Friendly Ford, Inc. - Mr. Anthony Fraska; met with the Board to discuss his Class 1 license. 11 r. Fraska met with the Board two weeks ago and at- that;icime was told that the license would be taken under advisement. Since then a fire has destroyed the building on Rumford Ave. and Mr. Fraska is asking permission to put up a trailer to use as a temporary office until the building is rebuilt. According to the by -laws the Building Inspector can approve this and Mr. Fraska says that he (Building Inspector) has already approved it. Selectman DeLong made a motion that the license be granted subject to the "temporary office" not exceeding 6 months. This was seconded by Selectman Colella. Voted 4 -0. Selectman Titus came into the meeting during the discussion and before the vote was taken. COMPUTER STUDY COMMITTEE - The Computer Study Committee met with the Board and present were the following members: Larry Pigeon, James G. Blake, Joan M. Cutillo and Arthur Remillard. Selectmen were all given a copy of the printed report and at times during the discussion referred to the report. Selectman DeLong opened the meeting with a question directed to the Committee asking - '('before the question was asked Select - man.DeLong praised the Committee on the swiftness in preparing their report) What contact they had with S.E. Regional and the possibility of using their com- puter. Mr. Pigeon stated that our objective initially was to get S.E. Regional as • short -term alternative and we contacted Mr. Remmes and tried very hard to solicit • formal proposal but the harder we tried,.thg further away we got from them. Mr. Remmes and S.E. Regional indicated to us a lack of professionalism and we could not get a proposal that would stick, or get a proposal on time. We also could not get a favorable evaluation from a user of the system. Selectman Delong stated that he called S.E. Regional today, caspoke cyrithiMi -.!Remides° .s and asked him where they were with the Committee. Mr. Remmes stated that he had verbally given the Committee a couple of proposals but the problems seemed to be that you (the committee) wanted someth:i_ngmore definite. P)rr. Ommes, saatsdsthat• ;If.: t you wanted a quick one that would give you more control s`i`t- could be set -up in a month and cost the Town $1,000. A proper system would cost $10,000. for set -up, take six months time and cost $100. a month for electAt and water billing. He also spoke about a Univac system, one that is used in Florida for electric billing. He noted that someone from the light department and himself could go down there and be given a piece of their set -up and that would be the extent of the set -up cost. Easton is now set up with them for their water billing and is looking for someone to share the cost. (- MOTIONS PASSED) -1- BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting September 19, 1977 Page 2 Selectman DeLong noted that if S.E. Regional can set this up,just what is the hold -up. Mr. Remmes replied that they are waiting for the Committee to tell them that this is what they want to do, then he will come over to the electric department and study what they have and then give them a firm quote. Discussion followed with Mr. Pigeon and Mr. Blake as to the cost factors of the two systems - In -House Computer (which is what the Committee favors) and use of the S.E. Regional's system. Mr. Blake stated that there are hidden cost in the S.E. Regional system which do not include the eventual switching of other de- partments such as, accounts receivable, inventory control, etc. onto the computer. Mr. Pigeon states that with an In -House computer system this can be done and in the long run is cost justifiable. Selectman Colella also praised the Committee for a job well done but stated that he does not go along with the Town needing a computer and would like to visit a town close by that is on a computer system to see how it is working. Chairman Titus stated that Mansfield has consistently been a frontrunner in new styles and new ideas and cited'Mansfield's. Eniti.a't,ive in- sewage'.treatment,and!., in incorporating its own electric light department. Chairman Titus stated that he believes this is the best way to go whether:it be S.E. Regional or In -House the present system is now obsolete. Selectman DeLong stated that based on what was discussed tonight he would go along with the In-House Computer and recommends dismissing the present Committee and appointing another one and have the Town Manager directly involved with the Committee. A motion was made by Selectman DeLong to dismiss the present Committee seconded by Selectman Clemmey. Vote 4 -0. WC BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting September 19, 1977 Page 3 Policy Arrears Accounts - The Board discussed with the Light Department the policy on arrears accounts and whether this applies to both commercial and residential. Mr. Hall wants to know if the light department can make judgements on their own, that they do make exceptions and talk with the people in extrodinary cases such as sickness, unemployed, etc. Chairman Titus stated that he would dike to see exceptional cases brought up before the Board. The Town Manager feels that everyone should be treated equally unless there are circumstances such as .listed above. In this case the problem.: should be brought before the Board. Selectman DeLong made a motion that the policy stands and in cases where the power hasn't be shut off after the grade period then the Board should be notified after two weeks, this was seconded by Selectman Colella.
