Conroy; Town Counsel James Grady; Recording Secretary Diane Hunt

The Board proclaimed June as National Burglarly Prevention Month and pre-
sented the document to the Chief of Police.
Zoning change petition - to be put in the special town meeting folder.
Board of Health - Members Karl Clemmey, Delores Benson, Francis Jones, and
Sandra Holske., met with the Board.
Discussion regarding conflict of interest: Karl Clemmey said that he did
not want to discuss this. Selectman DeLong said that he had questions on
this and wanted to get an opinion from town counsel. Town Counsel noted
that if there was a question on this, the request for an opinion Of whether
someone is in conflict can come from the individual, the Board, or the Select-
men. There was discussion of whether or not this should be discussed in
executive session. Selectman DeLong questioned the appearance of conflict
because three members of the Board of Health were employed by (or married to)
an employee of Clemmey, Inc., and questioned how votes could be taken. Mr.
Grady said that he would give an "impromptu" opinion: that whenever a matter
came up at a Board of Health meeting regarding Clemmey's subdivision, then
Mr. Clemmey, Mrs. Benson, and Mrs. Holske should leave the room. If a vote
were required, then one of the members would have to come back into the room
to make a quorum of three members to act on business, and that person should
vote "present ".
Richard Secher was appointed to fill the vacancy on the Board of Health created
by the resignation of Paulette Shaw, the term to expire January 1, 1978.
Also discussed were the septic regulations for the town of Mansfield. The
discussion was continued later in the meeting.

PACE - Representatives of People's Alternatives to Community Environments
met with the Board and a large audience of concerned citizens regarding a
proposed group residence on Rumford Avenue. The staffing and funding of
the home were explained, and questions were answered for the audience.
Selectman DeLong told the Board that he had visited a similar home in
Attleboro, and had talked to the neighbors there, who at first had the
same complaints as the Rumford Avenue had. Residents expressed concerns
about the property values, safety of the retarded because of the pond,
and exemption from local control. Some members of the audience expressed
complaints about not knowing about this sooner. This hearing continued un-
til 12:30 a.m. Board members told the audience that this community residence
should be given a chance, and hoped that everyone would work together on this.
