Offer from the State for the Town to purchase a small triangular piece of
land adjacent to the railroad near Hatheway Patterson Company. It was noted
that the Highway Division Engineer had checked this out and considering the
size and price wanted ($3,610), could not see why the town would be interested
in purchasing this. No action taken by the Board.
Gypsy Moths - memo from the Town Manager regarding spraying for gypsy moths.
Mr. Hannon noted that the bid for aerial spraying would be in next week's
paper, and that perhaps the Board should hold a public hearing to get citi-
zen input on this, as he has received comments from a resident. The hear-
ing was set for 7:45 p.m. for next week's meeting.
Letter from residents of Azalea Road, Mansfield, regarding the three houses
on that road that are in Mansfield. The letter states that Norton is black -
topping Azalea Road, except for the 100' portion that is in Mansfield (Nor-
ton provides water to these three houses) and requests that the Tosco of
Mansfield ask Norton to blacktop this 100' portion and reimburse Norton
for the work. Town Manager Hannon noted that in this area (Azalea, Colum-
bine, Barberry, and Thornton Roads ) there is approximately 2,000 feet
of road that does not have Mansfield water or blacktopping. He suggested
that the Board examine the costs for doing this work all at once, as there

Sewer Connection, 28 Angell Street. It was noted that there was confusion
about the history of sewer betterment assessments on Angell Street: House
numbers 55 and up were assessed, but below that were not, even though cer-
tain houses are in fact paying a sewer usage charge at present while they
were never assessed (house numbers 8, 26, 29, 32, 33, 39 and 43). Town
Manager Hannon noted that there seemed to be no notation regarding why the

sewer betterments were done like this, that perhaps there had been some
agreement with the railroad, although there cannot be any records found
on this. He suggested that the Board approve the connection at this
time and review the assessment next week. He said that because of the.
confusion, perhaps there should be no charge, or only a minimal ($1'per
foot of frontage) one, for the sewer betterment. The applicants, George
and Donna Klein, should only be charged the $10 sewer connection fee for
a single residence. Selectman Caponigro moved to approve the sewer con-

ing went well, and that there were no objections from anyone from Norton.

neering for the plant, and that there will be one more week to submit testi-

Dresser & McKee on the questions about engineering and design, and that the
environmental issues will be reviewed in the Environmental Impact Study.

Manager of the Mansfield Plant, and that within 2 weeks they would submit

that he had discussed this with Mr. Conroy, and moved to make the salary
for Stephen J. Conroy, the Acting Town Manager, $325 per week. Seconded
by Selectman Caponigro. Selectman DeLong commented that he wished to state

ment, that he wished him well, and would help in any way that he could, and
knew that Mr. Conroy would do a good job. Vote onthe salary: 5 -0.
Selectman Colella discussed Relocated Route 140 - he said that he has had
calls from residents of Casa Drive who were concerned about this, and asked
other Board members if they would support a move to stop the relocation of
Route 140. Some of the other Board members noted that it was little late
now to think about such a move, that the project was in the final design
stage. Selectman Colella questioned if the plans included fencing. Select-
man Caponigro said that after doing the traffic counts, and receiving recom-
mendations from the State DPW, this appeared to be the best thing for the
long -range future of Mansfield. Selectman DeLong said that at first he was
not in favor of the relocation - but now agreed with Selectman Caponigro.
