
an extension for an indefinite period. Specifications were redrawn and put
out for bid again, the date set for September 22, 1977. The day of the
bid opening, four bids were opened; Boyden & Troy; Don Currivan Ins. Co.'
Cavallo & Signoriello; New England Security Ins. Co.. The bids were opened
with Town Manager William Metropulos, representatives from Boyden & Troy Ins.
New England Security Ins. Co. and Cavallo & Signoriello. At this time it
could not be determined which company offered the best coverage and which
bid was the lowest. It was suggested that an expert be called in to look
over all the specs and give his opinion.
A Mr. Joseph L. Quinn an insurance advisor from Taunton was called in for
his opinion so that a summary could be made before presentation to the Select-
men, the date of this meeting with Mr. Quinn was September 26, 1977 at 10:00
a.m. = all interested parties were invited to attend. It was decided at this
meeting that Mr. Quinn would take all information with him so that he could
digest all the material and submit a written report on his findings.
The report from Mr. Quinn was received today, October 12, 1977, and each member
of the Board and the parties present were given a copy of the report.
Discussion after an allotted time for each to read Mr. Quinn's report went as
follows: Mr. Wills of N.E. Security stated that he felt the specifications were
not written properly because of a hurried up attempt to get them drawn up and
we used the 1977 specifications, but it would be possible to get a legitimate
bid if we went down item by item and figured out all the alternates and options.
Mr. Troy found it strange that when the bids were first open that only one bid
came in and that was for $37,000 with a $10,000 deductible, and all of a sudden
we (Boyden & Troy) protested it and the Board upheld it and said that we will
put it out for bid again. Every single bid other than the current carrier is
much better than the insurance the town is now carrying.
However, Mr. Troy was reminded that Mr. Quinn's reports in his conclusions 4ta£es that
Eye was not able to draw any firm conclusions or make any recommendation to the
Town as to the best insurance program for the cost. Mr. Troy states that the
insurance advisor never looked at the policy, and stated that he spoke with
Mr. Quinn yesterday afternoon (10111177) and he did'nt look at the policy.
Mr. Troy wanted to know where the insurance association was in July when the
bids came out and why we were the only ones that protested it.
-1-
General Insurance Bid
Page 2
Jim Wills from N.E. Security stated that he was asked by the Town Manager to
advise him on the drawing of the specs, which he did and the specs were sent
out to all the agents for bidding.
What happened in July is basically in the transition of a new Town Manager
everybody dropped the ball and the Insurance Agents Association should have
been on top of it and weren't, .so what happened was that arounddabout July 1,
' ih@ n( 'th'drPolli "e'ylllaPsod'andi =no bids were put out the Acting Town Manager asked
Currivan Ins. Co. for an extension of the policy.
Mr. Wills feels that maybe the proper system for the Town in the future is to
have a licensed insurance advisor to draw the specifications.
Selectman Caponigro stated that he felt everyone bid on good fai•thaoddtfa!: we
should award the bid to the low bidder Boyden & Troy and go out for new bids
next year. Mr. Cavallo asked Selectman Caponigro how he knew Boyden and Troy
were the low bidders and questioned whether they were providing liability
for streets, Mr. Troy answered "some streets ".
Another question brought up was about Flood Insurance and Mr. Cavallo wanted
to know how Boyden and Troy could bid on Flood Insurance when they in fact
( Cavallo & Signoriello) represent the National Flood Insurance Co. and when
they approached representatives of that company they were told that a price
for a bid quote could not be given because Mansfield may not even qualify for
Flood Insurance.
At this point things started to get noisy and Chairman Titus interjected that
he did'nt want to get into personalities and we are only interested in getting
the best coverage for the Town.
Selectman DeLong stated that he feels no action should be taken and that we
should investigate Mr. Quinn's qualifications also, we should be concerned about
the legality of extending the present policy for a year and the cost of a short -
term cancellation.
Selectman Colella asked "Will the Town of Mansfield still get the same coverage
at their low price (Boyden =& Troy). Will Mansfield get the best coverage for
the price.
Selectman Clemmey stated that we should get someone to draw up the specs for
next year other than Mr. Quinn since he seems to be the issue now, and not
to exceed July of 78,
Jim Wills of N.E. Security stated that if the Town is not getting the best
coverage , there is no reason to wait until July of 78. Specs could be drawn
in January of 78 and feels that Kemper would not hit us with a short rate can-
cellation penalty because the regional manager has the power to prevent it and
Bill and I can go to Kemper and try to negotiate.
The Town Manager had no recommendations other than he feels we should get a hold
of Mr. Quinn and everyone involved sit down and discuss it.
